OUR#PROGRAMS#Our"programs"have"been"developed"out"of"recognition"that"the"challenges"to"Cambodia’s"education"system"are"multi9dimensional,"and"solutions"will"require"a"holistic"approach.""Employing"constant"learning,"assessment"and"development,"we"deliver"three"integrated"programs:""

Teach%the%Teacher"9"develops"professional"knowledge"and"teaching"practice"for"Cambodian"teachers"through"workshops"facilitated"with"volunteer"Australian"teachers;"mentoring"programs"that"provide"continuing"in9class"support"from"Cambodian"teacher"peer"leaders;"continuing"professional"training"from"our"local"staff;"and"relevant"and"practical"teaching"resources."

"Better%Schools"9"improves"teaching"and"learning"environments"at"school"through"redeveloping"dilapidated"school"infrastructure"and"facilities.""

iv.#Our#Strategy#Our"strategy"is"founded"on"Cambodia’s"priorities.""SeeBeyondBorders"recognises"that"developing"education"in"Cambodia"is"a"complex"and"continuing"process,"best"undertaken"in"tandem"with"the"Cambodian"National"Child"Friendly"Schools"(CFS)"initiative."This"government"initiative"embraces"content,"strategies"and"principles"aimed"at"providing"basic"education"from"grades"199"(ages"5914"years)."The"CFS"initiative"embodies"a"response"to"the"United"Nations’"Millennium"Development"Goals;"the"National"Plan"for"Education"for"All;"the"Education"Strategic"Plan"(ESP);"and"the"Education"Sector"Support"Program.""SeeBeyondBorders"recognises"the"importance"of"the"objectives"inherent"in"these"different"documents"and"fully"embraces"the"six"dimensions"of"the"CFS"policy:""1. 2.#A#YEAR#IN#REVIEW##It"has"been"another"year"of"growth"and"development"for"SeeBeyondBorders"with"progress"achieved"in"both"Australia"and"Cambodia"across"all"SeeBeyondBorders’"programs"and"activities.""This"year"has"seen"us"develop"and"broaden"our"approach"to"running"our"own"programs"in"Cambodia,"taking"on"the"learnings"from"working"with"our"partners.""Moving"forward"we"will"be"more"independent"in"what"we"do,"restricting"our"focus"to"locations"where"we"can"best"concentrate"our"efforts"to"bring"about"lasting"change"for"the"communities"we"work"with.""We"have"learned"a"great"deal"about"the"need"to"balance"intensity"of"activity"with"an"appropriate"spread"of"initiatives"and"participants,"to"build"momentum"that"goes"beyond"simply"our"own"efforts.""In"the"medium"term"we"will"focus"our"work"in"the"north"western"provinces"of"Cambodia,"complementing"the"initiatives"of"our"partners.""EDUCATION#PROGRAM#ACTIVITIES#This"year"was"the"second"full"year"in"the"formal"training"workshop"program"for"the"teachers"in"Ek"Phnom"district,"Battambang.""We"have"seen"a"steady"development"in"the"teachers’"and"mentors’"skills"and"confidence"over"this"time.""Based"on"the"evaluations"and"feedback"received"from"stakeholders,"we"have"developed"our"workshops"further.""These"begin"with"an"initial"focus"on"the"teachers’"own"understanding"of"basic"mathematical"operations,"breaking"down"the"associated"concepts"so"they"can"be"taught"effectively.""They"then"go"on"to"explore"how"to"use"the"SeeBeyondBorders’"resource"packs"in"a"variety"of"practical"ways"according"to"the"needs"of"a"class"and"the"demands"of"the"textbooks."

The"highlight"of"the"Teach&the&Teacher"program"over"the"year"has"been"having"the"Australian"teachers"and"our"Cambodian"staff"in"the"final"session"of"one"of"our"workshop"series."This"involved"observing"and"coaching"teachers"and"their"mentors"through"first"planning"and"then"delivering"lessons"in"a"live"classroom"environment.""These"sessions"concluded"our"program"in"Kampong"Cham"and"provided"a"wonderful"opportunity"for"the"Australian"teachers"to"witness"the"progress"achieved"by"firstly"the"mentor"teachers"who,"taking"the"lead"role,"demonstrated"their"in9class"observation"and"feedback"skills.""Then"secondly"they"witnessed"the"Cambodian"teachers"themselves"demonstrating"the"range"of"strategies"they"had"refined"through"the"program.""This"week"was"a"clear"affirmation"that"the"mentor"/"mentee"partnerships"have"been"instrumental"in"ensuring"that"the"skills"learnt"in"the"workshops"are"translated"into"everyday"practice"in"the"classrooms."""OTHER#ACTIVITIES#IN#CAMBODIA#

