Interim Chairperson Eisen called the meeting to order at approximately 10:15 a.m.

2. ROLL CALL A quorum was established with the above members present. 3. ADOPTION OF MEETING AGENDA

Action Taken: Motion by Mr. Massey, supported by Ms. Black, to adopt the September 14, 2010 meeting agenda. MOTION CARRIED UNANIMOUSLY.

4. APPROVAL OF MINUTES August 14, 2010

Ms. Hinterman directed everyone’s attention to a correction in the minutes located on page 5, Section 7, Part C, Paragraph 3. It previously stated, “The level 3 senior centers which are larger senior centers would also take a 7% reduction for this year”. “It should have stated the level 3 senior centers which are larger senior centers would also take a 9% reduction for this year”. Action Taken: Motion by Mr. Massey, supported by Commissioner John Northrup, to approve the corrected minutes for August 10, 2010. MOTION CARRIED UNANIMOUSLY.

5. PUBLIC COMMENT Karen Popovits, Director of Flushing Senior Center – Ms. Popovits stated that yesterday several senior citizens and member of the Flushing Senior Center board met with Commissioner Bailey to address concerns about

the senior millage. She thanked Commissioner Bailey, Ms. Julie Hinterman, and Ms. Katie Bennett for taking the time to provide information and educate Flushing seniors. Ms. Popovits stated that the Flushing seniors will be paying better attention to what is happening and pledged to post all communications from the Senior Citizen Services Advisory Committee (SCSAC) meetings at the center. Gayle Reed, Director of Krapohl Senior Center – Ms. Reed stated that September 19-24 is Active Aging Week, a campaign promoting an active and healthy lifestyle. Everyone is encouraged to come out to attend the special events and activities planned for Active Aging Week. Laura Rahmaad, Director of Senior Nutrition Program, Genesee County Community Action Resource Department (GCCARD) – Ms. Rahmaad stated that she would like to commend the committee for working with the Nutrition Services Incentive Program (NSIP) and bringing dollars back into the fund. Although funding is not in the budget this year, GCCARD is looking forward to receiving funding in 2012. Question by Interim Chairperson Eisen to Ms. Rahmaad – Were funds used to enhance the kitchen for GCCARD? Yes they were. Chris Kautz, Director of Davison-Richfield Senior Center – Ms. Kautz stated that she is disappointed that Facility Improvements funding for the upcoming year, but that she does understand the cuts in the budget. She thanked the committee for their efforts and requested the committee to bring back the Facility Improvement fund if millage revenues increase in the future. Cindy Voelker, representing Integrated Community Services (ICS) – Ms. Voelker thanked the committee for working on the budget. She stated that ICS currently has 6 caseworkers and under the proposed budget will have to cut back to 4 caseworkers. She stated that many seniors will not receive assistance and is requesting that the funding be increased by $100,000 to keep 2 caseworkers for next year.

6. COMMUNICATIONS

a. Caroline Sanderson’s SCSAC Letter of Resignation

Interim Chairperson Eisen directed everyone’s attention to the memo from Caroline Sanderson stating that she did not wish to be reappointed to another two-year term on the Advisory Committee and it was an honor and pleasure serving on the committee. Interim Chairperson Eisen stated that staff will send out a letter of appreciation to Ms. Sanderson.

b. GCMPC Written Response to MTA Interim Chairperson Eisen stated that she will review the written response to the MTA letter dated August 18, 2010, regarding the proposed reduction of 31% decrease in the Senior Millage funding for the Mass Transportation Authority (MTA) for Fiscal Year (FY) 2011 will be provided. Senior Care services will be reduced by approximately 1100 client trips each month.

c. Senior Project FRESH

Ms. Bennett directed everyone’s attention to the Press Release that will appear in The Flint Journal. She stated that the Senior Project FRESH coupons will be funneled to one location in the county, the Burton Senior Center, for the remainder of the distribution period. Qualifying Seniors staff can apply for the free $20.00 coupon booklet by calling the Burton Senior Center at (810) 744-0960 to schedule an appointment for Wednesday, September 22, 2010 or Wednesday, September 29, 2010 from 12:00 p.m. – 7:30 p.m. Walk-ins are welcome. Question by Gayle Reed, Director of Krapohl Senior Center – Ms. Reed asked how many Senior Project FRESH coupons were passed out last year compared to last year. Ms. Hinterman responded that the distribution rate is high we will not know what the usage rate is until after January 2011.

