VI. CONSULTATION AND COORDINATION

A. DEVELOPMENT OF THE PROPOSAL: The proposed Beaufort Sea Planning Area oil and gas lease Sale 170 is one of 16 proposed Outer Continental Shelf (OCS) sales included in the approved (1997-2002) 5-Year OCS Oil and Gas Lease Sale Schedule. Five of these proposed lease sales are in planning areas offshore Alaska. Official coordination with other government agencies, industry, and the public regarding this proposed action began on September 30, 1996, with a Call for Information and Nominations (Call), which requested expressions of industry interest in blocks within the Call area and requested comments on environmental issues related to possible oil and gas leasing in the area. A Notice of Intent (NOn to Prepare an Environmental Impact Statement (EIS), published on November 8, 1996, announced the intent to prepare and EIS and described the scoping process followed for the EIS. As a result of the Call and NOI, II comments and/or nominations were received. Five companies commented and submitted nomination information, and six written responses were received from the following: the State of Alaska, Office of the Governor; the U.S. Department of the Interior, Fish and Wildlife Service; the Alaska Eskimo Whaling Commission; the North Slope Borough (NSB); the City of Nuiqsut, and the Native Village of Barrow Inupiat Traditional Government.

Following evaluation of the area nominations and environmental information received in the process described above, together with other relevant information, the Minerals Management Service submitted a recommendation for area selection to the Secretary of the Interior. On February II, 1997, the Department of the Interior announced the area selected for further environmental study (see Sec. LA for more details).

B. DEVELOPMENT OF THE EIS: During preparation of this and past EIS's for the Beaufort Sea Planning Area, Federal, State, and local agencies; industry; and the public were consulted to obtain descriptive information, to identify significant effects and issues, and to identify effective mitigation measures and reasonable alternatives. The comments received during the scoping process for Sale 170 also noted that issues raised and mitigating measures and alternatives suggested for past Beaufort Sea Planning Area lease sales were relevant to Sale 170. All of the information received has been considered in preparing the Sale 170 EIS. In addition, scoping meetings and public hearings on the Draft EIS were held in Barrow, Nuiqsut, Kaktovik, and Anchorage, Alaska, with the public to identify more clearly and specifically issues and alternatives to be studied in the EIS. Scoping and public hearing information can be found in Section I.e. Local communities of the NSB and departmental agencies with interest and expertise in the OCS were consulted during the dcvelopment of the

potential mitigating measures for Alternative I (see Sec. II). The Alaska Offshore Advisory Committee constituted for Proposed Sale 170 (see Sec. LA) recommended the addition of two alternatives and special mitigation measures to protect areas around Cross Island and the area offshore the Arctic National Wildlife Refuge (see Secs. I.e.Z. and IV.E and IV.F).

C. V) and will be sent copies of the final EIS (if a mailing address has been provided).
