even today. Although the Senior Center was closed to the public our work did not diminish and most certainly did not end...it actually quickly accelerated and increased productivity and community response at a very rapid pace. So, here we are today—eight months into the COVID-19 pandemic and more changes are yet in store for all of us. We have eagerly anticipated the release of a Reopening Order as well as the anticipated associated guidelines we as a Senior Center would be required to follow. The Governor announced in mid-August that re-opening senior center details would be forthcoming. The official Reopening Order became available for public review the first week of September. Within the Reopening Order the Governor shared that Senior Centers could only re-open if they follow specific guidelines or there would be significant fines and penalties. After careful review of the order, there are several points of concern which we are cur-rently seeking clarification. For example, mandatory COVID-19 testing of all partici-pants for COVID-19 prior to reopening is a major stumbling block for us. We feel (first) that at the State Level there is a lack of distinc-tion between Adult Day Centers and Senior Centers in the Order and Guidelines. This must be tackled head-on before addressing the issue of testing. Senior Centers are for older adults living independently within the community. We offer lunches and monthly dinners on site (similar to a restaurant), we offer fitness & wellness classes for active adults (pickleball, exercise, etc.), and we offer classes and educa-tional opportunities for older adults (music, art, technology, etc.) as well as other cultural en-richment activities. We are a place where sen-iors and their peers come together to socialize, remain active & engaged, and can be included and participate in all aspects of community life. It should be noted that a multipurpose Senior Center broadly defined by the Older Americans Act encompasses "a community facility for the organization and provision of a broad spectrum of services, which shall in-clude provision of health (including mental

health), social, nutritional, and educational services and the provision of facilities for rec-reational activities for older individuals." Adult Day Centers, on the other hand, service members of the community who are experiencing diminished capacity (basically, respite care, for those still "at home" but under supervision from a family member). These individuals may have cognitive decline due to Alzheimer's, head trauma, Parkinson's or another related condition. We at Guernsey County Senior Citizens Center, Inc. serve thou-sands of unduplicated clients each year through the efforts of our main site and various county-wide satellite site locations. An Adult Day within a similar geographic service area may have only 125-150 unduplicated clients in a year. So, I hope as our members you can see where it would be difficult for Senior Center organizations like ourselves to provide COVID-19 testing to our 5,000+ unduplicated clients just in an effort to visit the senior center. Until further clarification is obtained from the State of Ohio, we remain steadfast in that the safety and wellbeing of seniors remains our top prior-ity...so we are not in a race nor are we prepared to be fully compliant with the new order and re-open on September 21st at this time. We ask for your patience and understanding as we work diligently to have some aspects of the re-open order modified so that we can become compliant, reopen, and follow all of the health order protocols and guidelines. Ohio is not requiring restaurants to test consumers before dining; Ohio is not requiring gyms to test members before they may partici-pate; so why should Senior Centers (which, frankly, function as nutrition sites and exercise facilities with our meal service and fitness classes - we are non-residential and we are not adult day!) be forced to test all participants before we are able to reopen? Where will the funds come from to test 5,000+ participants? We are a non-profit, operating on a very slim margin. One of our cohorts described their financial condition as "hanging on by a thread." Also, what do the testing

protocols encompass? Are we required to test our participants weekly? Monthly? If they've traveled? Only if they exhibit symptoms? We do not object to testing of staff (though, we al-so require further guidance from the State on this too: would testing that be "one-time" or monthly or ... with what frequency?). We want seniors to first and foremost to feel welcomed, comfortable, and safe...along with the added reassurance that we’ve done everything we can to provide a highly sanitized environment. Please know that when we do reopen—and we most certainly will, there will be significant changes that we will have to make. For exam-ple, we will be required to stagger and host in-terval dining to small groups; no large parties or daily functions; there will be new policies and guidelines we will all have to follow...and this will take more time. I want our employees and all seniors to be educated and aware of these changes will be and what our individual and collective roles will be in assuring com-plete compliance. I know our members & participants are very anxious for us to reopen for activities, meals, and much needed sociali-zation. I hope you appreciate our frustration and concerns administratively—we too are very eager to reopen (in a phased, responsible way) but under these present guidelines, we still have many unanswered questions. But I wanted to let each of you know that we also are in no hurry to open until we can properly digest the testing mandate; determine where the funding will come from in order for COVID 19 testing to be completed for all staff and seniors that enter the building. Once Ohio Department of Aging gives more guidance, our board of directors, the Commissioners and health department will discuss the best course of action for Guernsey County Senior Citizens Center and what is truly in the best interest of our beloved senior citizen population. Other than “the building” being closed to the public we remain very much fully operational and it is business as usual. With your patience, understanding, support and VOTE FOR the Guernsey County Senior Services Tax Levy we will most certainly be able to re-open our doors

and continue to provide the vital services and programs for seniors living throughout Guernsey County. For over the last 48 years seniors have grown to trust, rely, and depend upon us in order to help them meet their needs; remain independent and LIVE happy vibrant lives. God bless you all and please know that my staff and I are here to serve you...our most precious & beloved senior citizens. I will keep everyone updated...Please stay safe & well.

