Alexander BRAKEL, Konrad-Adenauer Stiftung, Director, Belarus Office

Born in 1976. Studied in Mainz, Glasgow and Voronezh. Master degree in History and Eastern European Studies from Mainz University, PhD in Contemporary Eastern European History from Mainz University. Working experience: Policy Advisor to the Head of the CDU/CSU Parliamentary Group in the German Federal Parliament (2007-2010) Head of Department of Economic and Innovation Policy with the German Association of ICT Industry (2010-2011). Since 2012 Country Director Belarus with the Konrad-Adenauer-Foundation.

David DARCHIASHVILI MP, Chairman of Parliamentary Committee on European Integration, Parliament of Georgia

David Darchiashvili is a historian by training. After the Rose Revolution (2003) he served as a Member of the Parliament of Georgia. Chris HOLZEN, IRI, Senior Advisor, Eurasia Division

Chris Holzen is currently a Senior Program Advisor for the Eurasia division at the International Republican Institute where he has worked in the field of democracy promotion since joining IRI in 1994. With the exception of one year in 1999 when he directed the office of the International Foundation for Election Systems (IFES) in Tbilisi, Georgia, Chris has been working in various countries as well as the Washington office of IRI, with most of his time as the country director of Ukraine. Chris has also served as the program officer for Ukraine, as well as Mongolia and Moldova. He served as the Deputy Director for IRI’s Asia & Middle East Division (now separate division), IRI’s country director in Iraq, the regional program director for IRI in Upper Egypt,

and IRI Special Representative to the Mongolian Presidency of the Community of Democracies. Chris has served as an international election observer in over 15 countries and specializes in coalition building and organizing national youth movements and civic advocacy campaigns in authoritarian and semi-authoritarian regimes as well as traditional political party strengthening development. Prior to his work with IRI, Chris was a campaign manager and field coordinator for the Tennessee, Ohio and New Jersey Republican Parties. Chris graduated from the University of Tennessee in 1991 with a degree in Political Science.

Jake JONES, IRI Residence Country Director, Belarus

Jake Jones joined IRI in 2007. Following his graduation from Southern Oregon University, Jones served in three countries with the United States Peace Corps – Uzbekistan, Morocco, and Azerbaijan. Jones worked at the community level in the local languages to encourage citizen involvement in local development. After the Peace Corps, Jones worked with CHF on economic revitalization of mountainous rural villages in Azerbaijan. Jones served as IRI’s Resident Country Director in Baku, Azerbaijan until 2010. In 2010 he

moved to IRI’s Tbilisi, Georgia office where he again worked with political parties. In January 2012 he moved to Vilnius, Lithuania to be the Country Director for the Belarus program. There he works with pro-democracy parties and groups on increasing political space, citizen outreach in a closed environment, and organizational design.

Staffan JERNECK, Senior Advisor for Public affairs, Prime Group

Staffan Jerneck, economist, is Director and Director of Corporate Relations of CEPS, which is a leading Brussels-based politically independent and influential European think tank having excellent networks and contacts with the EU Commission, the Council of Ministers, the European Parliament, business executives, diplomats, politicians and other strategic decision makers. CEPS has a strong influence in the EU as it anticipates important trends and issues. Jerneck is in charge of the corporate sector with 120 international companies as corporate members - the major financial contributor to CEPS – and the programmes. He is substantially involved in policy shaping. 1986 to 1997 Secretary General and Director General of the Swedish International

Chamber of Commerce (ICC). During his period, the Swedish ICC became the biggest in the world in terms of members. ICC is the world business organisation representing international business in 140 countries. Staffan Jerneck was assistant to the CEO of the Federation of Swedish Industries - the major lobbying organisation for industry. He was secretary of the Boards of the Federation and the General Export Association of Sweden. Staffan Jerneck has during his professional career always worked in organisations based on corporate membership which has given him a longstanding experience in relation with business members. He has established a wide international network of corporate executives, diplomats, representatives of the EU institutions and other policy makers and is an excellent net-worker. Milan JEZOVICA, Foremer State Secretary of the Ministry of Foreign and European Affairs, Slovakia

Milan has a distinguished record in Foreign Policy, combining experience from the government, working on business projects, with the NGOs and from University teaching. A graduate in International Law, he was Foreign Policy Advisor to the Prime Minister Mikulas Dzurinda at the time of Slovakia’s entry to the European Union and to the North Atlantic Alliance. Milan recently served as Slovakia´s Deputy Minister of Foreign Affairs (2010-2012). He joined MESA10 in 2006 as a Senior Fellow and runs its Foreign Policy Program. He focuses on EU and NATO issues, sharing the transitional and reform experience of Slovakia and developmental cooperation. Milan speaks English, French and Russian.

