Illegal Immigration

The illegal immigration is a global border problem

Italy, Libya join forces to stem illegal migrants

Nearly 10,000 illegal immigrants landed on Italian shores in 2004

The Need For a Border Surveillance System

The nations differences in richness is a major factor for the increasing illegal immigration (graph showing the nations differences between per capita income and buying power)

The Need For a Border Surveillance System

The traditional surveillance, trough patrols distributed along the border, occupies most of the time the large part of the resources available

The biggest effort goes to the surveillance part of the process

An Electronic Surveillance System, with automatic detection and follow up, makes it possible to manage the load of the resources, applying these ones into more productive tasks/processes

Traditional Surveillance Vs Electronic Surveillance

An Efficient Coast Border Surveillance System

The image fusion processes offers the user one unique presentation of the operational theatre

An intelligent information data gathering is made from:

Two similar sensors located in different localizations

Two distinct sensors (radar / DF / ESM / Video)

The system generates a unique vision of the object/track:

All the object/track data is accessible as a unique set of information

All the actions taken on the object/track are managed as a all

An Efficient Coast Border Surveillance System

An Efficient Coast Border Surveillance System delivers the right tools for decision making:

Detection phase: Presentation of the sensor data (real time and historic)

Predefinition of alarms based on type of track, localization in an alert zone, etc.

Interception phase: Course forecast, futures courses and potentials destinations points

Indication of the “best” operation resource available for interception

 Automatic pursue of targets

Securing the Portuguese Coast Border: Ideas

 Characterization of the Portugal borders:

Terrestrial border is with a Schengen State

Air border is by definition a non intrusion border

In the coast boarder, there is in the short term the prediction in the increase of illegal activities

In October 2007, the Andalucía Spanish Coast will be integrally secured with the latest technology surveillance systems

Therefore, is urgent for Portugal to deploy highest levels of coast border control based on:

 Deployment of a Surveillance System

Organize the operational corps and provide new detection/interception equipment

Page 22: Securing the Coast Border - AFCEA Portugal · Securing the Coast Border VIII International Atlantic Symposium On C4I – AFCEA Portugal May, 9th, 2007 ... * 2006 aggregate proforma

22 / 23

Securing the Portuguese Coast Border: Ideas

Portugal should adopt a Coast Border Electronic Surveillance System

Effort should be made in taking advantage of the infrastructures already available (communications, VTS sites)

The priority should be securing the south coast, due to probable increases of illegal activities, mainly smuggling

Deployment a Surveillance System

Securing the Portuguese Coast Border: Ideas

Strength operational cooperation between distinct police forces

Gain higher level of mobility for identification process

 Integrate future satellite data

Organize the operational corps and provide new detection/interception equipment
