Securing & Expanding the GATE Programme
NATIONAL CONSULTATION

“We will continue the Government Assistance for Tuition Expenses (GATE) Programme. It will be expanded to include vocational training, strengthened and made sustainable to increase the participation rate in higher education to 60 percent. In addition, to avoid and stop the abuse of GATE, we will strictly enforce existing measures.”
2001 – Dollar for Dollar (DfD) Education Plan
2004 – Government Assistance for Tuition Expenses (GATE) Programme
Commenced September 2004.
Objectives To make tertiary education affordable to all; and
To widen access to tertiary education to support economic development and promote social equity.
Obtain feedback from various stakeholders on the policies, administration and performance of the GATE Programme;
Obtain perspectives, ideas and strategies for securing and expanding the GATE Programme; and
Provide the basis for an Action Plan that seeks to secure and expand the policy and institutional framework of the GATE Programme.
