S.E.A.L. Program Summary
▪ Started on November 1, 2013
▪ Maintains a strong presence in the neighborhood to deter criminal activities
▪ Works in conjunction with HPD and Constables (Precinct 1)
▪ Additional contact for residential security alarm monitoring companies
▪ Vacation watch to paid subscribers
What S.E.A.L. provides:
▪ State licensed and highly trained security guards
▪ Armed Security Guards Levels 2/3
▪ Uniformed Security Officers
▪ Marked Patrol Cars
▪ Mobile Drive-by Patrol
▪ K-9 Units– Bomb Detection
– Drug Detection

▪ S.E.A.L. started in November 1, 2013 (9 months of presence in Oak Forest)
▪ Report should be replicated in January 2016 to provide a full two years post-intervention.

• While there was a decrease in the number of crimes across these two time periods, the differences were not statistically significant.

Security Program Problems

2016 S.E.A.L. Campaign Strategy
▪ Campaign to raise funds for 2016 S.E.A.L. security starts tonight, October 1st through November 30th.
▪ All payments received from now going forward will be held in an escrow account
▪ The funds raised by December 1st will decide for S.E.A.L. security program
▪ If the goal is not reached, payments will be returned
▪ There is no obligation to participate. It’s all voluntary
▪ This is a community effort.
What happens to S.E.A.L. next?
▪ If you want to maintain S.E.A.L., the program needs your support.
▪ S.E.A.L. program needs at least 1,000 regular subscribers per year.
▪ The presentation serves as public notice that currently S.E.A.L. program will be terminated once the program runs out of money.