Absentee and Early voting for the November 3, 2020 General Election will begin on October 6, 2020. If you would like to vote by an absentee ballot by mail you must send an application to receive a ballot. Ballots will not be sent until October 6, 2020. We suggest that you send your applications in as early as possible. The Guernsey County Board of Elections is taking applications now. Masks are encouraged to be worn while walking, and social distancing guidelines will be practiced.

If you are looking for a fun outdoor activity we would love to have you join us on Wednesday, October 7th at 9:30 AM as we decorate fall themed bird feeders. This class will be instructed by Marsha Stroud and will be located out front under the awning. Your choices of bird feeders to decorate will be: a small pumpkin face or ghost for $4.00 or a large sunflower for $8.00. The cost will include the cost of the class with supplies and the bird feeder of your choice. Guernsey County Senior Citizens Center partners with the Mid-Ohio Food Bank in providing a Commodity Supplemental Food Program. The next distribution will be held on Friday, October 16th from 10:00 AM - 3:00 PM. We ask that you please pick up on this day due to limited storage. Simple Crockpot Potato Soup Recipe

Ingredients: 1– bag of frozen hash browns 2– 14oz cans of chicken broth 1– can cream of chicken soup 1/2 Cup– chopped onion 1/3tsp.– black pepper 1– 8oz block of cream cheese Directions: 1. Combine frozen hash browns,

chicken broth, cream of chicken soup, chopped onion and black pepper.

2. Cook in crockpot on low for 5 hours.

3. Stir in cream cheese and cook for 30 minutes, shirring occasionally.

4. Top with shredded cheese, bacon, chopped green onions or desired toppings.

5. Enjoy!

It’s more important now, than ever before, to make sure you complete the 2020 Census! The 2020 Census asks how many people are living or staying at each address. For each person, we ask about name, sex, age, date of birth, relationship, Hispanic origin, and race. We also will ask whether the housing unit, such as the house, apartment, or mobile home, is owned or rented, and for contact infor-mation in case additional information is needed.

Steps to complete by phone:

1. Dial 1(844)330-2020 2. Stay on the line until the messaging

prompts offer "say representative' or dial "0".

3. From there you will complete the decennial census with a live representative. There is a wait time as the call centers are running low staff due to the Covid-19 pandemic.

The Census Bureau will never ask you for:

• Your full Social Security number. • Your bank account or credit card numbers. • Anything on behalf of a political party. • Money or donations.

Immediate Legal Assistance is Available Do you need a will revised or updated? If you need help composing a legal document or would just like to talk with an attorney about a private matter...no matter what your non-criminal legal issues might be, we can help! Guernsey County Senior Citizens Center will gladly assist you with Title III legal assistance of a non-criminal nature costing up to $250 per person per year. Services and appointments are arranged by our staff and provided by local attorneys for your personal convenience. We will also provide transportation to and from the attorney’s office if requested. For more information regarding Title III legal services or legal-aide assistance for a senior citizen age 60 or older living in Guernsey County, or to set up a legal consultation or appointment, please contact our Social Services Coordinator, Amy Brown, at (740) 439-6681.

Pumpkin Door Hanger Class Monday, October 19th

All meals are provided on a “donation only” basis to Guernsey County

Senior Citizens, age 60 and older. Recommended donation is $2.50 per

person per meal. For additional menu details or other meal program

options, please call (740) 439-5717.

Seniors are not permitted to receive both a Home Delivered Meal and

“Grab & Go” Meal on the same day/date. Meal choice must be one or the

other, but not both. “Grab & Go” meals are available to only senior

citizens who are present at time of pick-up. Limit one Grab & Go meal per

person present.

Simply give Guernsey County Senior Citizens Center a call with your grocery list or what needs to be picked up at the pharmacy and we will gladly go get it for you. Our employees provide this ser-vice for any seniors age 60 or older who are residents of Guernsey County. There is no cost for this service, however donations are always very much appreciated. Home Energy Assistance Program Applications and Heating Help

