VEREENIGING. - Suspicious lists contai-ning electricity meter numbers were disco-vered at the house of a Vereeniging womanduring a raid by the Directorate for PriorityCrime Investigation, the Hawks, on the wee-kend.Thewoman is suspected of being involved

in the illegal sale of prepaid electricity vou-chers, known as “ghost vending”.According to the Hawks, the amount of

cash found in the house and the lists of elec-tricity meters indicate that the suspect is highup in a ghost vending syndicate that has itsoperations in many parts of the country.Investigators are confident that they are

close to catching those who are running thisghost vending syndicate.Close to R100 000 in cash, 18 cellphones

and two laptop computers were seized du-ring the raid.Investigators believe the money was ge-

nerated from the illegal sale of prepaid elec-tricity vouchers, while the cell phones andlaptops are thought to have been used by thesuspect to commit the crime.Investigators will use this evidence to link

the suspect to the alleged crime. The homeowner and an accomplice were

taken into custody and appeared in the Van-

derbijlpark Magistrates Court on January 19on charges of fraud. The suspects were released after they pos-

ted bail of R50 000 each. The National Prosecuting Authority

(NPA) is hopeful the arrest will lead to theapprehension of more people involved inghost vending and the recovery of stolen pre-paid electricity credit dispensing machinesbelonging to the national power utility, Es-kom.Commenting on the arrest, Senior Mana-

ger for Energy Trading and Sales Forecas-ting at Eskom - Maboe Maphaka - said thearrest came at a critical time that saw thecountry grappling with the challenge of mee-ting the high demand for electricity:“We have intensified our efforts to eradi-

cate electricity theft through the implemen-tation of the Customer Compliance Appro-ach, which is being implemented by Operati-on Khanyisa, a national campaign that workswith law enforcement agencies in the fightagainst electricity theft.“The Customer Compliance Approach en-

sures an integrated focus on revenue andenergy lossmanagement and prevention, andcombines meter auditing, detection, investi-gation and customer education - and the re-

sults are showing.”Earlier this month, a convicted electricity

thief was sentenced to seven years in prisonfor offering electricity theft services to cus-tomers in the agriculture sector.

Anyone who has information that can helpin this case, or in any other cases relatingto electricity theft, can send tip-offs via SMSto Crime Line on 32211 (R1/SMS). The ser-vice is anonymous.

EVATON. - Ward 43 residents led by com-munity leaders recently went on the rampa-ge. They looted from hawkers on the Evatonmain roads including the Golden Highwayand Moshoeshoe Road. The roads were clo-sed with burning tyres and huge stones toprevent motorists and working residentsfrom using them. The protest started in theearly hours of the morning on Friday in reac-tion to residents’ complaints that their wardcouncillor was useless and did not hear theirgrievances. Their chief demand was the im-mediate resignation of Councillor Jabu Zon-di: “We have held public meetings with Zon-di and we have highlighted our grievances. We need a youth development centre; weneed youth to be employed in any develop-ment allocated to the area,” says the com-plaints leadership Nhlanhla MashishiwaniandThabileNkutha. The protestwas so seve-

re even street vendors did not pitch up to sell. The twomain roadswere closed.Another com-plaint of protesters is that street humps are nee-ded on Avondale Road. They claim many chil-dren have died there,’ says Nkutha, “We needstreet humps in that road. Our children will pe-rish beneath the wheels of speeding cars. We’ve been on about the the street humps foryears and nothing has been done. We have totake a stand and voice our demands.” Whilethe Golden Highway was ‘on fire’ motoristswere given an alternative return route. Protes-ters were vicious and angry, even at passersbytrying to cross the street. Nkutha further says,“If they don’t hear us we are going to closeall these stalls. We need change and we needto let Zondi know he should step down.” Em-fuleni Local Municipality (ELM) representati-ves including speaker Msebenzi Gqelosha we-re later deployed to the protest scene to calmthe situation.

