SECTIONS 3.9 - STANDARD SPECIFICATION FOR ELECTRICALEQUIPMENT/SWITCHBOARDS FOR SUBMERSIBLE SEWERAGE PUMPSTATIONS

3.9.1. GENERAL

3.9.1.1 DESIGN RESPONSIBILITY

The Contractor shall prepare drawings as required in the Specification and shall be responsible forthe complete design of the Switchboard/Motor Load Centre, including supporting frames and allother details necessary to obtain proper performance of the Switchboard/Motor Load Centre andControl Panel.

All equipment shall be located and installed so that it will be readily accessible for operation andmaintenance. The Council reserves the right to require minor changes in location of equipmentprior to roughing-in, without incurring any additional costs or charges.

Switchboard design is to be in accordance with the Standard Drawings.

3.9.1.2 SITE CONDITIONS

The Contractor shall familiarise himself with site conditions, including any requirements for accessto plant and equipment.

3.9.1.3 SUPPLY AUTHORITY

The supply authority is Energex.

3.9.1.4 ELECTRICAL SUPPLY

The electrical supply to the switchboard/motor load centre will be a 415-volt 3-phase 50 Hz A.C.M.E.N. system.

3.9.1.5 TARIFF

The tariff shall be confirmed with Council prior to installation.

3.9.1.6 DRAWINGS

Complete manufacturing drawings shall be submitted to Council for approval prior to manufactureof switchboards, motor load centres, distribution boards and the like.

These drawings shall be in accordance with Section 3.9.11 in this specification.

3.9.1.7 PRIOR DELIVERY INSPECTIONS AND TESTS

Inspections and test shall be carried out in accordance with the Clause “Inspections Checking andTesting” in this specification unless otherwise specified elsewhere.

3.9.1.8 ELECTRICAL STANDARDS

All plant equipment and installation works shall be supplied and set into operation in accordancewith the following standards.

In addition to this specification all works shall comply with AS 3000 SAA Wiring Rules (currentedition), all supply authority regulations and any other relevant standard not mentioned herein.

Where more than one standard is quoted for the same item of equipment and the provisions ofeach standard are in conflict, the Consultant’s decision upon which standard takes precedence,shall be final and binding.

Standards referred to in the body of the Specification shall also be complied with.

3.9.2 ELECTRICAL SWITCHBOARDS

3.9.2.1 This Contract includes the design, manufacture and installation of a switchboard, all theswitchgear, control and operating equipment specified herein for all the electrically operatedequipment included in this Contract.

3.9.2.2 The installation of the switchboards shall include the supply and installation of all cabling andconduits required to bring power to the switchboard and to take power and control to thesubmersible pumps.

3.9.2.3 The switchboard shall be a free standing cabinet type all enclosed, drip proof and vermin proof ofsubstantial angle iron framework covered with 2mm galvanised or zinc anneal sheet steel withhinged doors. All joints in the cabinet and doors shall be welded and ground smooth and shall befree from crevices. Lifting lugs shall be provided to the switchboard cabinet with suitablereinforcement of the cabinet frame. Switchboards shall be provided with a hot dip galvanisedplinth. The plinth shall be mounted on a suitably sized concrete slab. Mounting bolts shall be hotdip galvanised. The concrete slab shall be 100 thick reinforced with F62 mesh.

3.9.2.4 The cabinet shall be accessible from the front by steel hinged doors with hand operated heavy-duty C.P. lockable latch fasteners. The arrangement of doors shall be approved by theConsultant. Preferred brand of locking device Selectrix 1107-SCCO5 swing handle complete withlocking rod and rollers.

3.9.2.5 Ventilation openings shall be formed in the cabinet steelwork to ensure maximum thermo-siphoneffect and shall be covered by bronze gauze with mesh openings. The gauze shall be retained bymetal framing and secured by C.P. counter-sunk M.T. screws. Ventilation shall ensure thetemperature rise within the cabinet does not exceed 8°C above ambient temperature.

A solar vent with 75mm snap top, deck plate and stainless steel cover (Nicro-Marine or equivalent)shall be incorporated in the roof of the cabinet.

3.9.2.6 Regulation clearances shall be observed from walls and the switchboards shall be readilyaccessible for adjustment or repair. The cabinets shall contain at least 20% spare space.

