Introduction

Western Australia (WA) operates a privately underwritten workers’ compensation scheme. This means that private

insurance agencies are approved by WorkCover WA to provide workers’ compensation insurance to WA employers.

There are currently eight approved insurers operating within the WA workers’ compensation scheme. The Insurance

Commission of WA (ICWA) is also an insurer within the WA scheme, providing workers' compensation insurance for

government agencies. As a result, ICWA is usually 'grouped' with approved insurers.

In addition, WorkCover WA also exempts large employers, who have the material and financial resources to cover their

own liabilities from any workplace injuries that may occur, from having to obtain workers’ compensation from an

approved insurer. Exempt employers are commonly referred to as self-insurers. Currently, there are 24 self-insurers

within the WA workers’ compensation scheme.

The purpose of this quarterly report is to monitor claim activity and measure claim management performance of

approved self-insurers.

Large self-insurers - more than 10,000 employees

Medium self-insurers - 3,000 to 10,000 employees

Small self-insurers - less than 3,000 employees

How to use this report

Grouping by self-insurer size

Some indicators are broken down by self-insurer size to compare like with like. This allows meaningful

comparisons between self-insurers with similar number of employees. The size categories are:

Focus on legislative compliance

The indicators provide focus and insight to the performance of self-insurers and whether they are performing

within legislative compliance. This allows WorkCover WA to accurately and effectively direct resources to

better monitor the management of claims lodged with self-insurers.

Colour coding

Colour coding helps distinguish between chapters within the self-insurer claim report.

Easier to find relevant information

The report is sequenced so that the most important aspects (claim management) appear first, followed by

individual self-insurer report cards and lastly more detailed information regarding claim activity.
