Seminar on Overcoming Border Crossing Obstacles

5 and 6 March 2009, Paris

Programme

The Seminar is designed for practitioners from the Ministries of Transport, Border and Customs Authorities, Industry representatives, Intergovernmental and International Organisations, NGOs and experts representing different transport modes concerned with trade and transport facilitation issues. It will review and analyse problems for transport in crossing borders for all modes of transport, as well as for maritime ports and airports across the globe. The seminar will examine good practices and recent developments which can be replicated elsewhere and will identify areas where further actions need to be taken to facilitate easier crossing of borders. The aim of the Seminar is to identify key issues and policy challenges that political decision makers and senior industry representatives need to discuss within the framework of 2009 Transport Forum in Leipzig with a view to defining the way forward.

Venue Organised jointly by the International Transport Forum, UNECE and the World Bank, the Seminar will take place on 5 and 6 March 2009 in Paris, at the IEA Headquarters, 9, rue de la Fédération, 75015 PARIS.

Programme The Seminar will consist of three sessions. The sessions will treat respectively, the current situation in border crossings, examples of good practices, and remaining challenges and policy responses. Following the presentation of a limited number of keynote addresses/speeches, a considerable amount of time will be devoted to discussions to which all participants will be invited to contribute.

This session will review existing obstacles at road and rail border crossings and inland and maritime ports. Experience of aviation will be included where relevant as well. The participants are invited to identify the main problems and most affected areas and attempt to assess fundamental causes of the problem, as well as to reflect on the direct and indirect cost implications of border crossing delays for transport and trade in individual Member countries and worldwide.

The third session will draw conclusions based on the discussions and lessons learned during the previous two sessions. The aim of Session is to identify leading issues and policy challenges at the level of national governments, bilateral and international levels, and particularly in the context of the current economic downturn. Séminaire sur la levée des obstacles au passage des frontières

Programme

Le séminaire est organisé à l’intention des représentants des Ministères des transports, des responsables du passage des frontières et des douanes, des acteurs de l’industrie du transport, des organisations internationales et intergouvernementales, des organisations non gouvernementales et des experts représentant les différents modes de transport concernés par la facilitation des passages aux frontières. Il passera en revue les problèmes rencontrés aux passages des frontières par tous les modes de transport, dans les ports et aéroports, en insistant tout particulièrement tant sur les pays membres du Forum que sur les pays invités de quelque autre partie du monde. Les bonnes pratiques et les évolutions les plus récentes qui pourraient être appliquées y seront examinées. Le séminaire servira également à identifier les domaines dans lesquels des actions sont à mettre en œuvre pour faciliter et améliorer les passages aux frontières. L’objectif principal est d’identifier les questions cruciales et les défis politiques, dans la perspective d’en extraire des recommandations à l’intention des Ministres, que les décideurs politiques et les représentants à haut niveau de l’industrie des transports auront à débattre dans le cadre du Forum 2009 de Leipzig, et ceci dans le but d’identifier des lignes d’actions futures. LIEU Le séminaire, organisé conjointement par la Forum International des Transports, la CEE-ONU et la Banque Mondiale, se tiendra les 5 et 6 mars 2009 à Paris au siège de l’AIE, 9, rue de la Fédération, 75015 PARIS. PROGRAMME Le séminaire sera divisé en trois sessions. Chaque session traitera respectivement de la situation actuelle aux passages des frontières, des exemples de bonnes pratiques et des défis et réponses politiques. A la suite des interventions et des présentations voulues brèves, un temps important sera réservé à la discussion au cours de laquelle tous les participants seront invités à intervenir.

Cette session examinera les obstacles existant aux frontières pour le transport par route et par rail ainsi que dans les ports de navigation intérieure et maritime. Session 3 LES DEFIS POLITIQUES – COMMENT AVANCER ?

La troisième session s’efforcera de tirer les conclusions des discussions qui auront eu lieu au cours des deux sessions précédentes. L’objectif de la session est d’identifier les questions dominantes et les défis politiques qui apparaissent, soit pour les gouvernements nationaux, soit à des niveaux bi-latéraux ou internationaux et ceci particulièrement dans le contexte de la crise économique actuelle. L’objectif est de faire ressortir les messages-clés/recommandations essentiels pour les Ministres, sachant que ces mêmes questions seront discutées dans le cadre du Forum de Leipzig 2009 par les représentants à haut niveau du secteur des transports.
