ECTS AND THE UNIVERSITY OF LA LAGUNAThis information package describes the University of La Laguna and the courses offered by its Faculty of Medicine in order to help the prospective ECTS (ERASMUS-SOCRATES) student to prepare his/her study period in this institution.

What is ECTS?ECTS stands for "European Union Course Credit Transfer System". ECTS is a pilot project forming part of the ERASMUS-SOCRATES Programme (European Union Action Scheme for the Mobility of University Students). One of the main aims of ERASMUS is the promotion of academic recognition throughout the European Community -and, as from the academic year 1992/93, between an EU member state and any country belonging to the European Free Trade Association (EFTA)- in order to allow students to follow part of their study programme abroad.

How does ECTS work?ECTS has been introduced for a maximum 6-year pilot phase extending from the academic year 1989/90 to the academic year 1994/95 and forming part of the ERASMUS programme (European Action Scheme for the Mobility of University Students). Five subject areas have been selected to test ECTS mechanisms: Business Administration, Chemistry, History, Mechanical Engineering and Medicine, and 145 higher education institutions participate in the scheme, each of them with one faculty or department. The Faculty of Medicine of the University of La Laguna has been selected by the EU to participate in ECTS in the field of Medicine. Under SOCRATES the use of ECTS is encouraged and an increasing number of institutions is expected to make their courses available according to the ECTS rules. ECTS is a decentralised system based upon the principle of mutual trust and confidence between the participating higher education institutions. The few rules of ECTS, concerning information (on courses available), agreement (between the home and host institutions) and the use of credit points (to indicate student workload) are set out to reinforce this mutual trust and confidence. Each ECTS department will describe the courses it offers not only in terms of content but also adding credits to each course.

The allocation of credit points coursesECTS is a credit system based on student workload. Student workload involves lectures, practices and self study. It includes all work needed to prepare for an examination. The basic allocation of academic credits in ECTS is 60 credits per year of study or 30 credits per semester or 20 credits per trimester/term. It is important that no special courses will be set up for ECTS purposes, but that all ECTS courses are mainstream courses of the participating institutions, as

followed by home students under normal regulations. According to the student workload of the courses offered, it is up to the participating institutions to subdivide the credits for the different courses. Practical placements and optional courses which form an integral part of the course of study also receive academic credit. Practical placements and optional courses which do not form an integral part of the course of study do not receive academic credit. Non credit courses may, however, be mentioned in the transcript of records. Credits are awarded only when the course has been completed and all required examinations have been successfully taken.

ECTS studentsThe students participating in ECTS will receive full credit for all academic work successfully carried out at any of the ECTS partner institutions and they will be able to transfer these academic credits from one participating institution to another as long as there is prior agreement between the institutions involved. All students of the participating departments who are willing to take part in the ECTS may do so if their institution agrees and within the limit of available places. Most students participating in the ECTS will go to one single host institution in one single EU member state, study there for a limited period and then return to their home institution. Some may decide to stay at the host institution and finish their degree there. Some may also decide to proceed to a third institution to continue their studies. In each of these three cases, students will be required to comply with the legal and institutional requirements of the country and institution where they take their degree. When the student returns and has successfully completed the study programme previously agreed between the home and the host institutions, credit transfer will then take place, and the student will continue the study course at the home institution without any loss of time or credit. If, on the other hand, the student decides to stay at the host institution and to take his/her degree there, he/she may have to adapt his/her study course due to the legal, institutional and departmental rules in the host country, institution and department.

The EU is providing 10 student mobility grants (100 months of studies) per year for each participating department. The selection of students who will receive these grants will be carried out by each institution. Students may only be awarded grants if they fulfil the general conditions of elegibility for the ERASMUS-SOCRATES grant. These are:

• students must be citizens of one of the EU member states or citizens of one of the EFTA countries (or recognised by one member state or one EFTA country as having an official status of refugee or stateless person or permanent resident), as to EFTA nationals, students will be eligible provided they are moving within the framework of ERASMUS-SOCRATES from the respective EFTA home country to an EU member state. EFTA nationals registered as students in ECTS participating institutions in other EFTA countries or in UE member states are only eligible for participation in ECTS if they have established a right of permanent residence;• students shall not be required to pay tuition fees at the host institution, the student may however, be required to continue to pay his/her normal tuition fees to the home institu tion during the study period abroad;• the national grant/loan to which a student may be entitled for study at his/her institution may not be discontinued, interrupted or reduced while that student is studying in another member state and is receiving an ERASMUS-SOCRATES grant;

• one study period abroad should not last less than three months or more than one year;• students in the first year of their studies are not eligible for receiving ERASMUS-SOCRATES grants.

