About Working Heritage:
The Working Heritage Incorporated Committee of Management (Working Heritage) conserves and manages heritage properties on public land on behalf of the State of Victoria. Since its inception in 1998, Working Heritage has been appointed to manage sixteen sites across Victoria, undertaking expert conservation and adaptation works so the community can benefit from these revitalised Buildings.
Warracknabeal Court House Background:
The Warracknabeal Court House is of local cultural heritage significance and is protected under the Yarriambiack Shire Planning Scheme as a Heritage Overlay (HO60).
The Court House stands on the land of the Wotjobaluk people, represented by the Barengi Gadjin Land Council.
The building is one of seven similar courthouses located in North-Western Victoria designed by S.E. Bindley, a prominent Victorian Public Works Department (PWD) architect. Bindley was responsible for the North-Western District for the PWD and designed many court houses, schools and post offices within the Wimmera-Mallee region. Warracknabeal is fortunate to possess a second significant Bindley building; the post office is an eclectic Queen Anne style brick building, which is listed on the Victorian Heritage Register (VHR1737).
The original court house, constructed in 1889-90, is a high, rectangular polychrome brick building with a gabled slate roof and an ornate timber front verandah with symmetrical gabled pavilions at either end announcing the twin entry doors. The court house was constructed as a Court of Petty Sessions but was upgraded to a Court of General Sessions in 1915.
Proposed New Use
Working Heritage has recently completed repairs to the Court House building in anticipation of developing a new use. In October 2018, Creative Victoria awarded Working Heritage and project partners Monash Art Design & Architecture (MADA) $75, 000 to develop a creative future for the building and surrounds. In 2019 the team from MADA and Working Heritage plans to work with the local community to pilot an artist-in-residence studio in the former Court House.
The proposed works in this planning application are:
Exterior Work: minor demolition works to the South Façade allowing for a new direct DDA compliant entrance ramp and glass entry doors. A new polycarbonate polyvinyl clad steel framed architrave will identify the new entry and give a visual clue as to the building's new usage. Further exterior works to the building will include a new deck extension from the

existing covered porch to a prefabricated unisex bathroom on the North facade. The unisex bathroom is a standard DDA compliant transportable unit (from ATCO) which is intended to be a temporary facility installed on site for the duration of the pilot program. Should the pilot be successful, Working Heritage and the Monash team propose to seek funding to support construction of permanent DDA compliant artist residential amenities (WC, shower, etc). The temporary unit will be further clad with a non-structural cladding comprised of polycarbonate polyvinyl giving visual interest to an otherwise utilitarian structure.
Interior Work: Removal of existing courtroom furniture for storage. The Court House renovation will also include, minor repair works, security, lighting, life safety upgrades and the installation of a kitchenette.
Heritage Impact Statement
The Yarriambiack Planning Scheme places no controls on the exterior colours, interior alterations, or site trees. The building is not on the Victorian Heritage Register nor is it an aboriginal heritage place. The proposed changes to the building therefore all comply with the controls set out in the Heritage Overlay.
Statement of Cultural Significance
The court building is of historic significance as a tangible representation of almost a century of English Law being dispensed in the district under the central control of the Colony and later State of Victoria. Its construction acknowledges the size and status of the town in the late 1880s and its extension signifies the expansion and consolidation of the town and the wider area.
The social significance of the courthouse lies in the intangible human dramas which were played out in the building. Court records tell the stories of the various people who helped settle the shire and of the aboriginal people dispossessed by their actions. The cases held in the court provide a snapshot of how people lived their lives and how life changed over a century.
The courthouse is of architectural significance as an example of the work of S.E Bindley. It is a fine example of the Victorian free Classical style or Italianate Romanesque style used extensively across Victoria at the end of the nineteenth century and contributes to our understanding of the way in which the PWD designed buildings in this period.
Impact of the Proposed Works on Cultural Significance
1. The proposed works to the building will not impact the historic significance of the building. The form of the building and historic signage will remain intact and capable of interpretation for its historic role.
2. The social significance of the Court House building is intangible and will not be adversely affected by the proposed works. Social significance will continue to be understood via the historic records and collective memory of the district.

3. The proposed modifications to the Court House will not affect the architectural significance of the building. The new entry to the building is located in the centre of the front façade which compliments the symmetrical design of the building while enabling a new accessibility to the building. This new entry identifies that the use of the building has changed but it does so by fitting in with the buildings classically symmetrical façade. The new entry will be accessed by a ramp running from the SE corner of the site and steps from the SW that meet at a new entry platform in the centre of the existing verandah. The DDA toilet and connecting ramp are temporary modifications intended to enable the adaptive reuse of the building. Being temporary, these elements are reversible in accordance with Article 15 of The Burra Charter (The Australia ICOMOS Charter for Places of Cultural Significance, 2013).
Landscaping:
The works proposed in this planning application do not include any modification to the current site landscaping.
