Security for Walton AirportWalton history
The Walton airport started life as a private aerodrome in first decade of last century, by wealthy Hindubusinessmen who wanted to take up new sport of flying. The RAF made concrete runway and taxiways
in 1940 in anticipation of a Japanese invasion from the East. This airport served as main Lahore airport
till the present one was made. PIA Super Constellations used to fly to Dacca, East Pakistan from here.
Lahore Flying Club since 1930. Ultra-Light club since 2002. Unfortunately the areas around the club now
residential accommodation and restricting flying. This is a land mark asset of Lahore and Pakistan. Most
refugees from India in 1947 congregated here.
OPLH is situated nearModel Town, Sialkot Model Town,10 km (6 mi) from the city center ofLahore.,
the city of thePunjab province inPakistan.Currently it caters togeneral aviation and is used by
severalflying clubs.Lahore's mainairport isAllama Iqbal International Airport.
Operations statisticsThis airport is being used by the Flying clubs for the training of new and upcoming pilots. There are two
air clubs at the airport and have a total of 12 aircrafts. There are 3 take-offs per day as average which
makes it a low traffic airport. CAA of Pakistan has also defined the airspace model for this airport. It is to
keep the local traffic distance from OPLAAllama Iqbal Airport.
Walton airport is being used only for general aviation and not for commercial airport. This reduces the
risk for the threat from that group of people who target the airport for political, international and global
terrorism acts. Walton is not in the category of extremely vulnerable spot.
Surroundings EnvironmentLahore crime rates declined in 2012, and although September 2012 saw a spike in anti-American
protests and demonstrations, the rate of these incidents decreased by 39 percent from 2011.
Throughout 2012, and particularly in September during the violent protests, the government went
above and beyond to protect the life and property of its citizens, as well as Consulate General personnel
and property.

There is low level of severity in accordance to the bigger airport in Lahore. This makes it a low risk areain the eye of the trouble makers, Walton airport can be used for landing the hijacked aircraft but there is
no urgent arrangements for this act.
The airport can also be used for hostage taking internally and still there is no security arrangements for
this act as well.

THREATS OF TERRORISTS ACTIVITIES
In examining the security risk posed by aircraft that could be utilized in suicide attacks or as launch
platforms for conventional weapons, the threat posed by general aviation aircraft is largely a function of
aircraft weight, payload capacity (including fuel capacity), and speed. Other factors would likely play a
relatively small role in the overall threat posed by particular aircraft.
For example, aircraft agilitya rough measure of its capability to maneuver and evade
countermeasuresmay be considered a factor in the risk equation, albeit a relatively minor one. A small
two-seat sport aircraft might be quite agile, but its small size, relatively slow speed, and limited payload
capacity may significantly limit the threat posed by such an aircraft.
THREATS OF ILLEGAL ACTIVITIES
Take or use any aircraft, aircraft parts, instruments, or tools pertaining thereto, which are owned,
controlled, or operated by any other person, while such aircraft, parts, instruments, or tools are stored
or otherwise left on the Blue Canyon Airport, or within its hangars, buildings, or facilities, without the
written consent of the owner/operator thereof, except upon satisfactory evidence of the right to do so

duly presented to the airport manager, or authorized by him or her, or so ordered by a court of
competent jurisdiction.
Land, takeoff, taxi, or otherwise operate any aircraft on, at, or from, the Blue Canyon Airport when he or
she knows such aircraft is not operating properly, or is equipped with any part or safety device which is
defective or unsafe. Deviations from this restriction shall only be permitted by specific authorization
from the airport manager or his designated representative. Nor shall any aircraft be operated on or at
the airport, or on any runway thereof, when the airport or runway has been closed to traffic by the
airport manager or other legal authority, and such closure has been indicated by the placement of an X
at each end of the closed runway.
THREATS OF SOCIAL EVILS
Some media reports have raised significant concerns over what has been described as practically
nonexistent security at many small general aviation (GA) airports.19 GA advocates have countered that
small general aviation aircraft do not pose a significant threat and point out that many GA airports have
taken reasonable steps, largely on their own initiative, to enhance security.20 However, security
concerns remain and a few high-profile incidents pointing to vulnerabilities in GA security have attracted
considerable attention and raised concerns among some policymakers and security experts.
Impact of security program on Walton airport
Perimeter Control
To delineate and adequately protect security areas from unauthorized access it is important to consider
boundary measures such as fencing, walls, or other physical barriers, electronic boundaries (e.g. sensor
lines, alarms), and/or natural barriers. Physical barriers can be used to deter and delay the access of
unauthorized persons onto sensitive areas of airports. Such structures are usually permanent and are
designed to be a visual and psychological deterrent as well as a physical barrier. They also serve to meet
safety requirements in many cases. Where possible, security fencing or other physical barriers should be
aligned with security area boundaries. The choice of an appropriate security boundary design is not only
affected by the cost of equipment, installation, and maintenance, but also by effectiveness and
functionality, that is, its ability to prevent unauthorized access.
Hangars
Storage in hangars is one of the most effective methods of securing GA aircraft. TSA recognizes that
hangar space at many airports is limited. However, every attempt should be made to utilize hangarswhen available and ensure that all hangar/personnel doors are secured when unattended.
Hangars should be properly marked and numbered for ease of emergency response. These areas are
also a good place to install security and informational signs. Hangar locks that have keys that are easily
obtained or duplicated should be avoided. Hangar locks should be rekeyed with every new tenant.
Proper lighting around hangar areas should be installed. As an additional security measure alarm and
intrusion detection systems could also aid in the security of hangars.

Identification System
Some airport operators may wish to consider implementing a method of identifying airport employees
or authorized tenant access to various areas of the airport. Currently, there are many systems on the
market that may accomplish this. They can range from a simple laminated identification card that
includes a photograph of an individual to a sophisticated swipe card with various biometric data. With
any identification system, procedures should be developed that include ensuring control andaccountability of the media. Some elements that could be part of an identification system include:
A full-face image
The individuals full name
Airport name
Employer
A unique identification number
The scope of the individual access and movement privileges (e.g. color coding)
A clear expiration date
Fencing
Security fencing is the most common means of securing a perimeter. Fencing can vary in design, height,
and type depending on local security needs. Typically, fences are low-maintenance, provide clear
visibility for security patrols, and are available in varieties that can be installed in almost any
environment. Barbed wire, razor wire, and other available features increase intrusion difficulty. For
locations with aesthetic concerns, there are also a large variety of decorative yet functional styles
available, as well as opaque styles that limit public visibility of service, storage, or other non-aesthetic
areas.