d. Press Release – Personal Action Toward Health (PATH) Workshop Ms. Gilbert directed everyone’s attention to the Press Release from the Valley Area Agency on Aging (VAAA), regarding a workshop titled “Personal Action Toward Health (PATH) Workshop”. PATH is a program designed to provide the skills and tools needed by people living with a health condition, or caring for someone with health condition. PATH will help individuals improve their health and manage their symptoms. In partnership with the National Kidney Foundation of Michigan, VAAA provides educational programs and support services to those living in Genesee, Lapeer, and Shiawassee Counties. She stated that the workshop will be held at the Eastside Senior Center, 3065 N. Genesee Road, Flint, MI 48506, (810) 250-5000, every Wednesday, October 6, 2010 until November 10, 2010, from 1:00 p.m. to 3:30 p.m.

Interim Chairperson Eisen handed out informational material to the committee regarding OSA/OAA Standards for Home Delivered Meals as well as a sheet detailing the differences in the financial proposal for FY 2011 between Subcommittee and Genesee County Board of Commissioners recommendations.

7. ACTION ITEMS a. Recommendations for 2011 Senior Center Facility Improvement Funds

Requests Ms. Hinterman stated that when the 2011 Senior Citizen Center

Application was released, a Facility Improvement Policy was in place which allowed an amount not to exceed $200,000 per fiscal year to be used for senior center facility improvements at one or more senior centers.

Due to budget constraints, the Genesee County Board of

Commissioners approved a recommendation from the Senior Citizens Services Advisory Committee (SCSAC) to eliminate the yearly $200,000 Facility Improvement Category from the Senior Center budget for FY 2011.

At this time, staff is recommending the SCSAC deny the Facility

Improvement Funds requested in the 2011 Senior Citizen Center Applications and further requests this recommendation be forwarded to the Human Services Committee and the Genesee County Board of Commissioners for consideration and action.

Action Taken: Motion by Mr. Massey, supported by Commissioner Northrup to approve this recommendation for the 2011 Senior Center Facility Improvement.

b. Recommendation for 2011 Senior Center Carryover Funds Requests Ms. Hinterman stated that the Senior Millage Carryover Policy, as included in the 2011 Senior Center Application, enables entities operating senior centers under contract with Genesee County to make requests for 2010 Senior Millage funds to be carried over and

expended during the 2011 Program Year (PY). The intent of the Carryover Policy is that funds should receive approval to be carried over for use on substantial and planned expenditures, as approved by the Genesee County Board of Commissioners. Ms. Hinterman stated that the four Operating Entities of senior centers requesting carryover were the City of Flint, Grand Blanc Parks and Recreation Commission, Swartz Creek Area Senior Citizens, Inc. and Thetford Township. Interim Chairperson Eisen announced that each operating entity will be voted on individually.

7b. #1: ROLL CALL: Recommendations for 2010 Senior Center Carryover Funds Request – City of Flint Action Taken: Motion by Commissioner Northrup, supported by Ms. Black to approve the Carryover Request for the Brennan, Hasselbring, and Pierce Senior Centers in the City of Flint for a limited time period of six months (October 1, 2010 – March 31, 2011). 1. Recommendation for FY 2011 Senior Millage Draft Budget/Contract Awards/Authorization to Begin Contract Negotiations Ms. Hinterman directed everyone’s attention to the memo for the Recommendation for FY 2011 Senior Millage Draft Budget/Contract Awards/Authorization to Begin Contract Negotiations. She stated that the Planning Subcommittee of the SCSAC met on September 9, 2010 and completed its recommendations for the FY 2011 Senior Millage draft budget. The recommendations took into account the 2010 budget revenues and expenditures, current declining economic conditions, the projected decrease in 2011 revenues, and a desire to spend only approximately $1,000,000 of the current $3,000,000 in fund balance. As a result of the Sept. 9th meeting Ms. Hinterman stated the committee recommended that ICS serve as the prime contractor for Assessment Case Coordination and Care Management services with