SEBOKENG .- Two organisations were as-tonished and disappointed to find their offi-ces broken into and set on fire just days intothe new year. While Thatho Motsapi, a ma-nager of Tshwaranang Security Service, found her office completely burned down.“I suspected this waswitchcraft. Someo-

ne is after my head and I won’t give in orgive up. I’ m going to fight until the personcomes and asks for forgiveness,” says Mot-sapi. She uses a classroom as her office atthe former Ntabankulu Primary School inZone 12. Everything was up in smoke fromcomputers to files. Motsapi has opened acase of damage to property.Sophia Tlapi of All Human Empower-

ment Development Centre was in the samedilemma as her office was also broken intoand a different lock was found on the door.

She was apparently asked to move outbecause the EPWP was going to use theroom as a store. Tlapi says she used theroom to empower disabled people. “We dohand-work to develop our staff. Nowwe areasked to move our staff since the ExpandedPublic Works Programmes (EPWP) willuse our rooms as a store. We hope the go-vernment takes a stand on this matter. Wecannot run our organisations like this,”says Tlapi, who also believes there is a mo-tive behind the breaking and burning. Twoseparate cases have been opened and arebeing investigated by Police.

SHARPEVILLE. - A nine-year-old was de-clared raped after she went missing recently. She was apparently abducted by a family

friend in Sharpeville. The missing child was found a day after

the abduction. She was later questioned, exa-mined and declared raped. It is alleged that the suspect raped the nine-

year-old for the whole day before she wasfound. Sedibeng Stermanaged to speak to thedistraught mother.Themother (30) says she reported the child

missing to the local police station and a searchwas conducted but the child was not found. The suspect is known to the family. “He

was standing outside the gate and asked formy brother while my little angel and her cou-sins were playing. He asked for a bottle ofbeer and asked to be accompanied by the chil-dren. A few minutes later the other childrencame back crying and said the suspect tookthe nine-year-old into the bush,” says the mo-ther.The search for the child went on for the

entire night and the child was found the follo-wing day next to Dlomo Dam. Adds the vic-tim’s mother:“I don’t understand why he had to do that

to my child. What have we ever done to him?It hurts dailywhen I think about whatmy little

child had to go through at her age.”The suspect was arrested three days after

the incident. It is alleged that he was planningto do the same thing to another young girlhe was seen speaking to.He was apprehended by the community

who alerted the police. The suspect has made his first appearance

and the family is eager for justice to put himin prison for life.

VANDERBIJLPARK.- Yet another corrupti-on scandal has hit the Emfuleni Local Muni-cipality (ELM).This time the department in the news is that

of Arts and Culture, and two officials whosenames are known to Sedibeng Ster are impli-cated. Sedibeng Ster is reliably informed thatthe pair would allegedly make agreementswith some local artists to give them ‘gigs’provided that the officials get a certain ‘cut’.Apparently this practice has been being

going on for a while now with some of theofficials within the Department claiming themoney for themselves at times.According to a source the matter has been

referred to the Human Resources Departmentand investigations are underway.“The atrists are ‘gatvol’ as they are the ones

suffering from the whole thing - hence theymade the municipality aware of these shena-nigans,” the source reveals, adding that thereis evidence in the form of videos, pictures andrecordings of the deals taking place, andwhenthey went to withdraw the money from thebanks.“This is something that has been going on

for some time now. For example, these offici-als will make false claims that the artists char-ge them R5000 and then they will take R2000from the money. I feel sorry for poor artistsbecause they need the money more than anyt-hing; hence they end up being the chief vic-tims of this scam.I don’t blame them because some of these

artists have families to feed; hence they endedup in this situation,” says the source, who isclose to the situation. At the time of going to print Sedibeng Ster

was still awaiting response on the matterfrom ELM spokesperson Stanley Gaba.

