E - 1 SECTION E CLASSIFICATION OF BUILDING AREAS 205.001 Introduction Based on the space use type information provided by schools/ colleges and departments, the office of Facilities and Planning classifies building area using the definitions provided in this section. These classifications are used to maintain the space management floor plans available on the Facilities and Planning website. 205.002 Basis of Measurement All building areas are determined by physically measuring or surveying each building floor and documenting the `As-built’ conditions individually on the floor plans and space management floor plans. All space measurements are in square feet and calculation by AutoCAD polyline areas rounded to two decimal places. Measured in terms of Gross Square Feet (GSF), (Round all area calculations to two decimal square foot.) 205.003 Area Classifications The area classifications used by PSU are based on the Classification of Building Areas , (1964), Publication 1235, National Academy of Sciences - National Research Council. This publication is also titled Technical Report No. 50, Federal Construction Council, by Task Group T-56. CLASSIFICATION OF BUILDING AREAS 205.001 Introduction Based on the space use type information provided by schools/ colleges and departments, the office of Facilities and Planning classifies building area using the definitions provided in this section. The following schedule reflects the relationships between the different areas: Gross Area = 100% of the Building Net Unusable Area = Gross Area - Net Usable Area Net Usable Area = Net Unassigned Area + Net Assignable Area 205.004 Area Classification Definitions The following pages provide a set of definitions for the area classifications used at PSU. The ten classifications have been developed to match reporting requirements of the Chancellor’s Office and provide the university flexibility in analyzing space allocation and utilization. The area of each classification can be expected to evolve over the life of a building to meet changing pedagogical needs.

205.104 Building Gross Area

Definition. The sum of all areas on all floors of a building included within the outside faces of its exterior walls, including all vertical penetration areas, for circulation and shaft areas that connect one floor to another.

Description. In addition to all the internal floored spaces obviously covered above, Gross Area should include the following: excavated basement areas used for storage or other purposes; interstitial space (i.e., mechanical floor or walkways), mezzanines, penthouses, and attics used for storage, mechanical or other uses; garages; covered porches (do not include exterior pedestrian canopies or exterior metal extension fire stairs), whether walled or not; inner or outer balconies, whether walled or not, if they are utilized for operational functions; and corridors or walkways, whether walled or not, provided they are covered and utilized for operational functions. The footprints of stairways, elevator shafts, and vertical duct shafts are to be counted as gross area on each floor they pass through. Transformer vaults, ventilation rooms, chemical storage spaces etc., attached to a building or located on the roof should be reported as space within the building.

GSF = Net Usable Area + Net Unusable

Limitations. Include only basement, under-floor and attic areas that are floored. Exclude all areas having a clear standing head room of less than a 6 feet 6 inches, unless allocated by the Campus Space Committee for an operational use. Exclude open areas such as unoccupied roofs, surface parking lots, playing fields, exterior pools, and exterior courts. Exclude unexcavated basement areas.

Exception. Include the top, unroofed floor of parking structures where parking is available..) 205.204 Net Unusable Area

Definition: Unusable area includes all wall areas, buttresses, pilasters, shafts, pipe spaces and chases, vertical plenums, dead spaces, etc. Vertical pipe chases areas with clear head room greater then 6 foot 6 inches and having, access doors at each floor and some manner of floor provided (frequently metal grating) are to be included in the net usable area as unassigned mechanical/electrical rooms to the extent of the floored area.

Description: Calculation of net unusable area is not contemplated under these definitions. The area should generally be determined by assuming it to be the residual area after the net unassigned area is, calculated and subtracted from the gross area.

205.304 Net Usable Area

Definition: Net unusable area is the sum of all spaces within the building that are assigned to occupants and net unassigned areas used for general building functions. See the definitions of net assigned area and net unassigned area.

Description: Calculation of net usable area is not contemplated under these definitions. The area should generally be determined by calculating and summing the net assignable areas and net unassigned areas.

205.404 Net Assignable Area

Definition: "Net Assignable Area" is the sum of all areas on each floor and within a total building, that is assigned to, or available for assignment to, an occupant, including every type of space functionally usable by an occupant (excepting those spaces separately defined in area classifications 6, 7, 8 and 9 of Section E: 205.003).

Description: The net assignable area of a room is measured from the inside walls at or near the floor level. Deductions should not be made for columns and projections within a space which are less than 12 inches and are necessary to the building. If there are slight projections or offsets of less than 12 inches, the distance between main walls should be used. Include accessible basement, attic and internal under stair areas with a clear head room greater then 6 foot 6 inches. Limitations:. Do not include aisles for ADA circulation accommodation within office suites. Do not include the parking and drive aisles of vehicle parking garages or bicycle parking rooms.

