WELCOME TO SENECA WATERWAYS COUNCIL The Seneca Waterways Council is pleased to present the 2016-2017 Program Planning Calendar to the friends, parents, leaders and supporters of our Scouting program. One of the hallmarks of Scouting in the Seneca Waterways Council is the outstanding programs offered by Units, Districts and a multitude of Council committees to the more than 12,000 youth in our Council. The Scouting programs offered in our five-county area are among the best in the nation. Much of that is due to the large number of program opportunities we provide and the planning we put into offering those opportunities to our youth. So whether it’s
sleeping in a Native American Long House at Camp Cutler, sailing in the Finger Lakes at Camp Babcock-Hovey or experiencing the undisturbed nature of the Adirondacks at the Massawepie Scout Camps; we have a quality program opportunity waiting for you. As your Unit plans its 2016-2017 program, we hope this guide will be a useful resource in helping you identify all the opportunities available to you. We have much to be proud of from the past year and wish to express our sincere appreciation to the over 5,000 volunteers who continue to provide a quality Scouting program for our area youth.

My.Scouting My.scouting.org has lots of great Scouting information and training. Take some time to explore the different functions to make your Scouting experience easier.
Steps to Creating a My.Scouting Account: 1. Go to my.scouting.org 2. Click on “Create an account” 3. Enter a User Name and Check User Name Availability 4. If your User Name is available then click next 5. Click on “I am new and don’t know my member ID” 6. Click Next 7. Enter your information that is required and then Create User 8. Enter security questions 9. Check your email account to complete account activation 10. When you check your email then click on the link 11. This will put you back into My.Scouting. 12. Create a New Password and then confirm it 13. Once your password is accepted login to My.Scouting.org
Remember to periodically update your account profile when you receive your BSA Membership ID number or your contact information has changed. UPDATING YOUR ACCOUNT: To update your profile, login to your My.Scouting account and select profile and update your information as needed. NEED ASSISTANCE? UNIT PUBLIC RELATIONS Publicizing Your Unit Use local public relations to ensure Scouting continues to grow in your community. This page will help you in developing a simple, effective strategy to help tell your Scouting story to the communities you serve. Keep it simple. The goal is to help your unit develop a basic, yet effective, public relations program. Keep it focused and manageable—less is more. Concentrate on community newspapers, which need and want your articles. Resist the urge to do more unless and until you have the time and experience to do so. Why Publicize Your Unit To continue to be successful and keep growing, your unit must be visible in the community. Community newspapers want and need submissions. Most do not have large staffs, so a submitted article is a welcome assist. Scouting should not be a well-kept secret. Scouts in action should appear next to articles about athletic teams and other youth activities. Articles posted on refrigerator doors across the country help keep Scouting at the center of family activities. The Value of Refrigerator Door Marketing This kind of marketing raises awareness and directly impacts membership recruiting. Boys want to have fun in ways that are recognized by the community. Being recognized and accepted makes parents feel good about being involved. It also increases retention by confirming to parents that they made the right choice. It provides public recognition of success, and finally, it increases fundraising potential by demonstrating the value of Scouting to parents, chartered organizations, and communities. Getting Started…
1. Recruit a unit public relations chair who will report to the unit chair and unit leader. If there is a PR Scout (e.g., troop historian), the unit PR chair should coach the PR Scout. Also engage Scouts working on the Journalism merit badge.
2. In troops and crews, recruit a PR Scout or
Venturer to take and/or collect photos at events, courts of honor, summer camp, and outings - fun and recognition are key. The PR Scout can draft articles for the community newspaper under the guidance of the unit PR chair. The PR Scout can also create and maintain unit binders to archive the unit’s history. These can be used to market a unit at recruiting nights. The binders may also be used at chartered organization events as a thank- you, and to market the unit alongside the chartered organization.
3. Develop an annual plan. Look for events or activities to share in your community. Set realistic, achievable goals—one submission per month, every other month, or quarterly.
4. Decide which media outlets to use. Community newspapers are at the top of the list, but consider your chartered organization’s newsletters. and other publications. Local council and unit newsletters, online-only publications, and calendar postings are also options.
5. Call your local community newspaper. Get a contact name and the rules for submissions. Introduce yourself and explain what you would like to do. A good rapport with the media increases the chances your material will be used. Know submission deadlines and the format required. Follow their rules religiously make their life easier, and they will use your material.
6. Use a press release. The most common of all public relations tools is a press release submitted to local media, like community newspapers. A press release should communicate key information by including the, who, what, when, where, why, and how of the story you are trying to tell. Be sure to include photos with your release. Unit Fundraising Opportunities Imagine kicking off your Scouting year with a 12-month program and not collecting any money from Scouting families! Units can pay for the entire program they want to do without any out-of-pocket expenses through council fundraising opportunities.
Camp Cards
Up to 55% to the Unit
The Seneca Waterways Council offers a fundraising opportunity for packs, troops, crews and explorer posts to help pay for summer camps and summer activities! Camp Cards are wallet-sized cards featuring one-time deals and reusable discounts from local businesses. The Camp Card sale takes place from February - June. Units may order cards at any time during the fundraiser and can choose the unit commission based on how the cards are signed out.