schools"infrastructure"is;"next,"to"providing"adequate"water"and"sanitation,"linking"with"our"health"initiative"under"the"Getting&to&School"program;"and"finally"to"additional"facilities"that"will"support"learning.""""CORPORATE#MATTERS#Compliance"related"activity"is"an"ongoing"process"and"can"absorb"a"great"deal"of"time"for"a"small"organisation"that"has"limited"resources.""The"main"hurdle"is"generally"to"collect"the"necessary"accreditations"that"afford"us"permission"to"operate,"rank"ourselves"amongst"our"peers"or"be"able"to"offer"donors"the"tax"concessions"generally"provided"for"charities.""These"accreditations"are"serious"barriers"to"entry"and"require"focus"and"diligence"to"pass"over.""While"something"of"a"blunt"instrument,"the"associated"regulations"accompanying"the"accreditations"exact"a"high"level"of"operating"credibility"and"indicate"high"levels"of"capability"once"achieved.""As"previously"reported,"on"2nd"August"2012"we"signed"a"memorandum"of"Understanding"with"the"Royal"Cambodian"Government,"recognising"SeeBeyondBorders"as"an"accredited"International"NGO"working"in"Cambodia.""""In"October"2012,"SeeBeyondBorders"was"awarded"membership"status"of"the"Australian"Council"for"International"Development"(ACFID).""Membership"of"ACFID"demonstrates"that"SeeBeyondBorders"is"committed"to"good"development"practice.""We"are"now"part"of"a"network"which"unites"Australia’s"non9government"aid"and"international"development"organisations"to"strengthen"their"collective"impact"against"poverty.""Having"changed"our"constitution"with"effect"from"1st"July"2012"so"as"to"better"accord"with"AusAID"(now"DFAT)’s"profile"of"an"organisation"eligible"for"OADGS"(Overseas"Aid"Gift"Deduction"Status),"SeeBeyondBorders"Australia"gained"recognition"by"the"ACNC"(Australian"Charities"and"Not9for9profit"Commission)"as"a"Registered"Charity"in"February"2013.""Work"on"our"application"for"OADGS"continues"and"is"vital"to"our"ability"to"obtain"funding"from"many"Trusts"and"Foundations.""FUNDING#OUR#ACTIVITIES#We"are"very"grateful"to"all"of"those"who"support"our"work"and"who"are"understanding"and"collaborative"in"their"approach"to"our"objectives.""Inevitably"as"we"grow,"identifying"and"getting"commitment"for"continuing"support"absorbs"an"increasing"amount"of"our"time"and"requires"a"high"level"of"understanding"of"the"philanthropy"market"as"well"as"ever"improving"communication"skills.""""We"have"been"particularly"fortunate"to"have"support"in"this"regard"from"Edelman"Australia"who"on"acquiring"digital"agency"Design"Royale,"offered"to"provide"a"combined"total"of"100"free"hours"of"assistance"to"one"not9for9profit"organisation.""Our"application"was"chosen"and"Edelman"is"continuing"to"work"with"us"to"improve"our"profile"and"messaging.""In"February"this"year,"we"were"delighted"to"be"invited"to"submit"a"proposal"for"a"grant"from"the"Aberdeen"Asset"Management"Charitable"Foundation"under"its"Emerging"Markets"criteria.""After"a"rigorous"selection"process"which"included"a"staff"vote"against"a"short"list,"in"June"SeeBeyondBorders"was"chosen"ahead"of"large"international"charities"to"be"the"recipient"of"the"Foundation’s"2013"three"year"grant.""This"grant"will"allow"us"to"extend"our"integrated"programs"into"a"new"district"serving"approximately"100"teachers"in"20"schools"and"potentially"reaching"as"many"as"4,500"children.""This"will"be"a"major"focus"for"2014."""

The"program"in"Kampong"Cham"comprised"three"small"workshop"groups"with"19"teachers"and"6"mentor"teachers."Facilitated"by"Australian"volunteer"teachers,"Khmer"mentor"teachers"led"small"groups"through"the"process"of"planning"lessons"which"had"previously"been"modelled"and"unpacked"by"their"Australian"colleagues."These"lessons"focussed"on"teaching"place"value"using"concrete"materials,"and"teaching"of"fractions."Both"of"these"concepts"present"a"huge"challenge"for"the"Khmer"teachers."Each"day"these"planned"lessons"were"then"taught"in"classes"in"the"Demonstration"School,"located"at"the"Provincial"Teacher"Training"College."Pairs"of"teachers"delivered"the"lessons"and"their"mentors"practised"in9class"observation."Following"each"lesson,"the"mentors"facilitated"small"group"evaluation"of"the"lesson"and"gave"constructive"and"practical"feedback"to"each"teacher"in"line"with"their"mentor"training."This"was"an"excellent"forum"for"both"mentors"and"teachers"to"consolidate"the"skills"and"strategies"they"had"learnt"through"the"workshop"cycle,"in"an"authentic"setting"with"support"from"both"the"Australian"and"Cambodian"educational"staff"of"SeeBeyondBorders."#June#/#July#2013#Siem#Reap#
