How to raise enrollment ratio?• Legal aspect:

– Verification and quality monitoring (Ministry of Education or State agencies) of educational institutions and programmes

– Formal and centralised national certification process

– Correlation with vocational societies and chambers

• Financial aspect:

– VAT exemption for individuals

– Tax deductions for individuals and employers

– Additional state funding for targeted industries, sectors or vocations

• Technological aspect:

– E-learning adoption and verification (non-formal and informal learning)

• Practical aspect:– Alignment with recognized, vendor specific training and certification

– Positive feedback from employers – job ads demanding specifical education or certification

– Tight correlation of education with future labour market needs

– Private sector (corporate and SME) demand
