On June 10, 1971, the President made public a list of commodities that the U.S. was putting under general license to the People's Republic of China. It will be recalled that in my memorandum of May 3, 1971,* I indicated that AEC staff had participated in an interagency review of these commodities prior to the list being submitted to the President for approval. There is enclosed, for the information of the Commission, a list of the commodities placed under general license by the Department of Commerce. This list incorporates in broader, general headings the more than 900 individual commodity items placed under general license.

In a NSC Under Secretaries Committee memorandum of June 10, 1971, circulated to the Commission,*the President directed the Chairman of the Under Secretaries Committee to consider placing additional items under general license to China in the course of normal interdepartmental review of items for general license for Eastern Europe and the USSR. Commerce is vigorously implementing this directive, and. the effect has been to essentially eliminate the previous distinction that was made in export controls between the Eastern European bloc and the USSR and the Chinese bloc. Prior to the Presidential directive on Chinese exports, U.S. export controls were significantly more stringent towards Chinese bloc countries.

The Commission

The United States' new export policy towards China also appears to be having its effect in COCOM where the Japanese have recently proposed eliminating the China differential. It will be recalled that this differential, instituted during the 1968 - 1969 COCOM List Review, established a more far reaching embargo control over commodities to China than to the Lastern European bloc and USSR. Thus far, the State Department has not been sympathetic to the Japanese proposal.

We do not believe any action is necessary at this time to amend AEC regulations to permit export under general license of AEC-controlled materials to China since exports to the bloc are very limited. In the event applications are received for specific licenses for exports to China, which our present rules allow, consideration can then be given to whether such applications should be approved and whether any future shipments could be permitted under general license. Such proposals would, of course, be referred to the Commission for consideration.

PURPOSE AND EFFECT:

Effective June 11, 1971, the following commodities may be exported to the People's Republic of China under the prov~isions of General License G-DEST regardless of the symbol "Z" shown in the coltumn entitled "Validated License Required for Country Groups Shown Below" on the Commodity Control List.

This action implements President Nixon's announcement of June 10, 1971.

II. Decontrol of Agricultu..ral Commodities to Country Group Y and

Rescission of Shipping Requirements

PURPOSE AND EFFECT:

Concurrent with the removal of the requirement of a validated license

to export wheat, wheat flour, and other: grains, except inbred cereal

grain seed, to the People's Republic of China, a validated license is no

longer required to export these commodities to Country Group Y. Therefore,

the special provisions regarding applications for validated licenses for

such shipments have also been deleted from the Export Control Regulations.
