Commission CommunicationTowards a Shared Environmental Information System (SEIS)
“Better decisions from local to European level need better and more timely information, based on more efficient monitoring and reporting systems”
S Dimas, Feb 2008
What is SEIS? What is SEIS?
• A collaborative initiative of the Commission, EEA and Member States
• Aiming at a modern system for organising environmental information, based on the following principles:
“Data stored as close to source as possible”;
“Produce once, use many times”.
SEIS – Strategic objectivesSEIS – Strategic objectives
• Improving the availability and quality of information needed to design and implement Community environment policy
• Reducing administrative burden on Member States and EU institutions and modernise reporting
• Fostering the development of information services and applications that all stakeholders can use and profit from

The new reporting directive:EU eReporting tool
Member States must:
ensure information is made available in electronic form, using available web-based technology
inform Commission which organisation or authority is responsible for making the information available, and where the information can be found.
This mechanism will replace all existing reporting mechanisms
Ozone exceedancesOzone exceedances
DG Environment has stated:
"If countries and EEA can show that the NRT data exchange system can be used to provide information relating to provisional ozone exceedances, then the Commission would look seriously at revising the provisional ozone exceedance reporting requirements".
EEA/Eionet SEIS implementation EEA/Eionet SEIS implementation plan 2008plan 2008
• 16 pilot projects, selected in order to gain ‘quick wins’ within one year
• Learn about how SEIS can be implemented in different areas
• Integrated into the EEA Annual Management Plan
• Regular information in the NFP Eionet meetings
EEA/Eionet SEIS project No. 12:EEA/Eionet SEIS project No. 12:Effectiveness of waste policies – Effectiveness of waste policies – country fact sheets of waste policiescountry fact sheets of waste policies
• Integrate the principles of SEIS into the country fact sheets on waste policies
• Difference to most other SEIS projects:- no data, but policy information- purely voluntary basis: no reporting obligation
Lessons learnedLessons learned
• There’s a lot to learn from the countries’ good practices.
• Many of the information systems that are operational in the countries could provide access to the data needed to create information at the European level.
• Most of the infrastructure is there. • If SEIS development is to focus on one
topic then air quality is the obvious candidate.