3.9.2.7 All steelwork shall suitably primed and painted and the whole cabinet shall be enamelled andfinished on the outside with COOLROOF paint system. Internally the cabinet and any panellingwithin the cabinet shall be primed and painted and finished off in white enamel.

3.9.2.8 Panels shall be 1.6mm zinc anneal sheet steel suitably stiffened by folded edges or securely fixedto the angle iron framework. Panels shall be hinged on a full-length hinge (Piano type) and shallbe capable of being opened 120°. Panels shall be stayed.

3.9.2.9 The backs of panels shall be finished off in white synthetic lacquer. Small wiring shall be polyvinylchloride insulated wiring in standard colours laid parallel to the edges of the panels and terminatedin approved lugs or terminal clips.

3.9.2.10 Control wiring terminals shall be provided and clearly labelled for identification and readilyaccessible for connection to relays, motors, starters, etc. All control cables shall be numbered atboth ends of cable and such numbers shall be included on the wiring diagram to be supplied underthis Contract.

3.9.2.11 All parts of the equipment shall be securely fixed by lock washers or lock nuts to preventloosening. The cabinet shall be provided with properly bushed openings to provide for the ingressand egress of cables.

3.9.2.12 Approved plastic nameplates with engraved lettering shall be screwed to all the equipment of theswitchboards identifying the particular unit of the plant to which it is connected. Motors shall also

have nameplates attached to identify them with respect to the switchboard. A nameplate warningthat the pump motors are fitted with PTC thermistors in the motor windings shall also be fitted tothe switchboard. All nameplates shall be fixed to switchgear panels or cabinet using metal threadscrews.

3.9.2.13 The Contractor shall provide earthing facilities.

3.9.2.14 All operating coils and their circuits, including hour meters, shall be protected by approved circuitbreakers grouped and labelled for easy reference.

3.9.2.15 The main and all subsidiary circuit breakers shall be in accordance with AS 3111.

3.9.2.16 Circuit breakers shall incorporate auxiliary fault contacts for connection into fault circuits.

3.9.2.17 All relay apparatus and mechanisms other than contactors shall be fully enclosed separately indust-tight containers. Exposed live metal shall be shielded to prevent accidental shock.

3.9.2.18 Contractors shall conform with AS 1029 and shall be adequate for the duty. Rated values forcontactors are as set out below:-

Rated Duty - Uninterrupted to Class 0.1

Making and Breaking of Capacities - To suit motors installed

Utilisation Capacity - Category AC4 on Motor Rating

Mechanical Endurance - 3

Electrical Endurance - 1

3.9.2.19 Pushbuttons shall be of the industrial protected type with one make and one break contact perelement. The start and stop elements shall not be combined into one assembly. Contacts shallbe double make-break and the mechanism shall provide pre and post-button movement withguidance free from binding or jamming.

3.9.2.20 Indicator lamps shall be neon industrial types. The bezels shall be approximately 25mm across,flush or nearly flush with the panel.

3.9.2.21 Indicating instruments shall be in accordance with ASD 1042 as to the "accuracy class" hereinspecified and shall be calibrated and marked accordingly as having complied with thisrequirement.

3.9.2.22 All wiring shall be PVC insulated of 600/1000-volt grade complying with all relevant AustralianStandards.

3.9.2.23 All wiring shall be looped and no joints will be permitted. Any wiring in which there are kinks orabrasions will be condemned and shall be removed and replaced by the Contractor at its ownexpense.

3.9.2.24 All cables shall be terminated in approved crimp lugs, or terminals of equipment or other approvedterminators.

3.9.2.25 All cables shall be sized to allow for thermal derating where cables are grouped. No derating isrequired for control cables but power cables shall have a derating factor of 0.38 applied thereto,unless the Contractor can show that a different derating is applicable, allowing for futureexpansion.

3.9.2.26 All electrical work shall be strictly in accordance with AS 3000 - SAA Wiring Rules, AS 3008 -Electrical Installation - Selection of Cables, the requirements of the Supply Authority and to theapproval of the Consultant and shall be carried out in a neat and workmanlike manner.

3.9.2.27 For sewerage pump stations, cable entry into panel shall be sealed to prevent methane gas fromentering switchboard.

3.9.2.28 Equipment to be supplied in the switchboards shall comply with the following standards as definedin AS 1136.

(a) Degree of protection I.P.53(b) Safety measures shall comply with Measure 1 or Measure 2.(c) Segregation shall generally be Form 2 with the incoming cable zone mutually segregated

within the cubicle.

