All rights reserved Any unauthorized reproduction of this manual, in any form is prohibited 3.2 Shipboard Organization 3.2.1 Shipboard organization in general The Shipboard Organization is an integral part of the Company Management Structure. The Master acts as Shipboard System Coordinator, responsible for all aspect of services provided to the Ship-owner. He is assisted in this important task by other members of the Shipboard System Management Team. The Master heads the Shipboard Management Team and is responsible for organizing and conducting regular meeting. The purpose of the team is to manage the vessel safely and efficiently, in accordance with Company policies and requirements, and to inform the managing office of any deficiencies/problems that may affect the safe/efficient operation of the vessel. The Shipboard System Management Team should encourage a spirit of teamwork and help to raise awareness of the need to fulfil Company requirements. This organization is to be used for guidance only as crewmembers are expected to help out their colleagues as circumstances dictate. Vessel operating on specialized trade will carry additional/alternative ranks and ratings as advised by the company whose responsibilities will be defined by Shipboard System Management Team in conjunction with the Company. 3.2.2 Function of shipboard Organization Competencies for all of the tasks, duties and responsibilities that need to be performed on board can be grouped together to form self-contained shipboard "Functions". Functions identify more distinct groups of skills, abilities and responsibilities than those established by conventional departmental divisions, which form the basis of standard of competence. The principal standards of competence are defined for in the following "Functions": Navigation Cargo Handling and Stowage Controlling the operation of the vessel and care for person on board Marine Engineering Electrical, electronic and control engineering Maintenance and repair Radio communications. The standards of competence are defined in three levels of responsibilities: 1) Management Level that means the level of responsibility associated with:

serving as Master, Chief Officer, Chief Engineer, 2nd Engineer on board a vessel, and

ensuring that all the functions within the designated area of responsibility are

properly performed. 2) Operational Level that means the level of responsibility associated with: serving as officer in charge of a navigational or engineering watch or as radio

operator on board of vessel and maintaining direct control over the performance of all functions within the

designated area of responsibility in accordance with proper procedures and under the direction of an individual serving in the management level for that area of responsibility.

3) Support Level that means the level of responsibility associated with performing assigned tasks, duties or responsibilities on board a vessel under the direction of an individual serving in the operational or management level. 1) Management Level: corresponds with senior officers 2) Operational Level: corresponds with junior officers 3) Support Level: corresponds with ratings.
