Senator Aquino offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 101

WHEREAS, One in nine men will be diagnosed with prostate cancer; and

WHEREAS, Prostate cancer is the second leading cause of cancer death among American men and the

most commonly diagnosed; and

WHEREAS, In 2019, there are expected to be approximately 174,650 new cases of prostate cancer and

nearly 31,620 deaths from the disease in the United States; in Illinois, it is estimated that 6,690 men will be diagnosed with prostate cancer in 2019; and

WHEREAS, Prostate cancer affects all races and socioeconomic classes; however, compared to white men and other men of color, African American men are at an increased risk for developing prostate cancer;

one in six African American men will develop prostate cancer; overall, African American men are 1.7

times more likely to be diagnosed with, and 2.3 times more likely to die from, prostate cancer than white

men; African American men are also slightly more likely than white men to be diagnosed with advanced

stages of the disease; and

WHEREAS, Finding prostate cancer when it is still at an early stage offers the best hope for effective

treatment and a cancer-free life; and

WHEREAS, If the disease progresses to metastatic castration-resistant prostate cancer (CRPC), the

prognosis is poor, with a median survival of approximately three years; the patient, family, health, and

economic burdens of prostate cancer, particularly of advanced-state cancer, are large; and

WHEREAS, Improved awareness of prostate cancer, an understanding of increased risks for developing the disease, as well as access to recent medical advances that may extend the time a patient lives without

his cancer spreading are important to improve the patient's outcome; and

WHEREAS, Shared decision making between the patient, his family and other caregivers, and a

physician is important to support the appropriate care for an individual's clinical situation; and

WHEREAS, Patients should consult their physicians regarding individual risk for developing prostate

cancer, to determine when screening and other tests for early detection of prostate cancer are needed, and

to understand the risks and possible benefits of screening; and

WHEREAS, Individuals who are diagnosed with prostate cancer can speak with their physician and

other health care providers to learn more about the disease; they can also find support groups and services in their community or online; and

WHEREAS, Additional focus is needed on the personal and social burdens of prostate cancer to anticipate the needs and provide support to the patient, his family, and other caregivers; and

WHEREAS, Additional research on prostate cancer is needed, so new and more effective treatments can be developed, as well as a push for critical research and advanced treatments for prostate cancer;

therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE

STATE OF ILLINOIS, that we declare September 2019 as Prostate Cancer Awareness Month in the State

of Illinois, and we ask the citizens of Illinois to become aware of prostate cancer, so they can have an informed conversation with their health care provider regarding possible screening and diagnostic methods

and, if necessary, treatments to improve the outcomes and the psychosocial support for people affected by

the disease.

Senator Stewart offered the following Senate Resolution, which was referred to the Committee on Assignments:

SENATE RESOLUTION NO. 116

WHEREAS, After the United States entered World War II, the demand for nurses increased dramatically, outstripping supply and creating a nursing shortage; and

WHEREAS, In order to alleviate this critical shortage, a plan was conceived to accelerate the training of nursing students and to allow such nursing students to serve during such training; and

WHEREAS, On March 29, 1943, Congresswoman Frances P. Bolton of Ohio introduced a bill in the United States House of Representatives to establish a special government program to facilitate the training

of nurses; the bill was passed unanimously by both chambers of Congress, was signed into law by President

Franklin D. Roosevelt on June 15, 1943, and became effective as Public Law 74 on July 1, 1943; and

WHEREAS, The Bolton Act of 1943 created the Cadet Nurse Corps; the Corps was administered by

the United States Public Health Service and supervised by the Division of Nurse Education, which reported

to the Surgeon General of the United States; and

WHEREAS, Over one thousand nursing schools throughout the United States joined the Cadet Nurse

Program during its existence, facilitating the training of over 125,000 nurses during World War II and

greatly increasing the wartime supply of nurses and care for American citizens on both the home and war fronts; and

WHEREAS, By replacing certified nurses who had already entered into active duty in the armed forces of the United States, the Cadet Nurse Corps prevented the collapse of nursing care in hospitals throughout

the United States, and service members returned from war to a strong health care system and received necessary and quality care from Cadet Nurses; and

WHEREAS, Having demonstrated their skill, devotion, and patriotism, members of the United States Cadet Nurse Corps deserve the utmost admiration and appreciation; and

WHEREAS, A former member of the Cadet Nurse Corps is not included in the United States government's definition of what constitutes a "veteran" and is not eligible to receive certain veterans'

benefits administered by the United States Department of Veterans Affairs and other federal agencies; and

WHEREAS, Recognizing former members of the Cadet Nurse Corps as veterans would be an

appropriate and warranted gesture of commendation and gratitude to the women whose service and

dedication to their communities and to their nation deserves such a gesture; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE

STATE OF ILLINOIS, that the Illinois General Assembly urges the United States Congress to amend federal law to recognize as veterans those women who served honorably during World War II as members

of the Cadet Nurse Corps; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Dorothy Elaine Ellis Ditzler as an

expression of our esteem and respect.

