GENERAL REQUIREMENTS AND SPECIFICATIONS

GOVERNMENT PUBLISHED SPECIFICATIONS, REGULATIONS, NOTICES AND CIRCULARS A. The work shall be executed in accordance with the following State of Qatar Standard

Publications, Specifications, Regulations, Notices and Circulars current at the date of tender unless otherwise stated. (a) Qatar National Construction Standards (QCS2010) Edition prepared by the

Ministry of Environment (MoE) issued with technical regulation No. QS27/2010 dated March 2011 and all subsequent revisions and amendments.

(b) The Code of Practice and Specification for Trench Works/Road Openings in the Highway prepared by the Ministry of Industry and Public Works, January 1992.

(c) The Guide for Civil Users of Explosives in Qatar prepared by the Ministry of Public Works.

(d) All current Public Works Authority regulations up to the date of the signing of the contract concerning the organization of Tender and Public Auctions and all subsequent revisions and amendments.

(e) The Qatar Survey Manual, prepared by the Urban Planning and Development Authority (UPDA).

(f) The Qatar Traffic Manual (QTM) and Qatar Highway Design Manual (QHDM) prepared by the Ministry of Public Works.

(g) Drainage Affairs, Standard Supplementary Specification to Qatar Construction Specification.

(h) Any current and relevant regulation, notice or circular issued by the Public Works Authority (including the previous Ministry of Municipal Affairs and Agriculture, Ministry of Public Works and Ministry of Industry and Public Works), the Qatar General Electricity and Water Corporation (QGEWC), (including the previous Ministry of Electricity and Water), Qatar Telecom (Q-Tel), the Qatar General Organization for Standards and Metrology, the Supreme Council for the Environment and Natural Reserves or the appropriate local Municipality prior to the date of the letter or advertisement inviting Tenderer.

(i) Any and all applicable local Municipality regulations.

(j) State of Qatar Law No. (6) Of the year 1987 and all subsequent amendments concerning Materials and Equipment from Qatar or other CCASG countries, obtainable from Government House, Doha.

(k) CESMM3, Civil Engineering Standard Method of Measurement, 3rd Edition (1991) published for the Institution of Civil Engineers published by Thomas Telford Services Ltd., 1 Heron Quay, London, E14 4JD, United Kingdom.

(l) Safety Rules issued by the Department of Electricity Networks

(m) The Jointing Manual prepared by Electricity Networks Dept.

(n) Traffic Control at Road works published by the Ministry of Industry and Public Works and any other rules and regulations issued by Roads Department.

(o) State of Qatar Law No (30) of the year 2002 and all subsequent amendments concerning Protection of the Environment, obtainable from Ministry of Justice.

(p) All current Water Department and Electricity Department of the Qatar General Electricity and Water Corporation (QGEWC) specifications and all subsequent revisions and amendments.

(q) The Regulations for the Installation of Electrical Wiring, Equipment and Air Conditioning of Residential and Commercial Buildings, fifth re-issue dated June 1986 prepared by the Ministry of Electricity and Water, P.O. Box 41, Doha.

(r) Any Amiri Decree or current and relevant regulation, notice or circular issued by the Ministry of Municipal Affairs and Agriculture (including the previous Ministry of Public Works and the previous Ministry of Industry and Public Works), the Ministry of Electricity and Water or the appropriate local Municipality prior to the date of the newspaper advertisement to Tender.

(s) State of Qatar Law No. 32 of the year 2005 and all subsequent amendments concerning protection of environment, and all associated rules and regulations issued by the Supreme Council for the Environment and Natural Resources, obtainable from Ministry of Justice, Doha, Qatar

(t) State of Qatar Law No. 32 of the year 2002 and all subsequent amendments concerning Traffic in the State of Qatar, obtainable from Ministry of Justice, Doha, Qatar.

(u) Drafting Standards prepared by Public Works Authority.

(v) Qatar Work Zone Traffic Management Guide, Issue 0.1

B The Contractor shall be deemed to have his own copy of the Public Works Authority specifications, regulations, notices, and circulars given as (a) to (v) above.

C These Government specifications, regulations, notices and circulars are amended,

amplified and complemented by “Part 2 - Project Specification” as detailed hereafter. D In the case of any ambiguity or discrepancy, the provisions of the Project Specification

shall prevail over the provisions of the Public Works Authority published specifications.

2. GENERAL SPECIFICATIONS All design work shall be based on the design standards and specifications of Infrastructure Affairs as set out in the Qatar Highway Design Manual, the Qatar Traffic Manual, the Qatar Construction Specification, Drainage Affairs (DA) standards and all other standards, specifications and guides necessary to define the Consultant’s proposal. Where work is to be carried out for other authorities for inclusion in the Project, the standards and specifications of that authority shall be taken into account.

All Construction work shall be carried out in accordance with Qatar Construction Specifications (QCS-2010)

3. PROJECT SPECIFIC SPECIFICATIONS

Project Specific Specifications for Design Works are described separately in Part 3 of this Section – Project Design Brief and in Section C-II Specifications.

Construction works shall be carried out in accordance with Section C-II Specifications and Project Design Brief and construction requirements described herein. These requirements and Specifications shall prevail over the general specification and any other specification.

