What is Be Fair?

The CITB Be Fair Framework is an industry specific “Accreditation for Fair Working Practices”

CITB developed Be Fair Framework to help the Construction and Built Environment Sector as a result of the Equality Act 2010

a COMMITMENT TO CHANGE

Guiding Principles

• Fairness is about treating everyone equally, without bias or injustice, whilst understanding that at times this may mean some people require extra support.

• Inclusion is about allowing people to be themselves, valuing difference and letting them know that their contribution is valued, regardless of who they are and what their background is. It’s about developing a background where no-one feels lefty out.

• Respect is ensuring your behaviour towards teams, colleagues, clients or contacts is appropriate and does not cause offence. It’s about treating people how they would expect to be treated and maintaining an environment where individual differences are respected.

Framework Progression

Who are they: The principal contractor on a construction project

Who are they: They carry out physical work on or off site. They may be specialists

Experience of the sector: As well as site and project management, they also serve the clients and ultimately need to fulfil their requirements. Clients can have a significant impact on how businesses are run and how employees are treated.

Experience of the sector: The practices of a MC have a direct impact on the experience had by a sub-contractor on site in much the same way that a Client affects the experience of a MC.

Impact on sector: The impact is significant. Eg. The payment and contract practices directly effect the supply chain

Impact on sector: Sub-contractors have little power over MCs and clients. They play a critical role to the sector regarding retention of talent and skills

Framework Structure – 4 Levels

The Be Fair Framework compromises “industry organization types”, which reflect the make up of the construction sector, with modules of learning outcomes. Based on an initial diagnostic a company is assigned a level they should be working towards (Accredited, Bronze, Silver and Gold).

Accredited “Put in place” This level gives a basic understanding of the obligations and duties under the Equality 2010. It is an introduction for those who are new to the concept of FIR to overcome any fears and ensures they have all of the necessary documents and procedures in place. It provides a platform of fair working practices that must be in place before companies can develop onto the next level.

Bronze “Collect and measure” This level shows progression by building on the Accredited level and develops the organisation by helping implement the necessary changes at a strategic, cultural and operational level. They will begin to collect information and start to measure the impact. The organisation will demonstrate its commitment to FIR ensuring those that it works with are aware of the changes.

Framework Levels

Silver “Analyse and Act” This level continues to build on the previous level and progress to becoming more self sufficient in FIR learning. The organisation will be monitoring the impact change has had on its workforce and other stakeholders and analyzing the results. The benefits of FIR are clearly recognised and the organisation begins to broaden its influences of the FIR practices with external partners.

Gold “Sustain and Develop” This level is for those organisations wishing to become market leaders and exemplars of FIR. They will demonstrate how they have learned from the feedback it has received and developed appropriate measures allowing it sustain the benefits realised. It’s commitment to change around FIR will extend to its partners and look to influence the policies and procedures of such stakeholders. It will be keen to share best practice within the industry to bring about lasting change.

What is involved?

CITB Be Fair Framework licensed providers:

On completion of the online diagnostic the company will choose a licensed provider to guide them through the Be Fair process.

The GOLD system:

Username and password issued to GOLD (Gateway to Online Learning and Development system). Accessible 24hrs per day this is where the content and support material are stored. Online access is convenient, saves time and money and makes it easy for all parties to track their progress.

What are the costs and how long will it take?

£350 payable to CITB to access GOLD.

Assessment and guidance will differ depending on the size of the company. Small contractors usually 1-2 days and larger contractors 4-5 days of support.