Senator Rose offered the following Senate Joint Resolution, which was referred to the Committee

on Assignments:

SENATE JOINT RESOLUTION NO. 19

WHEREAS, It is highly fitting that the Illinois General Assembly pays honor and respect to the truly

great individuals who have served their country and communities; and

WHEREAS, Roger Busby was born in Danville to Edwin and Nora Busby on October 21, 1940; he

graduated from Young America High School in 1959; and

WHEREAS, Roger Busby served in the U.S. Army from 1964 to 1967, attaining the rank of Sergeant;

and

WHEREAS, Roger Busby graduated from Eastern Illinois University in 1971 and completed instruction

at the Police Training Institute at the University of Illinois; and

WHEREAS, Roger Busby devoted his life to public service; he served 12 years as a deputy sheriff for

Edgar County and later worked as an abuse investigator for the Illinois Department of Children and Family Services; he also was a licensing representative for home day cares until his retirement in 2006; and

WHEREAS, In his free time, Roger Busby gave his time and talents to many civic and community organizations, including the Delta Sigma Phi fraternity, the Illinois Police Association, Brocton American

Legion Post 977, Oakland VFW Post 3637, 40/8, Edgar County Republicans, AMVETS, the Eastern

Alumni Association, the National Rifle Association, and the Illinois State Rifle Association; and

WHEREAS, Roger Busby served the public on the Brocton Town Board and the Edgar County Sheriff's Merit Board; he was the precinct committeeman for Embarrass Precinct in Edgar County; and

WHEREAS, On August 30, 2013, Roger Busby passed away, leaving behind his wife, two stepchildren, and three grandchildren; and

WHEREAS, Roger Busby was "Mr. Edgar County"; he loved all things and all people, especially his wife, Karon, their neighbors, and their many, many family members and friends; he embodied the phrase,

"God, family, country"; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE

STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that we designate Illinois Route 49 from US Route 36 to Illinois Route 133 as the "Roger Busby Memorial

Highway"; and be it further

RESOLVED, That the Illinois Department of Transportation is requested to erect at suitable locations,

consistent with State and federal regulations, appropriate plaques or signs giving notice of the name the

"Roger Busby Memorial Highway"; and be it further

RESOLVED, That suitable copies of this resolution be presented to the family of Roger Busby and the

Secretary of Transportation.

Senator Rose offered the following Senate Joint Resolution, which was referred to the Committee on Assignments:

SENATE JOINT RESOLUTION NO. 20

WHEREAS, It is appropriate to honor those who have bettered the State of Illinois through public service; and

WHEREAS, Congressman Johnson was born in Champaign to Robert and Margaret Evans Johnson on July 23, 1946; he spent his childhood in Urbana and graduated from Urbana High School; he attended the

University of Illinois, graduated Phi Beta Kappa, and was honored with the Bronze Tablet, the University's

highest undergraduate honor; he was accepted to the University of Illinois College of Law and graduated

with high honors and was elected to the Order of Coif, the national legal honor society, in 1972; and

WHEREAS, In 1971, while still in college, Congressman Johnson began his long career in public service by winning a seat on the Urbana City Council, representing the same Ward that his father had

represented; in his four years on the city council, he demonstrated to people throughout Central Illinois

that he had a gift for crafting sound policies and taking care of the day-to-day needs of the people he represented; and

WHEREAS, Upon urging by community leaders, Congressman Johnson decided to run for a seat in the Illinois State Legislature; in 1976, he won a seat in the Illinois House by besting five other Republicans in

a tough, but civil, primary; he held that seat in the Statehouse for more than two decades; he resigned as

State Representative from the 104th District on November 13, 2000, one week after being elected to the United States House of Representatives to serve the 15th District of Illinois; and