THE CANARY ISLANDSThe Canary Island archipelago is both the most western point of Spain and the most southern point of Europe. Consisting of seven large islands and 6 smaller islets, it is situated in the Atlantic ocean off the coast of Africa, a short distance from the Tropic of Cancer. The archipelago's privileged geographical location makes it an important meeting point for different peoples and cultures, as well as a compulsory stop-over on intercontinental routes and communications between Europe, Africa and America. With their pleasant climate (average annual temperature of 20ºC) and breath-taking scenery, together with the hospitable and easy-going nature of the local population, the islands are an extremely attractive year-round resort.

Tenerife is the largest of the seven islands. It is volcanic and mountainous, and home to the Teide summit which is 3.760 metres high. It is an island of striking contrasts, in which lush valleys coexist with rocky coastlines. The island's administrative capital is Santa Cruz of Tenerife and a mere stones-throw away is the second largest city, San Cristóbal de La Laguna, where the university is located. La Laguna dates back to the 15th century and, with its impressive palaces, churches and convents, is a city steeped in history and tradition.

THE UNIVERSITY OF SAN FERNANDO DE LA LAGUNAThe University of La Laguna, situated in the city of the same name, is a public institution with its own legal personality and possessions. It provides a public service to the Canaries by offering higher education to the local population.

HISTORICAL BACKGROUNDUniversity activities in the Canaries go back as far as 1701, year in which a higher education centre was created in Tenerife by Papal decree. In 1744 this centre changed its name to the Ecclesiastical University of San Agustín. In 1792 Charles IV issued a Royal Decree establishing in San Cristóbal de La Laguna a University of Letters which subsequently became what is today the University of La Laguna. In 1992 we have celebrated the 200 anniversary of our University.

STRUCTURE AND ORGANIZATIONThe University, which is spread across several campuses, offers degree and diploma courses in the following fields: Fine Arts, Biology, Economics and Business Studies, Information Sciences, Law, Pharmacy, Philology, Philosophy, Psychology, Education Sciences, Geography, History,

Mathematics, Medicine, Chemistry, Physics, Nursing, Physiotherapy, Primary Teacher Training, Nautical and Sea Studies, Computer Science, Labour Relations, Agronomics and Architecture.

Research and teaching are coordinated by the university's 54 departments. The university has 21.000 enrolled students, 1.400 teaching staff and almost 600 administration and services staff. It also has a number of General Services which provide departments and centres with teaching and research support. These services include: Radioactive laboratories. Cryogenics Service. Animal house. Image and multimedia laboratory. Glass-blowing workshop. Mechanical repair workshop. Calibration and maintenance laboratory. Computer science service. Teledocumentation centre. Translation office. Publications department.

In addition to the libraries located in the different faculties, centres and schools, the university has a large general Library. The General Library houses an Old Collection which comprises the university's bibliographical treasures, including important manuscripts and incunabula; a Canarian Collection, which is the largest and most varied of its kind; a General Collection with more than 65.000 modern volumes, and a Periodicals Collection.

Accommodation and ReceptionIn order to make life easier for our students, the university has created a Student Guidance Service from where leaflets and other information on various aspects of the university can be obtained. GETTING TO THE FACULTYThe Faculty of Medicine is located between Santa Cruz and La Laguna and can be reached by public transport from both cities. Students living in Santa Cruz can take the following buses:

Public transport is subsidised and you would be well-advised to purchase the multi-journey tickets available from selected tobacconists or in the Bus Station. There is a multi-journey tickets, with a face value of 12 euros which is valid for about 25 journeys. Students wishing to use the University Circuit bus must purchase a special multi-journey ticket from the driver. Car-owning students may use the two small car parks in the Faculty, on production of their student card or enrolment receipt. Alternatively, they may use the two public car parks of the University Hospital close to the Faculty.

CATERINGThere are two university dining halls, one next to the central building and the other in the new Guajara campus. Cafeterias with lunch facilities operate in the Faculty of Medicine, School of Surveying, School for Nautical Studies, and the Faculties of Fine Arts, Biology, Law, Economics, Pharmacy, as well as in the Parque de las Islas Hall of Residence. Lunch is available in all the above cafeterias. Dinner can be obtained in the Faculty of Pharmacy Cafeteria only. Lunch is served in the above places between 12.30-3 p.m., at an average cost of 2.50 euros.