VEREENIGING. - Andrew Mokale, TebohoRadebe and Thapelo Tau would rather cometo town and create their own jobs than be stran-ded by poverty and unemployment. The three fromSebokengwere recently seen

fixing potholes in Three Rivers just to makeenough money to go home and feed their res-pective families.Mokale says, “There is a very high rate of

unemployment in the townships. It is evenwor-se for us because we are not educated. This is our own initiative. We buy material with the little money that

we have, fix the potholes in the different streetsand ask money from motorists as they pass.”Tau states that although they regard what

they are doing as something positive, they donot receive the same appreciation from moto-rists and residents.“While some of the people appreciate what

we are doing, others chase us away becausethey say we will cause accidents and are a dan-ger to motorists,” adds Tau.Emfuleni Local Municipal (ELM) spoke-

sperson Klaas Mofomme says, “Although weappreciate and acknowledge what this groupof youngmen is doing, It must be clearly statedthe law does not allow it.”Mofomme states that there are specifications

that have to be followed when filling potholes.Mofomme states that the municipality ac-

cepts that because of heavy rains there are ma-ny streetswith potholes but it is something theyare busy working on.“This poses a danger to both motorists and

these boys as they do not know the specific sa-fety measures that need to be taken.Roads can only be fixed by the municipality

or companies with credentials that show theyare contracted by the municiplity.” Mofommeconcludes.

A nation that does not take care of its youngis a lost nation! South Africa has recentlybeen rifewith stories about children - in parti-cular young girls - going missing only to befound raped and killed, in most cases by peo-ple known to them. This needs to be condem-ned in the strongest of terms and I am doingso. In Page 3 of this edition there is a storysuch as this.

A society can only be judged by its abilityto take care of its most vulnerable - in thiscase, children. As things stand, ours is failingdismally, this is a serious indictment on allof us and I want to say: “Enough is enough.”Such incidents must not make us numb butwe need to continue raising awareness so thatcommunities can expose perpetrators and eli-minate these serious crimes. These acts canonly be committed by very sick people. Thespate of rape incidents where the perpetratoris known to the victim points to moral decaythat needs urgent intervention. These actions are in violation of internatio-

nal and national laws as they undermine the

full realisation of the Rights of the Child withserious implications for the child’s protecti-on, survival and development. When thescourge of sexual offences against women re-aches infants, toddlers and young girls, everyparent like me should be worried that thescourge has reached unacceptable levels andproportions. Unfortunately, unconfirmed re-ports state that only 39% of rapes and sexualassaults are ever reported to Police. Partlydue to the difficulty of investigating and pro-secuting these crimes, only 16% of reportsresult in a perpetrator serving time in prison.Factoring in unreported rapes, only 6% of ra-pists end up in prison. The rest are free to

repeat their crimes. One way to increase con-victions is for more Police and prosecutorsto receive specialised training in sex crimes.Media attention and community pressure canhelp push local authorities into pursuing thistraining if they have not already done so.So what can you do as an honest citizen?

Continue to educate yourself. Help raise awa-reness. If not for yourself, for the young girlthat needs a better environment. She does notneed to be raped, she does not need to bekilled. She needs to be nurtured, given loveand raised in a caring place. What has theworld come to? Are we a lost nation?Lerato....

SEDIBENG.- The South African National Ci-vic Organisation (SANCO) in Sedibeng hascalled for a halt to what it terms serious haras-sment of residents in the region from MBDCredit Solutions, a company appointed by Em-fuleni Local Municipality (ELM) through thesale of the municipality’s debt book to collectthe ‘so-called’ unpaid municipal debt fromcommunities. In a meeting held on SundaySANCO considered a range of matters affec-ting the communities of Sedibeng. A statementissued by the organisation says,” In our pursuitof creating a better Sedibeng for all,we are con-fronted by a variety of challenges that requireour urgent attention. Countless numbers ofcommunities in the Emfuleni area are experi-encing serious harassment from MBD CreditSolutions a company appointed by EmfuleniLocal Municipality (ELM) through the sale of

the municipality’s debt book to collect the so-called unpaid municipal debt from communi-ties. SANCO Sedibeng has been left with nochoice but to call on all communities of Emfu-leni to refuse to enter into any settlement nego-tiations or to pay anymonies toMBD solutionsuntil a sustainable solution is found betweenSANCO and MBD/ELM.”