3.9.2.29 All sub-circuits, which contain G.P.O.’s, shall be protected by an approved earth leakage typecircuit breaker or 20mA sensitivity except the GPO for telemetry.

3.9.2.30 The Contractor shall supply and fix within the motor control switchboard, a complete wiringdiagram of the entire electrical installation. The diagram shall use Australian Standard symbols toAS 1102 with colour coded, numbered reference and shall be of a size not less than 841mm x595mm. A schematic arrangement only will not be acceptable. A point to point layout isrequired. Before final payment is made on the Contract, the Contractor shall supply two additionalcomplete copies of the wiring diagram (modified as necessary) and marked "As Constructed",dated and signed by the Contractor.

3.9.2.31 The starter windings shall be protected by adjustable thermal overload protection fitted on all threephases and these shall be laboratory calibrated for the particular motors accepted. Under voltageprotection shall be inbuilt with the main starter contractors.

3.9.2.32 Thermal overload relays shall be three phase non-ambient compensating type having singlephasing protection. The relays shall be push button resetting type and shall be complete withauxiliary contacts for overload indication lights. Thermal overload relays shall comply withAustralian Standard AS 1029.

It is the responsibility of the Contractor under this Contract to ensure that all wiring andmotor starters are compatible with motors being supplied.

3.9.2.33 Segregation shall be effected primarily by sheet metal panels, of not less than 1.6mm thickness.Segregation around busbars shall be by means of insulating material to comply with BS 1137 type1, or fibreglass, or other approved material. Unplasticised PVC is not acceptable without writtenapproval from the Council.

3.9.2.34 The switchboard shall be front connected and shall include the following equipment together withall necessary nameplates, wiring and accessories.

(a) One main switch, all insulated, triple pole, 500 volts rating, for connected load of station.

(b) One volt meter, 0-500 volts with rotary selector switch and fuses.

(c) Provide one switch, triple pole, 500 volts rating, for each pump. Each switch to haveauxiliary contacts wired into the fault circuit.

(d) Starter contactors and ancillary equipment.

(e) Thermistor – actuated relays for thermal overload protection of motors with provision formanual reset.

(f) Manual latching stop, start, lockout and reset stations for each pump.

(g) Indicator and fault lights for each pump. Indicator lights shall be coloured as follows:-

Green – RunningBlue – StoppedAmber – Fault

(h) Provide (1) cyclometer type hours run indicators for each pump.

(i) Circuit breakers to AS 3111 with trip interlocks rated to protect the mains and the circuits ofeach pump motor and all subsidiary circuits.

(j) Circuit breaker for water void circuit for the pumps.

(k) One ammeter and circuit breaker for each pump.

(l) One neutral link and earth busbar.

(m) One 18 watt fluorescent luminaire in the control cubicle controlled by door switch.

(n) One GPO – RCD Protected.

(o) Switchgear and control gear assemblies shall comply with AS 1136.

(p) An auto/off/manual switch for each pump.

(q) A Duty 1/Off/Duty 2 Switch – To auto change to other duty on fault.

(r) Motor Isolators to be of an approved lockable type and barriers provided.

(s) Phase failure protection shall be provided on the line side of the starters to ensure that onlybalanced three-phase power is provided to the starters.

Power shall be automatically restored and protection reset subject to a suitable time delayon an adjustable 0 to 60 seconds timer.

(t) Pump motors over 5KW shall be thermally protected by P.T.C. thermistors incorporated inthe motor windings.

(u) The Contractor shall provide for each pump manual reset facilities in the event that one ofthe following fault conditions occurs:-

• Thermal overload of starter windings.

• P.T.C. Thermistors on motor overheat.

3.9.2.35 SWITCHBOARD BUSBARS

Provide the switchboard with a hard drawn high conductivity copper busbar system capable ofwithstanding the thermal and magnetic stresses set up by the fault current specified.Busbars shall be rated to ensure that the temperature rise of busbars and connections under fullload does not exceed 40°C with current calculated on main switch rating.

The busbar supports shall be of an approved insulating material. Provide secondary insulationthrough the supports to prevent tracking paths between phases and earth. All insulating materialshall comply with B.S. 1137 type 1 or shall be glazed porcelain.

