SECTION 1 –INTRODUCTION: AERIAL BUCKET TRUCKPART 1 - GENERAL

1.01 DESCRIPTION

A. SFMTA seeks to purchase an Aerial Bucket Truck. This Section covers the basic requirements for providing new Aerial Bucket Truck.

1.02 SUBMITTALS

A. The Contractor shall submit the following for SFMTA’s approval:

1. Drawings and manufacturer’s instructions for Aerial Bucket Truck components and assemblies, prior to ordering. All drawings shall indicate dimensions, material, and all other required technical information.

2. Certifications: Submit documents to certify that the materials and equipment conform to the Referenced Standards indicated.

3. Training Programs and Materials: Prepare and submit Training Programs and Materials for City personnel.

PART 2 – GENERAL EQUIPMENT SPECIFICATIONS

GENERAL REQUIREMENTS:The Contractor shall provide all labor, equipment, materials, and accessories required to complete the procurement of the truck as specified with these Specifications. Unless otherwise noted, the Contractor shall provide materials that are products of manufacturers who regularly engage in the production of such materials and equipment, and are of the manufacturers' latest approved design. Before commencing work, the Contractor shall obtain the Engineer's approval on all equipment and materials.

SPECIFICATION OUTLINE:The following specifications for a 4x2 Dual Rear Wheel (6), 19,500 lbs. GVWR Aerial Truck with a utility body is divided into four complete sections. The first section outlines the overall specification requirement. The second details the chassis portion of the truck. The third section refers mostly to the aerial device that is to be mounted onto the truck chassis. The fourth outlines the utility body. The truck shall be delivered complete with all equipment and accessories necessary for safe and efficient operation, ready for immediate job site operation within the City and County of San Francisco. The truck shall comply with the manufacturer’s current model aerial truck, with additions and deletions as contained herein.

MANUFACTURING, MATERIAL AND DESIGN PRACTICES:It is intended that the manufacturer, in the selection of components will use material and design practices that are the best available in the industry for the type of operating conditions to which the unit will be subjected. Engine, suspension, wheels, tires and other component parts shall be selected to

address the performance requirements of this specification. All parts, equipment and accessories shall conform in strength, quality of material and workmanship to recognized industry standards.

HEAVY DUTY TERMINOLOGY DEFINED:The term “heavy duty” as used in these specifications shall mean that the item to which the term is applied shall exceed the usual quantity, quality or capacity supplied with standard production unit(s) and it shall be able to withstand unusual strain, exposure, temperature, wear and use.

ALTERNATES:When the specific name of a manufacturer, brand or make, with or without model number, is used in describing any item in this specification, bids for similar articles will be considered unless otherwise stated. Bidders may also propose items of equivalent features or manufacturer’s updated part or part number. SFMTA shall be the sole judge as to whether such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will be assumed to be the specific article named in this specification. If not offering the specific article named, bidder must enclose with its bid full information, specifications and descriptive data on alternate items offered. SFMTA reserves the right to permit deviations from the specifications if any article offered is substantially in accord with SFMTA’s specifications and is deemed by SFMTA to be of as good quality and as fully satisfactory for its intended use, Bidder is responsible for identifying any deviations from SFMTA’s specifications. Bidders should not assume an alternate offered is an approved equal. SFMTA will evaluate the alternate and inform the bidder if the alternate is acceptable. SFMTA must approve all alternates.

CONDITIONAL MODIFICATIONS:Potential variances of a specific truck manufacturer’s chassis may require variances in the aerial and body mounting and design to some degree. Therefore, bidders shall clearly and completely outline all areas needing such modifications.

GENERALITIES:To allow for manufacturer’s specific designs, and ensure a level of competitiveness, we have left certain areas of our specifications general by design. In such cases, the items being referred to may be general, but adherence to the requested end product and /or result must be met. This is especially important in areas where critical dimensions, capacities, grades of steel, etc. are specified. In the cases where the word SHALL is used, no substitution will be allowed.

MANUFACTURER’S SPECIFICATION:Complete manufacturer’s specification, published literature and photos or illustrations of unit proposed, should be furnished with bid. Only new models in current production that are catalogued by the manufacturer and for which printed literature and specifications are available will be accepted. Bidders shall prepare and submit their own proposals addressing each section, item or component of these specifications, indicating full compliance without exception, or explaining in detail any exception, deviation or non-compliance. Bidders should not simply submit a copy of these specifications as their proposal nor should they submit copies of manufacturer or third party quotations as a response to the City’s bid solicitation.

MANUFACTURER'S STANDARD EQUIPMENT:All equipment and components listed as standard by the manufacturer for model quoted shall be furnished whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc. Optional equipment as necessary to meet the following requirements of this specification shall also be supplied. Should the requirements as specified not comply, the manufacturer is required to re-figure and revise the specifications to meet all laws, rules and regulations where it applies to items such as the ratings of axles, tires, rims, brakes, batteries, cooling capacity, etc. and the City is to be notified thereof.