an award amount of $615,000 of which $100,000 will be subcontracted with Jewish Community Services. VAAA is also recommended to receive award of $85,000 for which it will provide meal assessments only to restore the NSIP monies. Also under this recommendation the In-Home chores will be eliminated and that funding will be used to increase the In-Home Personal Care and Adult Day Care Services. Two current vendors for Adult Day Care Services; Loving Hands and Center for Gerontology, are being recommended to receive an award in proportions identical to their current award proportions. Another service area for which there are two bidders is In-Home Personal Care. It was decided that only one bidder, Family Service Agency, be awarded the contract due to their excellent service and lowest unit cost. On September 10th, the three Genesee County Commissioners who serve on the SCSAC held a meeting to further discuss recommendation for the 2011 Senior Millage Budget. At this meeting, it was concluded that the contract award for the Elder Abuse and Exploitation Prevention program should be in the amount of $600,000. This funding amount includes $100,000 for the Genesee County Prosecutor, with separate Memoranda of Understanding with each entity. The SCSAC Genesee County Commissioners further concluded that a separate funding award of $161,367 for the Genesee County Probate Court be made. In addition, the SCSAC County Commissioners recommended that, given the desire to fund In-Home Personal Care at a larger level than initially recommended by the Planning Subcommittee, the funding amount for the Family Service Agency (FSA) In-Home Personal Care contract remain at its current FY 2010 funding level, $808,850. Finally, the SCSAC Commissioners felt that the $100,000 gained by eliminating the In-Home Minor Chores Program should be utilized to fund these additional awards and not be used to supplement the other programs. Discussion ensued. Recommendations from the September 9, 2010 meeting: 1. Award $615,000 to Integrated Community Services including a

subcontract with JCS for $100,000; 2. Award $85,000 to the Valley Area Agency on Aging for meal

assessments; 3. Award $489,160 to be split between Center for Gerontology and

Loving Hands according to current contract award proportions; 4. Award Family Service Agency the In-Home Personal Care

contract; 5. Eliminate GCCARD’s In-Home Minor Chore Program from the FY

FY 2010 Senior Millage Financial Update – August Ms. Chapman directed everyone’s attention to the FY 2010 August Senior Millage Financial Update (October 1, 2009 – August 31, 2010), listing the current expenditures, variance, the 2009 Budget, the 2010 Budget, and the amount of revenue collected to date. She stated that the senior centers are reaching their maximum payments for the year and the service providers are doing the same. The Senior Project FRESH program and MI Choice Waiver Program had a one time disbursement. Discussion ensued. Action Taken: Motion by Dr. Reddy, supported by Mr. Massey to accept the financial report for the month of August, 2010. MOTION CARRIED UNANIMOUSLY.

Sharon Eisen, Interim Chairperson – We are aware of the dilemma and understand we don’t have all the facts. The SCSAC recognizes that the Genesee County Board of Commissioners can change these figures. The committee will miss Commissioner Lockwood on the board.

Genesee County Metropolitan Planning Commission (GCMPC) SUBJECT: Update: Senior Millage Service Provider Contracts At its September 21, 2010 meeting, the Genesee County Board of Commissioners (BOC) approved the FY 2011 Senior Millage budget and authorized county staff to negotiate service provider contracts. Since that time, staff has worked to complete the FY 2011 contracts. The following contracts have received final BOC approval, and have already been signed, or are awaiting signatures:

County staff has also obtained approval from the BOC to draft separate Memoranda of Understanding for the three county departments that work with the Elder Abuse and Exploitation Prevention Program: the Genesee County (GC) Prosecutor’s Office, the GC Probate Court, and the Office of the GC Sheriff. County staff is currently working to finish these memoranda and the remaining service provider contracts. The table below identifies the remaining MOUs/contracts that still need to be negotiated with the provider, and/or that need final BOC approval. Staff is anticipating that all remaining MOUs/contracts will obtain final approval from the BOC this month.