WHEREAS, Congressman Johnson established a strong record of constituent service and was known for walking the Capitol hallways with a cell phone pressed to his ear as he talked to constituents, asking

their opinions and addressing their problems; and

WHEREAS, While responding to the needs of his District residents was a top priority, Congressman

Johnson was also a strong and independent voice on Capitol Hill and pushed for lower taxes, fought to

consistently to protect our First, Second, and Fourth Amendment Rights, and voted to protect our

environment; and

WHEREAS, Congressman Johnson was a leading advocate for the expansion of the use of bio fuels and

paid special attention to the needs of veterans; he continued his tradition of opposing tax increases,

promoting fiscal responsibility, and upholding conservative, common sense values in the United States Congress; most of all, he wanted to rekindle the spark in the nation's agricultural economy that is vital to

the health of the region, nation, and world; and

WHEREAS, Congressman Johnson retired from Congress at the end of his term in 2013; therefore, be

it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE

STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that we designate the section of Interstate 57 from I-74 South to Exit 232 as the "Congressman Tim Johnson

Highway"; and be it further

RESOLVED, That the Illinois Department of Transportation is requested to erect at suitable locations,

consistent with State and federal regulations, appropriate plaques or signs giving notice of the name

"Congressman Tim Johnson Highway"; and be it further

RESOLVED, That suitable copies of this resolution be sent to Congressman Tim Johnson, the Mayor

of Champaign, and the Secretary of Transportation.

Senator Tracy offered the following Senate Joint Resolution, which was referred to the Committee on Assignments:

SENATE JOINT RESOLUTION NO. 21

WHEREAS, Disability is a natural part of the human experience and in no way diminishes the right of individuals to participate in or contribute to society; improving educational results for children with

disabilities is an essential element of ensuring equality of opportunity, full participation, independent

living, and economic self-sufficiency for individuals with disabilities; and

WHEREAS, Research shows that the best outcomes for all young children are realized when high-

quality specialized services such as special education, early intervention, and related services are delivered

in the same setting the child would attend if they did not have a disability; and

WHEREAS, Inclusive education brings all children together in one classroom, setting, and community, regardless of their ability or disability in any domain of development, and seeks to maximize the potential

of all preschool-aged children; and

WHEREAS, Preschool may be the child and family's first experience with school; and

WHEREAS, The commonality between all preschool-aged children is the need to be amongst their peers; and

WHEREAS, Preschool-aged children with disabilities can be included socially with their peers; this allows them to create long-lasting friendships that would not be otherwise possible, and these friendships

can give them the skills to navigate social relationships later in life; and

WHEREAS, In a well-designed, high-quality inclusive early childhood environment, the teacher uses

inclusion strategies to help children succeed developmentally and socially; therefore, children encounter

higher expectations; and

WHEREAS, Preschool-aged children with disabilities who are educated in an inclusive classroom have

been found to score higher on literacy measures than children educated in segregated settings; and

WHEREAS, Research has shown that most children without disabilities in inclusive classrooms have scored higher on state standardized tests over a period of 4 years; and

WHEREAS, Research also indicates that inclusive education promotes and enhances the social growth of all children within inclusive classrooms and does not negatively affect the academic growth of typically

developing children; and

WHEREAS, In an inclusion setting, children with and without disabilities learn how to work with each

other, regardless of individual skills and abilities, which helps improve academic performance and the ability to succeed later in life; and

THE LEGISLATURE

SECTION 8. PASSAGE OF BILLS (a) The enacting clause of the laws of this State shall be: "Be it enacted by the People of the State of

Illinois, represented in the General Assembly."

(b) The General Assembly shall enact laws only by bill. Bills may originate in either house, but may be amended or rejected by the other.

(c) No bill shall become a law without the concurrence of a majority of the members elected to each

house. Final passage of a bill shall be by record vote. In the Senate at the request of two members, and in the House at the request of five members, a record vote may be taken on any other occasion. A record vote

is a vote by yeas and nays entered on the journal. (d) A bill shall be read by title on three different days in each house. A bill and each amendment thereto

Bills, except bills for appropriations and for the codification, revision or rearrangement of laws, shall be confined to one subject. Appropriation bills shall be limited to the subject of appropriations, and shall

require passage by a three-fifths vote in each house of the General Assembly.

A bill expressly amending a law shall set forth completely the sections amended. The Speaker of the House of Representatives and the President of the Senate shall sign each bill that