205.504 Net Unassigned Area Definition: Unassigned Area includes all Circulation Areas, Mechanical Areas, Building Service Areas and area of Not Assigned Space. Privately controlled Circulation Areas and Building Service Areas within suites and similar areas are identified with the Organizational Unit that control access, but the use code is `Unassigned’.

Description: Calculation of net unassigned area is not contemplated under these definitions. The area should generally be determined by calculating and summing the circulation area, mechanical area, building service area and not assigned areas.

205.604 Circulation Area

Definition: The circulation area is that portion of the building necessary to provide occupant circulation and building egress, whether or not enclosed by partitions. The space management floor plans include the `Net Circulation Area’ which is the sum of all areas on each floor and the total building circulation area. Description:. The circulation area includes all Stairs, Elevators, Loading Docks, Vehicle Ramps, Pedestrian Ramps, Corridors, Halls, Lobbies and Vestibules, generally used for the circulation of occupants or materials. It is measured from the inside of walls, partitions and casework that define the area, and projection `phantom’ lines that define circulation widths to be maintained for egress, ADA accessibility and occupant usability. Measurement is taken at 24” above the floor level. Deductions must be made if there are projections or encroachments into the circulation zone. Include elevator area at each floor stop. Limitations:. Do not include aisles for ADA circulation accommodation within classrooms, laboratories, restrooms or other similar work areas. Do not include elevator area where there is no stop at the floor. Do not include the parking and drive aisles of vehicle parking garages or bicycle parking rooms.

205.704 Mechanical Area

Definition: The mechanical area is that portion of the building necessary to house mechanical, electrical and other utilities used for building operation. The space management floor plans include the `Net Mechanical Area’ which is the sum of all areas on each floor and the total building mechanical area. Description:. The mechanical area includes all Central Utility Plant, Mechanical, Electrical, Plumbing, Elevator Equipment Rooms, generally used for Building Operation. It is measured from the inside of walls. Include vertical pipe chases areas with clear head room greater then 6 foot 6 inches and having access doors at each floor and some manner of floor provided (frequently metal grating) are to be included in the mechanical area to the extent of the floored area. Measurement is taken at 24” above the floor level. . Limitations:. Do not include inaccessible service chutes. shafts, ducts, chases or similar mechanical areas. Do not include telecommunication or server rooms. Do not include areas with a clear head room of less then 6 foot 6 inches. Do not include areas containing specialized equipment or instruments specifically identified for the operational needs of an Organizational Unit and not controlled by the office of Facilities and Planning.

205.804 Building Service Area

Definition: The Building Service area is that portion of the building necessary for the house keeping, custodial, cleaning and hygiene. The space management floor plans include the `Net Building Service Area’ which is the sum of all areas on each floor and the total building service area. Description:. The building service area includes all Janitorial (service, supply and storage) Rooms, Housekeeping Closets, Restrooms, Unisex Restrooms, Lactation Rooms and similar spaces intend to serve the building occupants and support building custodial activities. It is measured from the inside of walls at 24” above the floor level. Deductions should not be made for columns and projections within a space which are less than 12 inches and are necessary to the building. If there are slight projections or offsets of less than 12 inches, the distance between main walls should be used. Include accessible basement, attic and internal under stair areas with a clear head room greater then 6 foot 6 inches. Limitations:. Do not include inaccessible service chutes. shafts, ducts, chases or similar mechanical areas. Do not include telecommunication or server rooms. Do not include areas containing specialized equipment or instruments specifically identified for the operational needs of an Organizational Unit and not controlled by the office of Facilities and Planning.

205.904 Not Assigned Area

Definition: Not Assigned area includes all areas included in the net usable area that are temporarily inactive or available for allocation by the Campus Space Committee. Description:. Not Assigned includes all area with a location code of `not assigned’ or `inactive’ It is measured from the inside of walls at 24” above the floor level. Deductions should not be made for columns and projections within a space which are less than 12 inches and are necessary to the building. If there are slight projections or offsets of less than 12 inches, the distance between main walls should be used. Include accessible basement, attic and internal under stair areas with a clear head room greater then 6 foot 6 inches. Limitations:. Do not include areas that are anticipated to be off-line for less then 90 days. Not Assigned Area is typically not identified on the publicly available space management floor plans.

200.406 Tenant Rentable Area

Definition: Tenant rentable area is the gross area of a space rented by the university as leaser to an external entity as lessee. Description:. The rentable area includes all space within the tenant lease perimeter. For interior space, the perimeter is measured from outside face of exterior walls, outside face of demising walls of building common areas, and center of demising walls shared with other tenants or serving other tenants. The perimeter of exterior lease area includes the defined space used exclusively by the tenant as defined in the lease agreement. It is measured at 24” above the floor level. Deductions should not be made for columns and projections within a space. Limitations: The tenant rentable area does not include building common spaces or other area load factors that may be applied to the lease.