STUDY FACILITIESIn addition to the Central Library, the university has several others which are attached to faculties or centres. The following facilities are available in the Faculty of Medicine library:

The Reading Room is open from Monday-Friday (October-June) between 8 a.m. and 8.45 p.m. The Night Study Room may be used from 9 p.m. until 9.a.m. Monday-Friday as well as at week-ends. Students wishing to use the library facilities must apply for a Library Card which can be obtained on presentation of one photograph and the enrolment receipt. Although the facilities are available to all members of the university, for reasons of space preference is given to Faculty students. All users are asked to abide by the library regulations.

SPORTThe University of La Laguna Sports Department organises sporting activities in the university and is responsible for the upkeep and maintenance of facilities. A number of beginners' and refresher courses are held throughout the year for different sports. The University has three Sports Centres, one basketball hall, a gym, a grass football/rugby pitch, athletics track, two open-air multi-purpose pitches, two tennis courts, martial arts room and weights room. Students may use these facilities on presentation of their student card or enrolment receipt and after obtaining the appropriate booking authorisation from the Sports Dept. which is open from Monday-Friday between 11.00-14.00. The Faculty of Medicine takes part in a number of university competitions. Students wishing to play in one of the faculty teams should contact the Students' Sports Club Office in the Faculty.

GETTING INVOLVED IN LIFE IN THE FACULTYThere are a variety of student associations in the University, covering all kinds of cultural activities such as lectures, drama group, choirs, folk groups, Film Club, parties, and sporting activities. These groups play an important role in promoting and creating student services -information centres, university magazines, courses etc. The Faculty of Medicine has its own students' club comprising the students' association, the faculty "Tuna" or minstrel group, sports department, student guidance service the Students' Pathology and Therapeutics Congress, and other activities. Faculty students are entitled to and indeed should participate in the running of the faculty via the Faculty Board, and the Board's Standing and Delegate Committees. Alternatively, students can participate in the running of the university via representation in the University Senate and its dependant bodies. Students are strongly recommended to involve themselves in such activities, which benefit all concerned.

FOREING STUDENTSStudent cardWe would like to remind you that you are obliged to apply for an UE residence card, which will enable you to live legally in Spain during the academic year, which runs from September to June. Once the year is over, if you wish to continue your studies in this country you will have to apply for renewal of your card. You have to go to the Foreign Office (C/La Marina, 20. Sta. Cruz of Tenerife) and present there a photocopy of the applicant's passport, one passport-sized photograph, and an enrolment receipt (or a certificate signed by the coordinator of the ERASMUS-SOCRATES programme).

Social Security (Medical Assistance)If you are covered by social security in your country of origin you are entitled to similar cover while in Spain, although you will have do as follows:1. Prior to departure, apply for an E-111 or E-109 form.2. On arrival in Spain, you should go to the Social Security Office (Calle Méndez Núñez 14, Santa Cruz) and request a health card which will give you the same entitlements as Spanish nationals, namely, free medical assistance and partial refund of prescribed medicines. Students who are not covered by a scheme in their home country, or who feel that the cover afforded by the reciprocal student scheme is insufficient, should take out extra cover with a private health insurance company.

Cost of LivingThe cost of living in Tenerife is similar to that of the rest of Spain. For guidance purposes some approximate prices are given below.

INTRODUCTIONThe Faculty of Medicine opened in 1968 and offers courses leading to the following degrees: Degree in Medicine (MD)

Doctorate in Medicine (PhD)Postgraduate training and research in the field of Health Sciences is also offered in the Faculty. The Faculty is located next to the University Hospital of the Canary Islands, on the University of La Laguna's Ofra campus.

ACADEMIC MANAGEMENTStudent enrolments for the degree course in medicine are limited each year for reasons of teaching and clinical capacity. Students entering the Faculty of Medicine must have completed their secondary education, the pre-university course (Curso de Orientación Universitaria) and the national university entrance exam.

Academic YearThe academic year commences the first week of October and ends the third week of September. There are two teaching four-month periods:

• First four-month period: from the first week of October to the last week of January • Second four-month period: from the first week of March to the third week if July

Animal HouseThe faculty has a centralised animal house, with resources for breeding and caring for rats, mice, rabbits and dogs. There are small animal houses in few departments of basic research. In 1992 a new centralised animal house for the whole University has been opened, equipped with all resources to meet the EU recommendations.
