2.2.2 To be eligible for evaluation of its Proposal,
the Applicant shall fulfil the following:
(A) Technical Capacity: The Applicant shall have,

undertaken a minimum of 2 (Two) Eligible
Assignments as specified in Clause 2.2.2 (B).

2.2.2
(B) Eligible Assignments: For the purposes of
determining Conditions of Eligibility and for the
evaluating the Proposals under this RFP, the
following projects shall be deemed as eligible

1) Please provide clarifications on the scope of

turnover of Rs. 20 crores during each of the last
three financial years preceding the PDD. The
revenues from the consulting/advisory services will
only be considered for evaluation. Turnover of
Associates/JVs will not be considered.

Applicant shall have an average annual turnover of
Rs. 100 crores during each of the last three
financial years preceding the PDD. The revenues

quantum and magnitude of the Project is big.

8 2.14.2 f 21 Curriculum Vitae (CV)
The CVs have been recently signed and dated, by
the Applicant. Photocopy or unsigned /
countersigned CVs shall be rejected.
We request you to kindly allow Scanned Signature
of the Expert on his/her respective CV as most of
the Expert/s are located across the Geography.
Digital Sign is permitted with a counter
signature by the Authorised Person submitting
the Bid on behalf of the Consulting Firm.
9 3.1.2 2b 31 Scoring Criteria
Master planning experience in Eligible Projects
with pharma sector as a component with an area
over 500 acres.
We request you to kindly modify the same as
“Master planning experience in Eligible Projects
with industrial sector as a component with an area
over 500 acres.”

10 3.1.2 3 31 Relevant Experience of the key personnel
Key Personnel having desired Educational
qualification and No. of years‟ experience shall be
considered. Each Key Personnel will be eligible for
marking (as below) only if each of them is existing
employee of the Applicant firm (Permanent
employee)
Request you to kindly waive off the Permanent
employee/s criteria. And if any Key Personnel
proposed is not a permanent employee of the
Applicant (including in case of a JV, of its members)
a self-declaration by the said key expert duly
countersigned by the authorized representative of
the bidder shall be submitted confirming his/her
availability for the assignment against the said
clause, should be accepted.
This has also been followed in other APIIC or
similar department contracts.
The following key personnel shall be
Permanent employee/s with the Applicant
(Sole Firm / Consortium Members).

The consultant shall ensure that, there should
be no abnormal deviation in cost estimation
for execution.
The Authority will decide the model of
implementation of the above components in
due course of the project.
13 2.1 B ( c) 48 Solid Waste Management Solid Waste
Management System design for all categories of
solid waste – industrial and domestic solid waste.
Different management systems shall be designed
for hazardous…..
Please clarify: The identification of Landfill site is
pre-decided or has to be identified by the selected
consultant?
The consultant is expected to recommend
the same after conducting due analysis on
availability of similar facilities in the
surrounding region and their adequacy for
meeting the project requirements.

Please clarify the intent as Detailed Engineering for
PEB Structures like Gantry etc. are generally not in
the scope of the Consultant but is with the EPC
contractor. However the Consultant shall prepare
the Preliminary design and its specifications.
Detailed design of all civil components shall
be carried out.
Detailed engineering for support structures
like Gantry is limited to Preliminary design,
drawings and its specifications.

Detailed technical specifications shall be prepared
and the consultant shall provide assistance to
client while preparation of tender Documents for
works.
We presume that Tender Preparation is not in the
Scope of Consultant.
The consultant shall provide all the necessary
inputs and assistance to client while preparing
the Tender Documents as per the Standard
Practices of Client and Project Requirements.
17 2.1 B (d) 48 Presentations & Meetings
The consultant shall attend meetings with Client,
Government, Stakeholders etc. and make
presentation(s).
Request you to kindly specify the No. of Meetings &
Presentations envisaged as it will help us to plan
our deliverables and commercials.
As and when necessary by the Client and
GoTS, the consultant team led by the Team
Leader shall attend meetings with Client,
Government, Stakeholders etc., and make
presentation(s).
18 2.2.4 49 Submission of Final Master Plan
Submission of Final Master Plan and Infrastructure
Plan Report (Stage -2 tasks & Outcomes) after
presentation to Client & Govt. of Telangana –

We request you to kindly increase the time by
another 3 Months as it is difficult to prepare the
Engineering Design of the envisaged infrastructure
components as per TOR. Moreover unless the
Conceptual Master plan is not approved the design
of the Infrastructure components cannot be started
else it may lead to redesigning of work and
subsequently impacting the effort and commercial
of the project.

