2. Describe the impacts to the Section 4(f) property, and any avoidance, minimization and

mitigation or enhancement measures, and why they are considered de minimis as defined in

23 CFR 771.17.

There will be no negative impacts to the park as pedestrian access to the park will be improved

after completion of the project and park access will be maintained at all times throughout

construction. The Riverwalk will eventually be extended under the bridge and made with a

crushed surfacing base. Trees in the park near any work will be protected by HVIS fencing.

Adding this segment of trail will enhance the park experience and create safer pedestrian access

from 5th Street into the park. There will be temporary impacts as vegetation is cleared around the

trail extension. Existing riparian vegetation within the project area is dominated by invasive

species including Japanese knotweed (Polygonum cuspidatum), Himalayan blackberry (Rubus

armeniacus), reed canarygrass (Phalaris arundinacea), and field bindweed (Convolvulus

arvensis). All grassy disturbed areas will be seeded with a native erosion control grass mix. The

temporarily disturbed shrub areas will then be revegetated with native plant species in accordance

with the approved planting plan for the project. Shrub species in the planting plan include

Common Snowberry (Symphoricarpos albus), Indian Plum (Oemleria cerasiformis), Red

Elderberry (Sambucus racemosa), Redflower Currant (Ribes sanguineum), Vine Maple (Acer

circinatum), and Serviceberry (Amelanchier alnifolia). There will be some impacts in the park at

8th Ave NE & 5th St. NE to improve the sidewalk park access.

3. For parks, recreational facilities, and wildlife and waterfowl sanctuaries:

a. Describe the public outreach that has been or is being conducted (leave blank for

historic sites).

This project has been presented at City Council meetings and adjacent property owners

have been notified.

b. Attach written concurrence of the official with jurisdiction over the 4(f) resource

with the de minimis determination.

A letter of concurrence from the City of Puyallup is attached.

4. For historic resource, attach Section 106 documentation (include SHPO concurrence in

project-level findings (DOEs and or FOEs) and Programmatic Agreement Memos for

archaeological resources).

Request for Approval Based upon this analysis we request FHWA approval that the use of the Section 4(f) resource

described above is de minimis as defined in 23 CFR 774.17.