Andrea KEERBS, IRI Residence Country Director, Georgia

Andrea Keerbs has been with IRI since February 2006 first serving in Ukraine as Resident Program Officer until 2008 before transferring to Georgia where she now serves as Resident Country Director. In addition in 2011 she spent an extensive amount of time in Egypt where she served as Elections Coordinator. The IRI Georgia program focuses on party building and has a large survey and research component. Keerbs earned her bachelor’s degree from Minnesota State University - Mankato and a Master’s in International Management from University of St. Thomas (MN).

Ott LUMI is a partner in leading Estonian public and government affairs agency, META, part of Fipra International.Previously he served as member of Estonian parliament and Secretary General of IRL party.Ott Lumi is lecturing public policy in different Estonian universities.

Miriam LEXMANN, Director of EU Office, International Republican Institute

Miriam Lexmann worked for the Council of Europe on civil society development programmes in the 1990’s. After Slovakia joined the EU she served as the Permanent Representative of the Slovak Parliament to the EU. Following her occupation in the European Parliament she joined the International Republican Institute as the Head of its EU Office in Brussels. Miriam is also a Board Member of the Transatlantic Christian Council.

Mart NUTT MP, Member of the Constitutional Committee and European Union Affairs Committee, Estonia

Mart NUTT has been an MP 1992–2013. Nutt graduated from the University. of Tartu in 1985 as an historian, and in 1988 completed postgraduate work in ethnology. Nutt has contributed significantly to the development of conservative thought in Estonia – both as an author of ideological parts of conservative party platforms as well as through publik lectures and articles – in academic and popular media.

Branislav STANICEK, MA in Geopolitics, Sorbonne University

Member of the EIN since 2003, Branislav Stanicek is Administrator at the Committee of the Regions in Brussels. He studied Geopolitics at Sorbonne University and International Law at Harvard University. His publications for EIN include topics such as social implications of the financial crisis. Previously to his appointment at the Committee of the Regions he worked at the Foundation for Political Innovation in Paris.

Ionita VEACESLAV MP, President of the Commiteen on Economy, Budget and Finance, Parliament of Moldova

Veaceslav Pavel Ioniţă (born October 4, 1973, Străşeni) is an economist and politician from MoldovaFollowing attendance at the Străşeni general school, he graduated from the Academy of Economic Studies of Moldova (AESM). He is currently a lecturer in the Social Management Department of AESM and an expert on economic issues with the Institute for Development and Social Initiatives (IDIS Viitorul). He is also the author of numerous publications related to public administration, public finance, fiscal decentralization, etc. Veceslav Ioniţă is an Associate Professor of economics and an expert on economic issues in Moldova. He has been a member of the Parliament of Moldova since 2009.

Trivimi VELLISTE, Chairman of the Pro Patria Institute and former Minister of Foreign Affairs

Trivimi Velliste was later a member of the Congress of Estonia and Committee of Estonia from 1990-1992 and a member of the Constitutional Embassy from 1991-1992. He was then appointed Minister of Foreign Affairs from 1992 until 1994, and later served as a United Nations ambassador from 1994 until 1998. Since then Trivimi Velliste has continued his career as a member of parliament. The 1988 Rafto Prize for Human Rights was awarded to Trivimi Velliste of Estonia, one of the leading forces behind the liberation of the Baltic States.

Richard YOUNGS, Senior associate, Carnegie Endowment for International Peace

Richard Youngs is a senior associate in the Democracy and Rule of Law Program. He is an expert on the foreign policy of the European Union, in particular on questions of democracy support. He has published widely on the Middle East, the European neighborhood, the current EU crisis, and energy security. Youngs is also a professor of international relations at Warwick University. Prior to joining Carnegie in July 2013, he was director of the Madrid- and Brussels-based think tank FRIDE. He also held positions in the UK Foreign and Commonwealth Office and as an EU Marie Curie fellow.

He was senior fellow at the Transatlantic Academy in Washington, DC, from 2012 to 2013. Youngs’s interests focus on the development of EU foreign policy, European responses to the Arab Spring, trends in international democracy, and current debates over democracy promotion strategies. His seventh book, The Uncertain Legacy of Crisis: European Foreign Policy Faces the Future, is due to be published in early 2014.

Vladimir YUSHKIN, Head of Baltic Centre for Russian Studies

Vladimir YUSHKIN is the leader-expert on Russia in Estonia. He has founded the Baltic Centre for Russian Studies in 1999 and he is its Director since then.His special area of expertise are Russian politics, security and military affairs. He has been adviser to the former Estonian Prime Minister.