The Consultant Team shall hold Stakeholder

Associations, Concerned Departments etc.) to
understand – (i) Client‟s Vision for the Project, (ii)
Client Expectations, (iii) Industry Feedback on the
nature of project development, (iv) Department of
Industrial Policy & Promotion (DIPP)‟s,
Government of India Expectations from the project
under the National Investment & Manufacturing
Zone (NIMZ) Scheme and MAKE IN INDIA
Program, (v) Infrastructure Service Providers to
understand external linkage options etc.,
Kindly confirm if the cost to be incurred for the
Stakeholder consultations shall be borne by TSIIC
(Client) such as Venue, Logistics etc.
Please confirm.
In case the stakeholder consultations are
proposed to be held at TSIIC Head Quarters,
venue for the same will be facilitated by
Client.
All other consultations as deemed necessary
as stated in the scope of work shall be
conducted by the consultant. The financial
proposal is inclusive of all such consultations.

43 Preparation of Base Map
Base Map for the Project Site shall be prepared
showing the (i) Site boundary as obtained from the
Topographic Survey and co-related with the
Cadastral Maps of the Site, (ii) Existing settlements
in the vicinity and within the Site (if any), (iii)
Existing road network within and in the vicinity of
the Site, (iv) Existing physical features such as
water bodies, streams, hills/hillocks, rocky areas,
Forests etc., (v) Administrative boundaries of
Request Client to furnish data with respect to
Revenue Village Boundaries for villages falling
within the site and requesting to also furnish data
with respect to cadastral Data (from Remote
Sensing Application Centre).

Requesting the client to suggest an appropriate
scale for preparation of Base Map.
The consultant shall collect all necessary data
for preparation of comprehensive base map

28 2.1 A (d) 44 Regional Setting & Site Analysis
Review the existing landuse at the Site using the
aid of latest available landuse map procured from
Telangana State Remote Sensing Applications
Centre (TSRAC) and validated with the
reconnaissance surveys carried out by the
Consultant Team.
It is that the cost of procuring Landuse Map, if any,
shall be borne by the client?
The consultant shall procure the same at their
own cost.
29 2.3 50 Payment Schedule

30 4.4 71 Substitution of Key Personnel
The Authority expects all the Key Personnel
specified in the Proposal to be available during
implementation of the Agreement. The Authority
will not consider any substitution of Key Personnel
except under compelling circumstances beyond
the control of the Consultant and the concerned
Key Personnel. Such substitution shall be limited
to not more than two Key Personnel subject to
equally or better qualified and experienced
personnel being provided to the satisfaction of the
Authority.
Without prejudice to the foregoing, substitution of
one Key Personnel shall be permitted subject to
reduction of remuneration equal to 20% (twenty
per cent) of the total remuneration specified for the
Key Personnel who is proposed to be substituted.

In case of a second substitution, such reduction
shall be equal to 50% (fifty per cent) of the total
remuneration specified for the Key Personnel who
is proposed to be substituted.
31 7.2.1 75 Liquidated Damages for error/variation
In case any error or variation is detected in the
reports submitted by the Consultant and such error
or variation is the result of negligence or lack of
due-diligence on the part of the Consultant, the
consequential damages thereof shall be quantified
by the Authority in a reasonable manner and
recovered from the Consultant by way of deemed
liquidated damages, subject to a maximum of 50%
(fifty per cent) of the Agreement Value.

32 7.2.2 75 Liquidated Damages for delay
In case of delay in completion of Services,
liquidated damages not exceeding an amount
equal to 0.2% (zero point two per cent) of the
Agreement Value per day, subject to a maximum
of 10% (ten per cent) of the Agreement Value will
be imposed and shall be recovered by
appropriation from the Performance Security or
otherwise. However, in case of delay due to
reasons beyond the control of the Consultant,
suitable extension of time shall be granted.

The current Project duration is mentioned as
approximately 3.5 months. As the project scope
entails objectives such as:
1. Project Site Visit & Field Surveys
2. Preparation of comprehensive Base Map
3. Preparation of Detailed Site Master Plan
4. Trunk Infrastructure Planning & Design
5. Detailed Project Cost Estimates etc.
To adhere to the respective project deliverable
timeframe, the mentioned project duration of
3.5 months is too short. The major task includes
procurement of existing land use map from TSRAC,
conducting stakeholder consultations, undertaking
detailed surveys & site visits, preparation of Master
Plan with detailed Engineering & cost estimates etc;
which is impossible to complete within the said
project duration.
Hence we request you to kindly extend the project
duration to 9 months.

We understand that the consortium shall not consist
of more than 2 members.
1. Please revert if there is any restriction on number
of specialised sub-consultants that be appointed by
Lead member or Associate of consortium.
2. Can such sub-consultants be part of the Key
personal list due to their expertise in the field
brought to the forum?
1. Sub-consultants appointment by the
consultant is permitted limiting to their
involvement in the project for conducting
field surveys (such as Topographical &
Geotechnical, Traffic surveys, Social
surveys as deemed to be etc.,). Such
appointment shall be with the prior
approval of Client.
2. Not Allowed. (Please refer Clause 2.14.6
of RFP).
37 2.2.2. E 11 Conditions of Eligibility for Key Personnel -
Urban and Regional Planner cum Team Leader We are planning to participate as a consortium with
international firm. This firm can provide us Team
