Burke DISTRICT 44 Caldwell Dear Friends, The weather in Raleigh this week started out, as it did in many places across North Carolina, with a violent storm that crossed the state and then gave way to the beautiful weather that we are enjoying today. I think this imagery is going to be similar to the storm that will commence next week when the House begins rolling out its initial budget proposals. When that happens, hundreds of special interest groups and representatives of many government programs will noisily begin lobbying the General Assembly to make cuts to the “other guy’s program” rather than mine. The general approach will be to suggest that the sky will fall if my particular program is cut. For the people of North Carolina, it is time for both a reality check and a gut check. We have a serious deficit which is still estimated at 2.5 billion dollars. The governor’s assertion that the deficit is only 1.9 billion dollars is just wishful thinking. For all of those business owners who have lost 50% to 75% of your workforce during this recession, you understand our economic reality. From what I have observed, many of those who work in government do not. Back to my storm analogy. I strongly believe that these tough economic times will pass, much like a violent spring storm, and that our state will then be on a stronger fiscal footing as we move forward. We simply must reduce the size and scope of government if we want the next generation to have economic opportunities. To update you on a pro-life issue, this week I was privileged to present the Unborn Victims of Violence Act in the Senate Judiciary committee. The passage of this bill will create protections for unborn children that are consistent with our federal law and the laws of 25 other states. This means that anyone who commits an act of violence against a

pregnant woman can be charged with a crime against two victims (or

more in the case of multiples) regardless of what stage of

development the child is in. Rep. Edgar Starnes (R-Caldwell) has been

working on this bill since 1987. In committee, we heard some

emotional testimony from citizens who have lost unborn children and

grandchildren through senseless acts of violence, but who have been

forgotten by our court system because they were not yet born. The

passing of this bill into law will finally demonstrate North Carolina’s

commitment to protecting innocent unborn life. It is scheduled to be

on the Senate floor next Wednesday, and I am hopeful that the

governor will sign it into law.

Finally, it is always a highlight of my week to meet with the wonderful

people of Burke and Caldwell counties. This week I was able to meet

and visit with a group of Burke County citizens who traveled to

Raleigh on Tuesday as part of the Freedom Works rally and BBQ

luncheon. Among them was an impressive young foreign exchange

student, Ms. Rina Annisa, who will graduate from Freedom High

School in Morganton later this spring. Congratulations to Rina on this

great achievement.

Another fast-paced week in Raleigh has come to a close, and I am

looking forward to getting back to our district for the weekend.