All busbars shall be fully insulated indicating phase designation or fully enclosed and must beseparated form the cabling areas. Circuit wiring shall not be installed within the busbar areasexcept for instrument, potential and current transformer connections which shall be as short aspossible and effectively clipped or clamped in position clear of the busbars.

All busbar joints shall have minimum clearance holes and shall utilise steel bolts and Bellevillewashers, correctly tightened.

Interconnections between busbars and take off shall be as short as possible and rigid.

Provide separate full length neutral and earth bars of adequate size.

3.9.2.36 SWITCHGEAR

3.9.2.36.1 ISOLATOR SWITCHES

(a) Where isolator switches are required they shall be rated “fault break and load make”and shall comply with AS 1775.

(b) Isolator switches shall be fully enclosed within the switchboard and the isolator mustbe rated for fully enclosed duty. Each isolator shall have visual indication of the “ON”and “OFF” position of the unit. All isolators shall follow a consistent pattern ofON/OFF positions.

(c) Unless stated otherwise, the following details apply to each isolator switch:-

• Type of switching shall be “independent manual operation”

• Rated duty shall be eight (8) hour type duty

• Utilisation category shall be AC23

3.9.2.37 INSTRUMENTS

3.9.2.37.1 METERS

Meters shall be nominally 100mm square and shall comply with AS 1042 and the followingdetails.

3.9.2.37.2 VOLTMETER

Quadrant scale, with fuse protection, accuracy Class 1.5, moving iron, taut band suspension,fine line pointer, magnetic shielding, dustproof construction and flush mounting.

The voltmeter shall have a selector switch to enable the measurement of voltage of eachphase to neutral, or phase to phase, one at a time. The selector switch shall also have an“off” position and shall be suitably labelled.

3.9.2.37.3 AMMETERS

Quadrant scale, accuracy Class 1.5, moving iron, taut band suspension, fine line pointer,magnetic shielding, dustproof construction and flush mounting. Ammeters shall be wiredpermanently to current transformers for continuous current reading of each phase.

3.9.2.37.4 SCALE RANGE

Scale range shall start at zero and shall be such that the anticipated maximum pointerdeflection shall be approximately 80% of the scale range.

3.9.2.38 CURRENT TRANSFORMERS

Where instrumentation requires the use of current transformers for ammeters, kWH meters, MDIsand the like, current transformers may be connected to supply more than one instrument wherethis is practical, provided the current transformers can supply the total burden at the highestaccuracy required.

Current transformers shall be of toroidal construction, firmly fixed in place. Wound primary currenttransformers will not be accepted. Where busbars are used, provide a removable section ofbusbar through each CT. Where cables are used, provide a bolted joint in the cable within the CTchamber. Support busbars within 300mm of each side of CT. Mount all CTs with within a metalenclosure, with paper bakelite shrouds around busbars or cable passing through this chamber.Supply and install short circuiting links on a CT terminal board adjacent to each group of CTs.Carefully label each terminal on each CT terminal board.

Current transformers shall be rated to match main switch ratings, shall comply with AS 1675 andshall be of accuracy 1.0 or better at the output required by connected meters. Connecting cablesbetween CTs and meters shall be minimum of 4.0 sq. mm cross section, and the loadingrepresented by these cables shall be taken into account.

3.9.2.39 AIR CIRCUIT BREAKERS

Air circuit breakers shall be fitted with adjustable inverse time delay over-current trip instantaneousover-current rip with adjustable time delay, and instantaneous earth fault protection, (submitprotection characteristics for approval) stored energy spring operated contacts and shall be able towithstand a fault level of at least 31 MVA at 415 volts when tested to AS 1930. All trips shalloperate on each phase, and shall be adjusted to the satisfaction of the Supply Authority andCouncil to discriminate with the back-up protection provided, Supply Authority protection, and alsoswitchgear fitted to switchboard as shown on drawings under through fault conditions.

Supply and install in a clear plastic envelope within the switchboard cabinet a set of operatinginstructions, showing the optimum settings and how to set up and adjust all breaker settings.

Circuit breakers shall be arranged for electrical push button operation (both to open and to close)but shall also operate under conditions of zero terminal volts (extreme fault conditions).

3.9.2.40 MINIATURE CIRCUIT BREAKERS

Circuit breakers shall be moulded case miniature air circuit beakers which shall give overload andshort circuit protection and shall have an interrupting capacity of at least 600A in accordance withAS 3111 and AS 2184. Circuit breakers shall operate correctly both in fault protection and faultdiscrimination with the specified back-up protection.