HEAP applications are available at the Senior Center. The program provides senior citizens with assistance on their heating/cooling bills. In-home application assistance, whereby a member of our staff will come directly to your home and help fill out your HEAP application, can also be arranged. Applicants must provide the following: Proof of income, proof of citizenship (birth certificate, baptismal certificate or a DD-214 (Military Discharge), proof of your past heating bill, and have a household income that is 175% at / or below the federal poverty guideline level. For more information and eligibility requirements, please stop by the Guernsey County Senior Citizens Center. Our hours of operation are 8:00 AM to 4:00 PM, Monday thru Friday. Income eligibility requirements per year are: 1 Person $21,857.50 2 People $29,592.50 3 People $37,327.50 4 People $45,062.50 5 People $52,797.50 6 People $60,532.50 7 People $68,267.50 8 People $76,002.50 For households with more than 8 members, please contact your local community action agency. Dollar Energy Fund & Neighbor To Neighbor Program Assistance

Dollar Energy Fund and AEP Ohio have teamed up to create a program that will assist low-income AEP Ohio customers who have difficulty paying their electric bill. The program will provide eligible customers with a utility assistance grant applied di-rectly to the AEP Ohio bill. This grant will help low-income customers maintain or restore their basic electric service. Eligible Households 1. Must be a customer of AEP 2. Be at or below 250% of the Poverty Income Guidelines (FPIGs), a family of four earning up to $65, 500 per year is eligible. 3. Have made a sincere effort of payment on their AEP bill. A sincere effort is a minimum of $75 in the last 90 days. Exceptions for senior citizens will apply. 4. Have a minimum balance of $100 on their AEP bill. Summer Crisis Program

Help is available for eligible Ohioans trying to cope with summer temperatures. Under the summer crisis program, consumers of regulated utilities may qualify to receive a benefit amount of up to $500 and customers who are unregulated can receive up to $800. The funds can be used to assist in electric bill payments or central air repair. This program runs from July 1st through September 30th. To be eligible for assistance, households must have a gross annual income that is at or below 175% of federal poverty guidelines and must also either have a member of the household who is 60 years of age or older or have a member who has a medical ne-cessity verified by physician documentation. PIPP Plus program participants are eligible for assistance toward their default PIPP payment, first PIPP payment, central air conditioning repairs, or may receive an air conditioning unit and/or fan. laundry, essential shopping, and meal preparation.

Healthy Meals & Nutrition

Friendly Reminder Regarding Assessments A requirement of Ohio Department of Aging is for providers, such as Guernsey County Senior Citizens Center, to conduct routine assessments and updates on every senior citizen, age 60 years and older, whom we serve. We will conduct client/participant assessments at different times throughout the year. We kindly ask for your assistance and cooperation as we complete these assessments. If you have any questions regarding the assessment process, please contact or call any member of the Senior Center staff at (740) 439-6681.

Guernsey County Meals on Wheels offers nutrition services to area seniors. We provide home delivered meals and on site lunches. If you are a senior age 60 or older, the suggested donation is $2.50, for anyone under 60, the cost is $5.50. For additional information, please contact Hollia Husk at (740) 439-5717.

Home Delivered Meals Available throughout Guernsey County

Hot, home-style, nutritious, well-balanced home delivered meals are available to eligible individuals age 60 and older, living in Guernsey County, with nutritional need. Meals are delivered Monday - Friday and are provided by Meals on Wheels Guernsey County. Homemade, pre-prepared frozen meals are available for weekends and holidays upon request. Emergency meals (to have on hand during periods of inclement weather) are also provided in each home during the winter months. Special meals (diabetic, low-salt, puree, diverticulitis, liquid, etc...) are also available. If you are interested in receiving home delivered meals, please contact Meals on Wheels Guernsey County at (740) 439-5717.

Disabled Veterans of Any Age are Eligible to Receive Home Delivered Meals

Disabled veterans of any age are eligible to receive nutritious home delivered meals provided by the Guernsey County Meals on Wheels program. To receive this service, you must be a disabled veteran (no matter what age) living in Guernsey County. If you are interested in this service or have any additional questions, please contact Hollia Husk at (740) 439-5717. Thank you to all of our veterans for your service.

Ensure® & Glucerna® Supplemental Beverages Available

Supplemental nutritional beverage shakes are available at the Guernsey County Senior Citizens Center and come in four delicious flavors: Chocolate, Vanilla, Strawberry, and Butter Pecan, all at a discounted rate. A case, which consists of 24 - 8 ounce cans, of regular Ensure is $20, Ensure plus is $22, and Glucerna is $43. To place an order, please stop and visit with Garland Harper or Roger Davis, in our Transportation Department, or call (740) 432-3838.

Continental Breakfast Offered Every Morning

A continental breakfast of items such as cereal, toast etc., is offered each morning at Guernsey County Senior Citi-zens Center from 8:00 AM - 9:30 AM for senior citi-zens age 60 and older. The recom-

mended breakfast donation is $2.50. Reservations are not required. If you

Sustaining good nutrition and a healthy diet are beneficial to your recovery and wellbeing. The Meals as you Mend program is designed to provide recent patients of Southeastern Med who are residents of Guernsey County and at least 60 years of age with 30 nutritious, hot, home delivered meals at no cost once they are discharged and plan to return home. If you would like additional information on the Meals as you Mend program, please ask a nurse or social worker at Southeastern Med or please call Meals on Wheels Guernsey County at (740) 439-5717.