4. ADDITIONAL GENERAL AND CONSTRUCTION REQUIREMENTS (a) The Contractor shall consult the Survey Unit of the Ministry of Municipal Affairs

and Agriculture prior to any earth or other works to determine if the work is likely to disturb survey marks. If Survey Unit require a survey mark to be moved the contractor will be responsible for recreating the survey mark to an approved design and specification and for resurveying the point using survey companies approved by the Survey Unit.

The Contractor shall be responsible for the protection of the Survey marks within the boundaries of the site for the duration of the contract period and shall be liable for all costs of any remedial work required by the Survey Unit

On the practical completion of the Works the Survey Unit will issue a certificate stating that all survey marks whether disturbed or otherwise by the contractor have been reinstated or protected to the satisfaction of the Survey Unit.

In the event of failure to comply with the requirements of this Clause the Employer without prejudice to any other method of recovery may deduct the costs of any remedial work after the practical completion date, carried out by the Survey Section form any monies in its hands due or which become due to the contractor.

Where any Standard Publication, Specification, Regulation, Notice, etc. or any correspondence refers to a Government Ministry, Department, Division, Section, etc. it will be deemed to be the same as any successor Ministry, Department, Division, Section, etc. which has or may subsequently be officially promulgated by the Government of the State of Qatar.

(b) The Contractor shall maintain all pipes, cables and other apparatus during the progress of the Works.

(c) The contractor shall maintain traffic flow and access to properties including the construction, maintenance and subsequent removal of temporary road and footpath diversions as required, temporary traffic signs, kerbs, road markings, lighting etc., all to the satisfaction of the Engineer and in accordance with QCS 01-16.

(d) The Contractor shall comply with the provision of samples and testing of materials in accordance with QCS 1-9.3 and as directed by the Engineer

(e) The Contractor shall erect name board in accordance with QCS 1-12.3

(f) The Contractor is reminded of the importance of safety and that he has sole responsibility to provide all safety facilities at site, shipping and handling.

(g) The Contractor shall request a work permit at least three (3) days in advance before starting work.

(h) The Contract Programme includes preparing the design of the temporary works and securing approval for the design from the Employer prior to construction commencement. Primavera version 6 shall be used for producing the programme.

(i) The contractor shall arrange to obtain following Clearance Certificates from the appropriate authorities upon completion of the works:

(1) Municipality backfill Excavation Certificate – to certify that the site has been cleared of all debris.

(2) CGIS Survey Clearance Certificate – to certify that all the survey control stations are undisturbed.

(3) Land Information Clearance Certificate – to certify that all street name boards and signs are in satisfactory condition.

(j) The Contractor shall provide following facilities to the Engineer:

(1) Digital Camera

Approved type of digital camera (4 No) for the use of Engineer’s Representative for the duration of the contract. The camera shall be returned to the contractor at the end of the construction period. The contractor shall be responsible for maintenance of the equipment by the manufacture’s agent throughout the supply period. Batteries and all other necessary consumable items shall be provided by the contractor during the said period.

(k) Notice to Public on Road closures Upon approval from Engineer’s representative on any road closure for the purpose of carrying out the Works of PWA, the Contractor shall place a sufficient notification to the general public in local newspapers both in Arabic and English languages at least one (1) week prior to the road closure. The contents of notification shall be approved by the Engineer and the extent shall not be less than a quarter of the standard size page of a reputed local newspaper. In order to evident the notification the Contractor shall submit to the Engineer a copy as appeared on the newspaper on the same day of the notification.

(l) Media Documentary (Photographic and Video)

The contractor shall obtain a photographic and video record showing the progress of the Works in every month, and / or as necessary, in order to provide sufficient visual evidence of the progress and to record the specialized events features of the Works or other matters of interest in connection with the Works or their surroundings of the Project. Such media documentation shall be submitted to the Engineer in the form of an accepted media documental presentation, as and when required during the progress of the works and as a complete package at the completion of the project.

(m) Requirements of Utilities and Service Providers

For the purpose of this paragraph (m), “Utilities and Service Providers” means Kahramaa, Qatar Petroleum, Mowasalat, Project Municipality, MMUP, Qatar Diar, Qatar Armed Forces (QAF), Ministry of Interior – Security System Department (MOI-SSD), District Cooling Supplier, Waterway Marinas and Ports, Qatar Foundation, Qatar Museum Authority, Telecoms (Qtel and Vodafone), Ministry of Education, Ministry of Environment, ASHGHAL/IA/PWA and Privately Owned Services.

Notwithstanding any other provisions in this Contract Documents, all Works and Services related to Utility and Service Providers shall be carried out in strict compliance with the respective Utility and Service Provider’s requirements including all by laws, regulations, practices and standards adopted by them, irrespective the work is the preparation of design and specification or supplying and installation of materials, processes, equipments, etc. For all such works, the Contractor shall use and comply with the approved lists of materials, processes, equipment and employ the services of approved suppliers, manufacturers and contractors. It is the Contractor’s responsibility to obtain all information directly

from the concerned Utilities and Service Providers regarding their requirements and lists of approved contractors and suppliers at the Tender stage.