It further adds that the recognition of resi-dents who qualify to be classified as indigentpersons and the criterion used was and remainsat the core of the challenge and the cause ofconfusion within communities. SANCO saysthat these problems are further compounded byhigh settlement figures demanded by MBDwhich include old interests and penalties farbeyond the levels of affordability of residents.

“SANCO is committed to find a solutionwith our municipality and to enter into seriousdiscussion to improve the levels of service deli-

very which will lead to better revenue collecti-on for services rendered. It is our resolve tocontribute to a better quality of life to our com-munities through partnering with the munici-pality on programs aimed at achieving thesenoble objectives. We are confronting this bil-ling and collection challengewith an optimisticview to find amutually beneficial solution.Wecall on all communities of Emfuleni to submitthe legal letters received from MBD to SAN-CO branches and direct all calls from the com-pany to the branch secretaries and the regionalleadership of SANCOSedibeng,” the organisa-tion says, further calling onMBD to stop haras-sing residents and enter into negotiations withit (SANCO) on these matters extending the sa-me call to ELM to suspend the MDB contractto allow for a conducive atmosphere of negoti-ations that will bring a sustainable solution tothe communities.

Khuele says the production was16 ye-ars of hardship: “The initial plan was tocreate a movie about the massacre but dueto financial challenges we had to trans-form it into a documentary. It was worthdoing,” he said.

The house was in full swing as the audien-ce was entertained. All the affected familiesand people managed to attend the preview.

The documentary shows the night of themassacre and what impact it had on the com-munity of Zone 7 and the Vaal as the whole.

EVATON. - The ANC’s Docky Matlala branch inWard 19 of Evaton North conducted a surpriseaward ceremony for all the outstanding volunteersof the branch who recently went with them throughthick and thin.

The thrilling surprise was organised by branchchairperson Ndande Mokoena and his team, Mokoe-na said, “We don’t have silver and gold but we havesterlingh hearts. This is the way to show our appreci-ation for the volunteers by awarding them with atoken of Approval Certificates of Dedication.”

The volunteers made a door-to-door campaignthroughout the election year, urging the communityto vote for their trusted party.

It is estimated that 60 volunteers went door-to-door, street by street, encouraging the communityto vote. “ We are living in a democratic world thatneeds people to give themselves voices by voting.

“It would be an injustice if we didn’t practice ourdemocratic right to vote,” added Mokoena.

Among volunteers was 81-year-old Maria Molut-si who was also among members who were acknow-ledged for their age, with the youngest volunteer be-ing 14-year-old Dumezwani Sekhone.

Food was served and certificates presented to allthe volunteers to recognise them for the great workthey had done.

Asked about the hit titled CDs he said:“although to me they are all the best, I wouldchoose “Jeso wa Makatsa’’, “’Unabantu bak-ho Thixo,’’ “Sibabalele Jehova’’ to men-tioned the top three. My CDs are all praisingsongs.

BOPHELONG. - Tempers flew at a meetingof the Emfuleni Local Football Association(ELFA) at the Bophelong Stadium on Sundaymorning. What was supposed to be Promoti-on League meeting ended up in an ugly warof words between the clubs and ELFA repre-sentatives.Some teams wanted the Promotion League

to start with immediate effect while others be-lieve there is no way the league can start befo-re the ELFAAnnual GeneralMeeting (AGM)scheduled for February 15 in the CommunityHall in Zone 14, Sebokeng.Tempers flew, with some teams’ represen-

tatives feeling strongly that the league couldnot start until their concerns were addressedat the forthcoming AGM. Philip Ndlovu andMatome Kganakge were the only two ELFAinterim committeememberswhowere “brave

