SENIOR RESOURCE & TRAFFIC

MANAGER

IN A NUTSHELL The purpose of this role is to effectively contract and schedule staff resources in

accordance with project, programme, and campaign delivery requirements to

ensure impact in a mixed economy environment (a mixture of staff working on

time sheets and continuous delivery). The postholder will monitor the pipeline

of work, which can be through external projects (charitable and consultancy)

and internal projects such as cross-organisational, coordinated fundraising

opportunities, campaigns, and events. The postholder will ensure the efficient

use of staff, maximising but not overloading staff, working closely with project,

programme and team leads and managers to anticipate resource requirements.

Managing potentially high workloads, the postholder will allow for key decisions

to be made ahead of time in terms of moving deadlines or not taking on

additional work.

CONTEXT • The RSA operates a multi-disciplinary approach to its programmes and

campaigns, seeking to maximise impact.

• The RSA has as part of a recent restructure set up a corporate affairs team

to proactively improve project and programme management and the

internal management of resources.

• The role of Senior Resource & Trafficking Manager is new, making use of a

new Finance and Resourcing System which will go live in October 2021 and

will more effectively track the availability of resources across the

organisation.

• The pace of work is fast, managing potentially high workloads.

SCOPE • Financial: this role works within a target programme budget income of £3m

as well as resourcing outside of this, including 30 staff working directly on

project outcomes and impacts.

• Staff: no direct or indirect reports

• Key internal stakeholders: all programme, project and team leads within the

RSA.

MAIN RESPONSIBILITIES RESOURCE MANAGEMENT

1. Contract and schedule resources as appropriate in accordance with

requirements and the objectives of the RSA.

2. Act as first point of contact for routine scheduling queries and escalate

issues as appropriate.

3. Working with our ERP (enterprise resource planning) system to ensure

right information is available for resource planning decisions.

4. Ensure the correct business processes are in place to fully exploit the ERP

system including the accurate recording of hours and days as relevant.

5. Monitor the utilisation of resources and report to ensure effective and

efficient scheduling, working alongside the Data and Projects Coordinator as

well as the Project Leads, Managers and Coordinators to ensure data is

being accurately recruited.

6. Liaise with project, programme and team leads and line manager to ensure

that forward scheduling meets requirement.

7. Produce schedules of work in advance.

8. Maintain an up-to-date knowledge of standard rates and negotiate with RSA

associates where necessary to cover resourcing at short notice; being aware

as relevant of IR35 requirements.

9. Be proactive in contributing towards the cost-effective scheduling of

resources and reporting under/overcapacity and raising appropriate

warnings as relevant.

PIPELINE AND CLIENT/PARTNER MANAGEMENT

1. Work proactively with the Development team to allocate resourcing and

advise on expected resourcing problems, where possible prior to go-live.

2. Responsible for ensuring an understanding of the likelihood of pipeline

success and the implications for resourcing.

3. Work across the organisation to ensure clients/partners are aware of where

deadlines are not likely to be met so that appropriate steps can be taken to

resolve potential issues.

1. Coach and/or mentor staff across the RSA to maximise opportunities for

developing and delivering initiatives that align with the strategic leadership

responsibilities of this role

ensure consistent approaches across teams.

the RSA to ensure diverse, equitable and inclusive practices create greater

impact and ‘one RSA’

do the same. Helps shape the RSA’s requirements and approach in this area.