All circuit breakers shall grade correctly with submain protection as shown on drawings, at allconditions of prospective fault, including upgrading of system supply. In situations where thefuses shown do not comply with the circuit breaker manufacturers rated back-up fuse, fitadditional fault back-up fuses to the distribution board section containing the circuit breakers.Arrange the protection so that the flexibility of loading of the switchboard, as shown on drawings ismaintained, and that the back-up fuses grade correctly with submain protection.

Each circuit breaker shall house an auxiliary contact to be wired into the appropriate fault circuit.

3.9.2.41 WIRING

All wiring, components and accessories shall be wired in accordance with the approved wiringdiagram. The circuitry shall be such, in conjunction with the equipment and accessories used, asto prevent re-cycling and feedback and shall “fail safe”. “Fail safe” shall mean that in the event of amotor fault, the control coils of relays etc., shall de-energise and remain de-energised until thecircuitry has been re-set manually by means of the fault re-set pushbuttons. Failure of theprotection circuit relays shall prevent motor operation and shall indicate as a motor fault. Thewiring shall be of adequate size, a minimum of 10 Amp rating, multi stranded copper conductors,insulated with different colours for power and control, and with numbered annular plasticidentification ferrules at both ends of each wire. Corresponding numbers shall be shown on thewiring diagram. Mains circuit wiring shall be phase colour identified, red, yellow, and blue.Connections to external control wiring and auxiliaries shall be through numbered terminal strips.The terminals of strips or equipment shall not bite or indent the wire but shall clamp the wire witha plate, or use solderless crimp lugs. Terminals for connection of thermistor wiring shall beclearly labelled “THERMISTORS – DO NOT TEST ABOVE 2.5 V”.

Wiring of the switchgear and apparatus shall be neatly laid out for easy tracing of the circuitsusing the wiring diagram supplied under this Contract.

All wiring shall be carried out in heavy gauge, rigid thermoplastic conduit and in accordance withSAA wiring rules, AS 3000 Part 1 latest revision and to the approval of the Council.

All wires and cables shall be from new stock and of 250 volt or 660 volt grade in accordance withAS 3147-1972 PVC sheathed and must be approved by the Council. All wiring shall be loopedand no joints will be permitted. Earthing conductors shall be of a size not smaller than 4.0mm2,and for motors of 17.5 kW and over the earthing conductors shall be 10.0mm2. Earthing facilitiesare to be provided in this Contract. All switches, junction boxes, etc. shall be suitable forconnection to the conduit used, and no bare copper conductors shall be visible at connection ofcircuit breakers etc.

All cables larger than 2.5mm2 shall terminate in approved lugs or terminal clips. Insulation ofcable lugs and clips shall be by means of approved adhesive plastic tape and sleeving. Whenstranded cables are connected to apparatus by means of pinching screws, the stands shall besoldered together and precautions taken to prevent damage to the insulation by heat during theprocess.

3.9.2.42 CABLE ENTRY/PUMP REMOVAL

The cable way between panel and conduit entry (cable way) shall have a plug/isolation switchbase for each pump to allow isolation and removal of pump/motor out of well.

3.9.3 ELECTRICITY SUPPLY

3.9.3.1 The power supply to the switchboard shall be 415 volts, 4 wire, 50 Hz A.C. drawn from the localElectricity Supply Authority's aerial or underground mains.

Council will lodge the application for connection to Energex upon request from the Contractor.

3.9.3.2 The Contractor shall be responsible for running supply (aerial or underground as directed byCouncil) from the Energex point of attachment to the switchboard.

3.9.3.3 Electricity Supply Authority meters shall be housed inside the switchboard.

3.9.4 UNDERGROUND CABLING

3.9.4.1 Installation shall be performed entirely in accordance with the requirements of AS 3000. Anunderground marking tape in accordance with the requirements of AS 2648 shall be installedwithin the cable trench approximately 150mm above the cable, to act as a warning of thepresence of the buried cable below.

3.9.5 CONDUITS

3.9.5.1 Conduits shall be heavy duty rigid P.V.C. conduit to comply with Australian Standard 2053. Alljoints in P.V.C. conduits shall be carefully glued according to manufacturer’s recommendations.All outlet boxes in P.V.C. conduit systems shall be carefully fixed in position.