The Guernsey County Senior Citizens Center, Inc. is a registered 501 (c) 3 non-profit multi-senior services county-wide provider that is funded in part by the Ohio Department of Aging through The Area Agency on Aging-Region 9. The Guernsey County Senior Citizens Center Endowment Fund

The Guernsey County Senior Citizens Center, in close collaboration with The Foundation for Appalachian Ohio, and Guernsey County Foundation has developed an alternative option for individuals who wish to leave a lasting legacy that will benefit future senior citizens and older adult generations served by the Guernsey County Senior Citizens Center and The Guernsey County Foundation & Foundation for Appalachian Ohio formed The Guernsey County Senior Citizens Center Endowment Fund because the Guernsey County Senior Citizens Center remains very reliant upon the kindness and generosity of our countywide supporters. Daily donations and routine contributions greatly assist our organization and permit us to serve a growing older adult population. Daily donations are also a vital financial resource, which assist us in meeting our program operational expenses. Because State and Federal funding sources have not kept pace the Guernsey County Senior Citizens Center, Inc. has developed the Guernsey County Senior Citizens Center, Inc. Endowment Fund. Transportation Services- Our courteous and professional van drivers personally escort senior citizens to medical exams and appointments; shopping and personal business trips; to pick-up prescription medications at pharmacies; to senior nutrition sites; and a host of other senior wellness related facilities. 24-hour advance reservations are required. Homemaking- Home health care providers can visit your home and provide routine homemaking services such as cleaning, laundry, essential shopping, and meal preparation. Home health care workers also provide in-home help with Personal Care to promote and maintain essential personal hygiene, which also encourages improved self-image and good self-esteem. Home Delivered “Meals on Wheels”- Hot, home style, nutritious, well-balanced home delivered meals are available Monday-Friday. Frozen meals are available for weekends and holidays. Emergency meals (to have on hand during periods of inclement weather) are also provided in each home during the winter months. Morning Breakfast Program-GCSCC serves a nutritious breakfast each weekday at the Senior Center and delivers nutritious breakfasts each day to nutritionally at-risk older adults (Partially funded by United Way of Guernsey County). Congregate Meals- Hot, nutritious meals are provided in a group social setting Monday-Friday at the Guernsey County Senior Citizens Center and our many Senior Nutrition Sites, which include; Cambridge Heights Apartments, Stop Nine Senior Center-Byesville, Londonderry, Cumberland, and Pleasant City. Meals are also served every Thursday at “Golden Sixties” located at the Stop Nine Church of Christ, Byesville, Ohio. Reservations are encour-aged and recommended. Legal Assistance- Legal work of a non-criminal nature (up to $250.00) is available for seniors age 60 and over. Legal services subjects such as wills, power of attorney, real estate, probate, etc.… are provided by local attorneys. PASSPORT- The Guernsey County Senior Citizens Center is a certified “PASSPORT Qualified Facility” in close cooperation with the Ohio Department of Aging and Area Agency on Aging-Region 9 (740) 439-4478. Telephone Reassurance- To insure the continued well-being of elderly individuals who are isolated or homebound, our professional staff and volunteers provide regular telephone contact to monitor their safety and well-being. Medical Assessments- Qualified medical personnel provide blood pressure and pulse screenings each week. Cholesterol and blood sugar examinations, vision assessments, hearing screenings, and other wellness related screenings are also available throughout the year. Educational Programs- Regular scheduled presentations and classes are conducted on subjects of interest to inform, enlighten, and inspire older adults and to stimulate mental activity. Information & Referral- Individuals are given names, telephone numbers, and addresses of private and public organizations that can assist them with meeting their needs. Social Activities & Special Events- Social and recreational activities occur daily here at the senior center. Activities include; Quilting, Crafting, Exercise, Tai Chi, Line Dancing, Painting, Computer Classes, Euchre, Bridge, Monthly Theme Dinners, Square Dancing, Aerobics, Music, Entertainment, and much more! Volunteer Respite Program- This program is operated by our trained volunteers who can assist in providing caregivers with a much needed and temporary break from their caregiving responsibilities, providing them with rejuvenated respite. If you are caring for an older adult at least 60 years of age and need a much-needed break or are interested in serving as a Volunteer Respite, please contact us today. Senior Supplemental Food Commodities Program – Monthly Food Program that provides 30-35 pounds of groceries each month (cheese every other month) to almost 360 seniors who are at least age 60 and meet income Federal Poverty Guideline eligibility criteria.
