1.5 Drug and Alcohol Policy 1) Univan Maritime(H.K.) Limited supports the International chamber of

Shipping (ICS) and Oil Company International Marine Forum (OCIMF) Joint guidelines for control of drug and alcohol on board ships.

2) The misuse of prescribed drugs, or the use, possession, trafficking or sale of illicit or unprescribed controlled drugs on board is prohibited.

3) Any breach of the company’s policy on drugs will result in the instant dismissal of person(s) concerned. Similarly, any breach of the policy relating to alcohol abuse will result in disciplinary action. This may well extend to dismissal.

4) The company permits carriage and consumption of alcohol on board provided the following condition are met: a) No seafarer shall navigate or operate any ship’s equipment whilst

his judgement is impaired by alcohol. b) All seafarers at all times whilst on board a ship must be able to

respond at any time to an emergency. c) A seafarer shall not report for duty or work with a theoretical Blood

Alcohol Content in excess of 0 mg /100 ml (see section 5.2.3 for method of determining theoretical BAC).

d) A period of 4 hours of abstinence from alcohol to be observed prior to scheduled watch keeping duty or work period.

e) Whilst employed on board a ship, no seafarer shall consume more than 3 units of alcohol within a 24 hour period, either on board the vessel or ashore.

f) At no time should seafarers, or any person connected with the ship business, be intoxicated or have BAC in excess of 40mg/100ml at any time whilst on board the ship.

g) Although USCG accepts a mandatory 4 hours abstinence period prior to reporting for duty, all Univan vessels trading to USA shall adopt a “dry ship” policy whilst in US waters –(see note 2). To this end, all alcoholic beverages are to be placed under lock and key prior to entering U.S. waters and released only after leaving U.S. waters from U.S. ports.

5) All seafarers will, in their pre- employment and routine medical checks, be screened for alcohol and drugs abuse.

In addition, the company participates in the U.S. Customs Sea Carrier Initiative agreement for all vessels and the Drug Testing International’s Drug and Alcohol Screening and Certification Programme for tanker vessels which involves post incuident “for cuase” testing and random drug and alcohol testing. Note1: Blood alcohol concentration (BAC) is measured as the number of milligrams of Ethanol in every 100 mililitres of Blood. Note2: “U.S.” waters are defined as ‘the United States Exclusive Economic Zone. THE CONSUMPTION OR POSESSION OF ALCOHOLIC BEVERAGES ON ALL TANKERS IS BANNED