3.9.5.2 Expansion joints shall be inserted at intervals to S.A.A. rulings, whether conduits are cast in orsurface mounted. Conduits shall be supported, allowing for expansions, at distances notexceeding 600mm.

3.9.5.3 The number of wires installed in any conduit shall not exceed 75% of the maximum number givenin Australian Standard As 3000.

3.9.5.4 Minimum size of conduit shall be 25mm nominal diameter. Should any conduit not comply withthe Specification in regard to gauge, bore etc., the whole of the particular batch of conduit, bothinstalled and to be installed, may be rejected.

3.9.5.5 Conduit and fittings shall be free from burs and projections. Conduits shall be installed and fixed inposition before cables are drawn in. Conduits shall be plugged or capped using a suitable cap atall times to prevent entry of water or other foreign matter until fittings are installed. The Contractorsshall clean and dry all conduits by pulling a brush or plug of cloth through the conduit beforeinstalling wiring. Conduits shall be run neatly square with building members.

3.9.5.6 The Contractor shall install inspection fittings and draw-in boxes throughout to ensure a completedraw-in system is provided. All outlet boxes shall be of suitable size to accommodate fittings,wiring, etc., and the conduits to be connected. No holes shall be knocked out or drilled exceptthose used for the entry of conduits. Wiring to equipment shall be enclosed in flexible P.V.C.conduit adequately anchored.

3.9.5.7 Intermediate boxes, elbows and tees shall not be used in conduit installed in concrete, blockwork,brickwork or otherwise where not accessible after installation. Easy sets in conduit shall be usedin preference to normal bends. Sets in conduit must retain the cross-section of the straightconduit. Any flattened or kinked conduit will be rejected.

3.9.5.8 Where conduits are cast into concrete, only one circuit shall be installed in each conduit.Conduits for each circuit shall be interconnected at their last outlet point so that there are two (2)conduit paths to each outlet.

3.9.5.9 Each conduit which crosses a building expansion joint shall be laid in two sections jointedtogether with P.V.C. flexible conduit such that the flexible conduit extends 300mm on each side ofthe expansion joint.

This flexible conduit shall be enclosed wholly within a protective sleeve of P.V.C. flexible conduitwith least 3mm clearance all around and the ends of the protective sleeve shall be closed toprevent the entry of concrete or other foreign matter.

3.9.6 LIGHTING

3.9.6.1 The Contractor shall supply and install a 100w Mercury Vapour floodlight on a power pole adjacentto the pump station. The floodlight switch shall be located in the switchboard (viz. the floodlight tobe turned on as required from the switchboard).

3.9.7 LIGHTNING PROTECTION

3.9.7.1 Suitable lightning protection devices shall be installed on the incoming power mains to directpower surges to earth. The earth conductor from the main switchboard shall be run as directly aspossible to an earth stake which shall have a resistance of less than 0.5 ohms.

3.9.7.2 All electronic equipment shall have individual protection against both lightning and power surges.

3.9.8 RADIO TELEMETRY CONTROL

3.9.8.1 Radio telemetry equipment shall be provided in the switchboard. Telemetry equipment shall beRadtel Series 3000 RTU.

3.9.8.2 All wiring from the telemetry terminal strip to the telemetry remote terminal unit shall beundertaken by the Contractor under the supervision of the Water and Sewerage Technical Officer –Mechanical & Electrical. The Contractor shall also provide for aerial connection and supply ofYAGGI aerial.

3.9.9 LEVEL CONTROL – SEWERAGE WELLS

3.9.9.1 Pump operation shall be triggered by signals from Multitrode Level Control Probes.

3.9.9.2 A float controlled switch shall be installed 300mm beneath the overflow level and shall beconnected to the high level alarm on the telemetry.

3.9.10 INSPECTIONS CHECKING AND TESTING

3.9.10.1 INSPECTIONS AND TESTS

Tests and inspections will include, but will not necessarily be limited to, the following:-

(a) The inspection of switchboards, cubicles and other items fabricated from sheet metal whenassembled prior to wiring.

(b) The inspection of completed switchboards, cubicles and other items after completion ofwiring and prior to delivery. Acceptance tests shall be completed to the satisfaction of theConsultant before the equipment will be released for delivery.

