The Senior Specialist, Prenatal Care and Healthy Child and Youth Development manages a
team of specialists that provide advanced level of specialized expertise to FNHA Regional
Teams and First Nations communities, in the planning and delivery of FNHA prevention
and health promotion programs and actions, in the areas of prenatal care to healthy child
and youth development, including early child development.
Accountabilities:
Provide managerial oversight and advanced level of specialized expertise to
FNHA efforts in supporting BC First Nation Communities to plan, develop, and
implement programs in the area of maternal, child and youth wellness, including
early childhood development
Provide subject matter expertise to develop and communicate Regional Health
and Wellness plans and priorities
Education & Experience
A University degree in health promotion, public health or related health sciences
discipline with specialization/expertise in at least one focus area within the
Prenatal Care and Healthy Child and Youth Development portfolio
Registration or licensing with relevant professional bodies.
Significant experience in assessing community needs/capacity and planning
solutions in collaboration with communities and other partners
Recent and relevant experience at a middle management level in the operations
and administration of community health or health and wellness programs and
services
Knowledge
In-depth knowledge of needs specific to Aboriginal/First Nations populations in
the area of prenatal care and healthy child and youth development including
early childhood development
Excellent grasp of BC’s healthcare system, as it relates to maternal, child and
youth wellness of Aboriginal/First Nations populations and communities

ORGANIZATION SUMMARY
The First Nations Health Authority (FNHA) is a health service delivery organization created and mandated to support BC First Nations to implement a number of guiding agreements and documents seeking to elevate BC First Nations health outcomes through creation of a more effective health care system. In 2013, the FNHA assumed responsibility for the design and delivery of health programs and services for BC First Nations formerly delivered by Health Canada’s First Nations Inuit Health Branch - Pacific Region. The FNHA has a broad mandate to improve health services for BC First Nations through new partnerships, closer collaboration, and health systems innovation.
POSITION SUMMARY
The Senior Specialist, Prenatal Care and Healthy Child and Youth Development manages a team of specialists that provide advanced level of specialized expertise to FNHA Regional Teams and First Nations communities in the planning and delivery of FNHA prevention and health promotion programs and actions in the areas of prenatal care to healthy child and youth development, including early child development. The Senior Specialist collaborates in the development of frameworks, policies and guidelines, and intersectoral early childhood development program initiatives, on behalf of First Nations communities and partners ACCOUNTABILITIES
• Collaborate with FNHA regional teams and provide advanced levels of expertise to plan develop and manage the FNHA delivered and funded prenatal care and healthy child and youth development program resources including human, financial, and material by recruiting, selecting, and providing leadership and mentoring support to, and supervising a team of, program specialists and ancillary program personnel to ensure high quality professional and culturally relevant services in the area of prenatal care, healthy child and youth development.
• Provide managerial oversight and advanced level of specialized expertise to FNHA efforts in supporting BC First Nation Communities to plan, develop, and implement programs in the area of maternal, child and youth wellness, including early childhood development
• Provide managerial oversight and advanced level of specialized expertise to FNHA Regional efforts in developing, and implementing regional, sub-regional and community based actions (strategic and operational plans, programs and initiatives etc.) in the area of maternal, child and youth wellness, including early childhood development
• Provide subject matter expertise to develop and communicate Regional Health and Wellness plans and priorities, staying within the FNHA planning framework. This includes input into the development of goals, objectives and work plans. Provide support to the Regional Director, Regional Support Team and FNHA staff in remote communities in the area of prenatal care, healthy child and youth development
• Provide strategic advice and recommendations to relevant partners within and external to FNHA on emerging issues, trends and promising practices related to maternal, child and youth wellness and early childhood development within BC First Nations communities, and to promote an understanding of program objectives
• Establish and maintain cross-sectoral (government, academic, professional) networks to support program development and establish key program linkages, including participating on regional and provincial committees.
• Provide specialized expertise to senior management, colleagues, First Nations communities, regions and leadership, health centers, wellness staff, community workers, health organizations, provincial and federal governments, non-government agencies, and other partners to support the development of strategies and policies
• Provide managerial oversight in the development and delivery of training to health professionals, community workers and FNHA staff, in collaboration with other FNHA departments and professional organizations
• Manage financial resources for the Prenatal Care and Healthy Child and Youth Development team, including service contracts and funding arrangements.
• Lead the Prenatal Care and Healthy Child and Youth Development team in a wellness based organizational environment and including all areas of HR management including but not limited to job descriptions, resourcing (staffing & recruitment), learning and development, performance management, including disciplinary action and termination of employment.
• Identify roles and responsibilities to achieve objectives, and recommend human, financial, and material resource levels to the Director, Wellness Program Support.
• Develop, recommend and implement policies, guidelines, evaluation frameworks, program infrastructure and program risk mitigation strategies
• Promotes and facilitates community capacity building and sustainability to support effective program integration in Transferred communities.
• Performs other related duties as assigned. QUALIFICATIONS
Education
• A University degree in health promotion, public health or related health sciences discipline with specialization/expertise in at least one focus area within the Prenatal Care and Healthy Child and Youth Development portfolio
OCCUPATIONAL CERTIFICATION
• Registration or licensing with relevant professional bodies.
Experience
• Significant experience in assessing community needs/capacity and planning solutions in collaboration with communities and other partners (usually acquired over 8-10 years)
• Significant, recent, relevant experience in program planning and development; working with First Nations communities or organizations on issues related to maternal, child and youth wellness, including early childhood development (usually acquired over a 8-10 year period)
• Recent and relevant experience at a middle management level in the operations and administration of community health or health and wellness programs and services (usually acquired over a period of 5-7 years)
• Recent and relevant experience working within BC’s health care system (usually acquired over a period of 5-7 years )
• Experience in service delivery in the area of maternal, child and youth wellness and early childhood development
• Experience leading (building and managing) teams to achieve common goals and objectives • Experience leading collaborative, cross-sector actions for a common purpose • Experience working with senior management to advise on policies and strategies
Knowledge
• In-depth knowledge of theories, practices and principles related to prenatal care, healthy child and youth development, including early childhood development
• In-depth knowledge of needs specific to Aboriginal/First Nations populations in the area of prenatal care and healthy child and youth development including early childhood development
• Excellent grasp of BC’s healthcare system, as it relates to maternal, child and youth wellness of Aboriginal/First Nations populations and communities
• Excellent knowledge of health and wellness delivery vehicles and models in BC, Canada and internationally, particularly in indigenous maternal and early childhood development

Working Conditions