Camp Masters Popcorn Sale For several years, units in the Seneca Waterways Council have sold popcorn. Funds raised through the popcorn sale help to improve our camps and provide programs and activities to communities throughout our council service area. Units use these funds to pay for everything from charter renewal, to fund camps and campouts, to “dues free” Scouting. We are powering up for this year’s Popcorn campaign to be bigger, better, and bolder. This means bigger incentives, better training, and bolder sales techniques. Sales start in September each year. 5 Steps for a Successful Product Sale 1. Establish an annual plan and budget. With input from your Scouts, parents,
and leaders you can create a guide to write your budget and stick to it. 2. Set a unit sales goal and break down to a per-Scout-goal based on your budget. 3. Put together an exciting incentive program for your unit along with prize programs already being offered. 4. Conduct a FUN Unit Kick-off to communicate the goals to families and Scouts. 5. Use all sales methods available to you to make sure your unit and Scouts hit their goals. Additional tools and

Council Accident and Sickness Insurance Plan
Secondary Accident and Sickness Insurance has been purchased by Seneca Waterways Council for all packs, troops, teams, crews and posts. This plan provides some coverage for accidental injury, illness, accidental death and dismemberment while participating in any approved and supervised Scouting activity, including going to and from meetings. All registered youth and adult volunteers are covered. Non-Scouts attending scheduled activities (including group travel to and from such activities) for the purpose of being encouraged to participate in Scouting are also automatically covered. However, the plan does not cover parents, siblings or other guests. Additional highlights of the Council-provided coverage include: • The policy is excess to any other available source of
medical benefits if the charges are greater than $300. • If the total charges are less than $300, the insurance
will pay without other insurance coordination. • The insurance plan is an “excess” insurance plan
from the first dollar up to the plan limits. • The policy is “primary” for any family or Scout with no
other insurance coverage. • New members are automatically covered as soon as
their applications for membership are processed. • Travelling to and from a unit meeting or other
approved and supervised Scouting activity is covered under this plan.
• Coverage applies for injuries received while attending an approved Scouting activity or if a sickness first manifests itself while there.
• If an accident occurs, complete the current insurance claim form found on our website and file it directly with Health Special Risk Inc. at the address they provide.
Proof of Accident and Sickness Insurance is sent to each unit in the charter packet. Requests for proof of insurance can also be send to [email protected] For all serious incidents, accidents and/or sickness, or if a summons is served on a volunteer, please notify the council immediately. Council Accident Report forms need to be completed for any event requiring medical or special attention.
Comprehensive General Liability Insurance This coverage provides primary general liability coverage for registered volunteer Scouters with respect to claims arising out of an official Scouting activity with the exception that the coverage is excess over any insurance available to the volunteer for loss arising from the ownership, maintenance, or use of a motor vehicle or watercraft. This insurance is only available while the vehicle or watercraft is in the actual use of a Scouting unit and being used for a Scouting purpose. Coverage is for bodily injury and property damage. Due to the high limits of our coverage, volunteers should NOT be placed in a position where their assets are jeopardized because of a negligence liability claim or lawsuit. The insurance provided unregistered Scouting volunteers through the BSA general liability insurance program is excess over any other insurance the volunteer has to his or her benefit, usually a homeowner’s, personal liability, or auto liability policy. There is no coverage for those who commit intentional or criminal acts. Automobile Liability Insurance All vehicles MUST be covered by an owner’s liability insurance policy. The amount of this coverage must meet or exceed the insurance requirement of the state in which the vehicle is licensed. (It is recommended that coverage limits are at least $100,000 combined single limit.) Any vehicle carrying 10 or more passengers is required to have limits of $500,000 combined single limit. In the case of rented vehicles, the requirement of coverage limits can be met by combining the limits of personal coverage carried by the driver with coverage carried by the owner of the rented vehicle. All vehicles used for travel outside the United States must carry a liability insurance policy that complies with or exceeds the requirements of that country.
Certificates of Insurance A certificate of insurance is either proof that a unit is covered by the comprehensive general liability insurance or is proof of insurance plus a document that adds another organization to our general liability insurance for a defined period of time. If an organization requests a certificate of insurance, please follow the following steps: 1) Complete the Certificate of Insurance Request form found at www.SenecaWaterways.org 2) Obtain a copy of the agreement to be signed with the organization requesting the certificate 3) If not included in the agreement, include specific insurance requirements from the organization 4) Send all documents via e-mail to [email protected] Certificates take up to two weeks to be completed and parts of the process are outside of our local control. Please be sure to give adequate time when a certificate of insurance is being requested.