3.9.10.2 DELIVERY ACCEPTANCE TESTS AND INSPECTIONS

Tests may include insulation, earth continuity, operational sequence and interlocking checks andany tests detailed in the Specification or appended Specifications.

The Consultant may also wish to satisfy himself that the items tested and inspected comply withthe requirements by further testing.

3.9.10.3 INSTALLED TESTS

Tests shall include:-

(a) Complete circuit checks (including control cubicles and load centres) of each cable,termination and circuit component, against the drawings. These drawings shall be markedoff accordingly and erroneous designations corrected to the satisfaction of the Council.

(b) Insulation tests with 1,000 volt “Megger” on all low voltage busbars, cables and equipment.Insulation resistances of a complete circuit shall be measured from the isolator contacts.

Note: Care must be exercised not to “Megger” test sensitive equipment, such asthermistors and other solid state equipment.

(c) Operational checks and tests including phase rotation, motor rotation, polarity, fuse ratingsand overload and protection settings and operation of protection equipment.

(d) Primary or secondary current testing of protection circuits and operation of protectiverelays.

Checks and tests shall be witnessed by the Council’s representative. An electrical test sheetshall be completed and submitted to Council as required.

All installations, circuits and sub mains shall be tested in accordance with AS 3000, and theSupply Authority Regulations.

3.9.11 DRAWINGS

3.9.11.1 DRAWING NUMBERS

Council may allocate drawing numbers for use on construction drawings. The Council numbershall appear in the title block in addition to any other number.

3.9.11.2 MANUFACTURING DRAWINGS

Complete drawings shall be submitted to the Council for acceptance prior to manufacture ofswitchboards, motor load centres, distribution boards and the like.

Minimum level of drawing presentation shall be to current editions of AS 1000, AS 1100, AS 1101and AS 1102.

These drawings, in a table format, shall show layouts, dimensions, construction details,equipment electrical ratings, system and circuit diagrams, distribution system protective deviceco-ordination with sizes and settings of protective devices, maximum demand, voltage dropcalculations, cable types and sizes and lengths.

At the time at which drawings are submitted for review and acceptance, complete data including,type test certificates and samples, where required and catalogue information on all electricalequipment covered by the drawings, shall be submitted.

Complete equipment schedule information shall also be provided at that time. The submittal shalllist the manufacturer, trade name and model (where applicable) and any other information whichmay be required by the Council in identifying the item and determining its acceptability.

3.9.11.3 SITE RECORD DRAWINGS

A neatly marked set of site record drawings showing all interconnections shall be maintained.Drawings shall be kept current with the work as it progresses and shall be subject to inspectionby the Council at any time.

A list of the site record drawings available for inspection shall be given to the Consultant on thefirst day of each month.

3.9.11.4 AS CONSTRUCTED DRAWINGS

One A1 set and one A3 laminated set (refer Section 3.9.11.4.3) of all as constructed electricalequipment diagrams shall be submitted to Council and be approved prior to the works being ON-Maintenance. (Electrical drawings shall also be provided in the Operations and MaintenanceManuals. Refer Section 4.3.) A computer aided drafting system compatible with AutoCADVersion 12, 13 or 14 shall be used to draw all drawings.

In addition to other requirements the following information shall be shown and shall comply withthe Council’s standards:-

3.9.11.4.1 SYSTEM DIAGRAMS – FULL FINAL DETAILS INCLUDE

Busbar, circuit breaker, switch and fuse ratings, circuit numbers, cable sizes, voltage dropand maximum demand.

Protection relay data and settings.

3.9.11.4.2 CIRCUIT DIAGRAMS

Correct circuitry with all details, wire numbers and cross-referencing, including telemetryconnections.

In addition, cubicle design, equipment layout and specifications.

Results of the radio survey shall also be recorded in text.

3.9.11.4.3 LAMINATED DRAWINGS FOR SWITCHBOARD

One complete set of laminated “as constructed” electrical schematic drawings on A3 sizeare to be located in the switchboard.

Note:

The A3 sized drawings are to be of high quality, if not, the drawings are to be sizedA1.

3.9.11.4.4 COMPUTER AIDED DRAFTING

One complete set of “as constructed” drawings on IBM formatted 3.5 inch floppy disks shallbe supplied. The drawings shall be compatible with the AutoCAD version 12/13 or 14 and besupplied in DWG or DXF format.
