Josée Samson-Savage is a Senior Programme and Policy Advisor at Immigration Refugees and Citizenship Canada (IRCC).

She provides strategic advice and recommendations to senior management on issues related to the operations and integrity of the International Student Programme (ISP).

Prior to joining the ISP, Josée occupied various other positions at IRCC, Global Affairs Canada, the Canadian Bureau for International Education and newcomer settlement organisations.

Angela Wen is a Programme Advisor Immigration Refugees and Citizenship Canada.

With over 20 years’ experience in international student recruitment and education counselling in Thailand, Bee is currently the president of TIECA, the Thai International Educational Consultants Association.

After graduating with a Bachelor of Commerce in Management Studies from the University of Wollongong in Australia, Bee completed a Master of European Business at EDHEC Business School in France and a Master of Education in Curriculum and Instruction at Assumption University in Thailand.

Among Bee’s industry experience, she was a South East Asia Marketing Manager for Le Cordon Bleu Australia and a Sydney-based Migration Agent. Upon her return to Thailand, she was then a lecturer at Assumption University before becoming the Managing Director of Education For Life (EFL) Thailand, an education agency in Bangkok placing Thai students mainly in native-English speaking countries, e.g. the UK, the USA, Canada, Australia and New Zealand.

Bee brings to ICEF Canada a vast knowledge of the overseas education market for Thai students.

The Realities of Agent-Institutional Partnerships: Turning a Contract Into Students

This presentation will discuss the importance of real support for recruitment. Commission is often not enough to cover the actual cost of acquisition of a student by an agent in many countries. That is why service fees are charged to the student. Also, most institutions just think 10% commission is all they need to do to support the agent but as commission is paid post commencement, the agent is carrying the cost for sometimes up to a year before payment.

Marketing support, bonuses for volume producing agents, physical visits as well as a good level of service and communication from the admissions and support teams are critical to success.

Mark has been active in the private export education sector and was a director of and past chair of the Australian Council for Private Education and Training, a former convener of the Affiliation of International Education Peak Bodies and a founding member of the Commonwealth Government Contribution Review Panel in Canberra. He is a past board member (Agent representative) of AIRC and the NSW government International Education Task Force.

In addition, this presentation explains the main advantages for agents to work with schools in Québec for recruiting students who want to participate in a French language programme and to better inform them about the advantages the students haves when they comes to study in French programme in a Québec school.

Stéphane Lemelin is the Executive Director and Director of Studies and Educational Services at the Collège de Sainte-Anne-de-la-Pocatière (CSA).

He was a former teacher in French, in moral and religious education and in computer science for about 20 years, with two bachelor’s degrees (teaching French and morals in high school and public communication) from Université Laval. He also obtained a specialised graduate diploma in school administration from the Université du Québec à Rimouski. In addition, he graduated his Masteral degree in Education from the Université du Québec à Rimouski where he is also a lecturer in secondary and vocational education and school administration. Furthermore, he taught French as a second language for seven years, before he became in charge as the Executive Director for the Pavillon de La Pocatière (Campus Saint-Jean, University of Alberta) for five years.

Since 2009, he has been coordinating the learning outcomes of FSL courses in the “Explore” programmes of the Council of Ministers of Education of Canada (CMEC) and has given several conferences across Canada on second languages, class management and recruitment of international students. He is currently a member of the Board of Directors and Francophone Committee of Languages Canada. He is also coordinator of the “Explore” programme at the University of Alberta in La Pocatière and director of the French Immersion School at the Collège de Sainte-Anne-de-la-Pocatière.

Whether it’s because of location, religious denomination, alternative curriculum or the language of studies, it doesn’t matter why your programme is considered niche, you know how unproductive it can be to use conventional recruitment approaches.

Working with ICEF over the past two years, I have managed to triple the number of students of my French-only international student programme in Ottawa. Not only are our numbers increasing at an incredible rate, but we have fantastic diversity as well. I did 12 recruitment trips in the past 7 months. I met with so many agents who have been incredibly helpful with providing market intelligence, marketing resources and great business ethics. Let me share with you what I learned so far.

Par son emplacement, sa religion dominante, son programme d’étude alternative ou par sa langue d’enseignement, quelle que soit la raison pour laquelle votre programme est considéré niche, vous savez à quel point les méthodes traditionnelles ne sont pas adaptées et suffisantes pour un meilleur rendement.

En travaillant avec ICEF au cours des deux dernières années, j’ai réussi à tripler le nombre d’étudiants internationaux de mon programme qui s’offre seulement en français à Ottawa. Non seulement notre effectif augmente à un rythme incroyable, mais nos étudiants ont des origines très diversifiées. J’ai effectué 12 missions de recrutement au cours des 7 derniers mois dans plus de 15 pays pendant lesquelles j’ai rencontré beaucoup d’agents qui m’on fournit des informations instructives et pertinentes sur le marché de leur pays, et sur les ressources marketing à exploiter tout en faisant preuve d’une grande éthique des affaires. Pierre has over 20 years of experience as a communications, marketing and business development manager. The various positions he has held in the private and public sectors have led him to work in Canada, the United States, Europe and Asia.

Since 2016, Pierre has held the position of International Mobility Advisor at Éducation internationale, an organisation mandated by the Québec Ministry of Education and Higher Education to coordinate the promotion of studies in vocational training abroad and to internationalise Québec school boards. He is in charge of recruiting students for Québec and developing partnerships with agents in Asia and Latin America.

Pierre possède plus de 20 ans d’expérience comme gestionnaire en communication, marketing et en développement de marchés. Les différents postes qu’il a occupés dans les secteurs privé et public l’ont amené à travailler au Canada, aux États-Unis, en Europe et en Asie.

Depuis 2016, Pierre occupe le poste de Conseiller à la mobilité internationale chez Éducation internationale, une organisation mandatée par le ministère de l’Éducation et de l’Enseignement supérieur du Québec pour coordonner la promotion des études en formation professionnelle à l’international et internationaliser les commissions scolaires du Québec. Il est responsable notamment du recrutement d’étudiants pour le Québec et du développement des partenariats avec les agents d’Asie et d’Amérique latine.