Harassment Prevention Guidelines It is the policy of the Seneca Waterways Council to maintain a Scouting environment based on respect and courtesy. The council does not tolerate harassment of our members, employees or the general public. This policy is in effect at all Scouting properties (camps and offices) and at all functions (council, district and unit meetings, activities and events). If you believe you have been harassed, or are aware of an incident of harassment of someone else, you are responsible for reporting it immediately to the Scout Executive. Thank you for your help in ensuring a positive Scouting environment for everyone.
Medical Emergency or Serious Accident/ Fatality
1. Seek medical help through the
camp leadership, by calling 911, or other means as necessary.
2. Notify Camp Ranger or Camp Director (if you are at a council camp).
3. Notify the Scout Executive or the Director of Support Services if it is a serious accident or injury (if you are not at camp).
4. Parents should be notified through a designated council staff member when the injury is serious.
5. Collect all information if medical care is required and submit the Accident Report Form, found on the council website, to the Scout Service Center within 24 hours via email to [email protected]
Incident Reporting Fights and Altercations – Non-Medical Incidents 1. Notify Camp Ranger or Camp
Director (if you are at a council camp).
2. Notify Scout Executive or Director of Support Services (if you are not at camp).
3. Collect all information and submit an Accident or Incident Report Form and submit within 24 hours to the Scout Service Center via email to [email protected]
4. The Scout Executive will be the public voice if needed.
Youth Protection Any reports and/or suspicions of child abuse of any kind are to be referred immediately to the Seneca Waterways Council. You have a duty to report all suspicions of child abuse. First Call: The Scout Executive at 585-241-8550 or 585-734-5706 Reasons why the Scout Office must be called FIRST: • Staff may be aware of
other information that must be taken into account.
• It is possible that action must be taken by the BSA, regardless of action taken by law enforcement.
• If the media or other officials contact BSA leadership, we must be prepared to respond with competency.
• The Scout Executive is experienced in such issues and is legally obligated to take the necessary action.
Second Call: You should call the County Child Protection Office where the problem allegedly occurred. The Scout Executive may also advise you to do this, or to contact law enforcement directly.

Na ve American tongue to “Ghost Deer”. Our Lodge name
reflects the white deer found at the former Seneca Army
Depot, these deer are unique to only a few sites in the US!