enough” to face the angry club representati-ves. Other committeememberswere nowhereto be found. The Bophelong Sports Council played me-

diator during this sizzling meeting and, totheir credit, they did a good job of controllingthe situation, which came close to getting outof hand. There was also an ugly confrontation bet-

ween the interim chairman Ndlovu and someclub representativeswho insisted that the Pro-motion League wouldn’t start until the AGMhad taken place. However, Ndlovu says thekick-off of the league was determined by thenumber of the teams eager to play. Amongthe notable club representatives who feelstrongly that theremust be a change of leader-ship in the ELFA are Mfanafuthi Masondo,Mondli Nkosi and Junior Gusha.Former Emfuleni Local Football Associa-

tion treasurer Samuel Mabula was also partof the meeting as a “peace broker”. However,it was concluded that the league would kickoff after the AGM. Speaking to Sedibeng SterSport, Ndlovu says the right channels mustbe followed. He said he was not officially in-vited to the AGM.“This meeting was not about the AGM but

the kick-off of the Promotion League. Thenthis unfortunate situation occurred during themeeting.“I’m very disappointed with the behavior

of some of the clubs’ officials. There is nolonger respect for football by some clubs offi-cials and I’m afraid our football is going tothe dogs.“We allow our personal egos get the better

of ourselves instead of focusing on football. That is why we find ourselves in this kindof situation today,” concluded Ndlovu.

TOUCHLINE is a great follower of one ofthe experienced development coaches in thiscountry Ted Dumitru – who has empoweredmany development coaches through socialmedia. This is the very same coach who ledbig teams like Kaizer Chiefs and MamelodiSundowns to glorywith a unique style of play.Coach Ted is passionate about the develop-

ment of football in this country and has sincehis days at the Safa School of Excellence beenintroducing his Coaching Philosophy – max-

imal training. The result is that some of thetop PSL coaches and development coacheshave since adopted his Coaching Philosophy.Recently Ted through the South African

Football Coaches Association (Safa) made aplea to the South African football mother bo-dy to introduce the same Playing Philosophyfor our national teams. Other countries - in-cluding European countries - are a step aheadwhen it comes to a Playing Philosophy.TOUCHLINE agrees with Coach Ted

100% because football has changed drastical-ly over time; hence they call it MODERNFOOTBALL. When Bafana Bafana startedwith their AFCON campaign, Playing Philo-sophy became one of the household nameson the continent and in the country.

Gone are the days when we just played forthe FUN of it without a clear Playing Philoso-phy. It is high time Safa takes football to thenext level. We have been basking in the suc-cess of the Class of 1996 for too long now. There must be a change and the change mustbe now. With Shakes Mashaba at the helmof Bafana Bafana coaching, there is hope thatthis country will be a force to be reckonedwith in world of football. Gone are those dayswhen we simply used to add numbers to high-profile competitions such as AFCON and theWorld Cup.In the 1994 World Cup, Nigeria shocked

the world when they made their presence feltin this world showpiece with Roger Millerbreaking the England fans’ hearts. Theymade

the continent of Africa proud and showed theworld that in football anything is possible. With so much talent in this country – South

Africa is capable of making its presence feltin any competition as long as we believe inown ability and strength. The call for CoachTed’s Playing Philosophy is something thatshould be Safa’s top priority, to play a uniquebrand of football. Look at countries such asSpain and Brazil to mention but two. Thesetwo powerhouses have done this and theworld has fallen in love with the kind of foot-ball they play.It is high time we as South Africans have

our own playing identity that distinguishes usfrom other football nations. ON THE TOU-CHLINE….

There are some companies that are also in-terested in coming on board to make this com-petition a success. This is good news for thoseteams that always look forward to improvingthe standard of football this region. I want to

come down here and work with developmentplayers and coaches because some develop-ment teams challenged me to come and havea look at the good work they have done forfootball in this region. I’m really inspired bysome of the progress in this region of somelocal academies and development teams,”says Ndlovu.