APPLICABLE DOCUMENTS AND CERTIFICATIONS: Specifications on the following pages are written with the intent to comply with all applicable documents and certifications, but the final responsibility to comply shall rest with the vendor and not the City of San Francisco. The successful bidder shall adhere to the standards set forth by the following agencies:

Federal Motor Vehicle Safety Standard, Department of Transportation. State of California Motor Vehicle Code. State of California General Industrial Safety Orders. State of California Health and Safety Code, Motor Vehicle Pollution Control. California Occupational Safety and Health Act (OSHA) and the EPA Society of Automotive Engineering Standards. American Society of Mechanical Engineers (ASME). American National Safety Institute (ANSI) An MSDS (Material Safety Data Sheet) shall be supplied for all fluids used. All emergency warning light provided and/or installed for the City and County of San

Francisco shall meet the California State Vehicle Code, Title 13 for the appropriate application.

The vendor shall provide a copy of the manufacturer's certification to theCalifornia Code of Regulations, Title 13, "Motor Vehicles" rules andregulations if requested by the City and County of San Francisco

DEMONSTRATIONSThe City reserves the option to request, and the bidder shall agree to provide, an “on the job demonstration and evaluation” for SFMTA personnel before acceptance of contract in the event performance of unit proposed is not familiar to the City. If requested by the City, a demonstrator unit shall be made available prior to award and provided at no additional cost to the City. Time and amount of hours required for such evaluation shall be as determined by the City. Only units meeting the intent of these specifications will be considered. Time and amount of hours required for such evaluation shall be as determined by the City.

OPERATIONAL NOISE STANDARD:Noise level shall be in conformance with standards established by Local, State and Federal Agencies. City personnel for noise requirements may test each unit delivered before the unit is accepted.

All hoses and wiring shall have adequate protective covers wherever there is a possibility of contact with any other components. Separators shall be used where applicable. No tape or adhesive fasteners will be accepted. All hoses, wiring and pipes shall be routed to be clear of all heat sources and shall be protected from any present or potential source of snags, abrasions or sharp edges. If any wiring is routed through a tool compartment or canopy, these wires shall be protected by a metal covering. All fasteners (nuts, bolts, rivets & etc.) shall be grade 5 or better with a rust inhibiting coating. Several applications may require grade 8 fasteners. All hydraulic hoses, fittings and piping shall be manufactured specifically for high-pressure hydraulic systems. All hoses, electrical wiring and other components shall be specifically designed for that designated application.

WELDING:All welding shall be continuous where applicable. All welding shall be performed in accordance with the applicable requirements of the latest codes, rules or specifications of the American Welding Society, (AWS), and the requirements of these specifications and special provisions, and shall be subject to the test and examinations therein specified.

SWITCHES, LABELS:All toggle and push button switches mounted outside of passenger compartment shall be marine type with additional rubber boots. All controls, warning gauges and valves shall be marked as to function with stamped or engraved stainless steel, aluminum, and/or UV and weather-resistant acrylic plastic labels. These labels should be attached by aluminum and/or stainless steel rivets.

to attend the Pre-bid Conference shall not excuse the successful bidder from any obligations of the contract. Any change or addition to the requirements contained in this Contract Proposal as a result of the Pre-Bid Conference will be executed by written Change Notice.

DELIVERY REQUIREMENTS:Due to the fabrication design required on the body of this truck, we understand the potential for build schedule delays. For this truck, we are setting the delivery schedule at not more than 270 calendar days. This unit shall be delivered and be ready for service within the stated time range, l iquidated damages apply. Deliver truck to a designated location within the City limits as directed by SFMTA. Arrangements for delivery of the truck shall be made at least seven (7) working days in advance of the Contractor’s intention to deliver the vehicle.

CONTRACT AMENDMENT:Any changes made to the specifications after the order is issued shall be approved by the SFMTA prior to the incorporation of the changes. Any work performed prior to the City’s issuance of a written amendment to the order will be done at the risk of the vendor with the possibility of delayed acceptance and payment of the vehicle.

BIDDER’S COMPLIANCE AND EXCEPTIONS:All exceptions shall be stated no matter how seemingly minor. Bidders shall indicate compliance with each section and line item specifications as required, in the line spaces provided by marking with a “Y” for yes. If the bidder is offering an alternate of equal or superior status to the line item specification, bidder will indicate by marking with an “E” for exception on each line item. The bidder must then reference each item exception and explain the exception taken and the proposed alternate on the Bid Exception Sheets.

**Bids, which do not include confirmation of each section and line item, as required, will be deemed to take exception to such bid requirements, which may result in the bid being deemed non-responsive. If exceptions are taken, Bid Exception Sheets must be returned with the submitted bids.

IMPORTANT: If a single vendor is submitting multiple bids, the vendor shall submit a completed set of specs for each individual bid. Multiple bids that are submitted as one bid package will not be acceptable.

The lights to be installed at the four inside corners of the utility body bed facing inward. AUXILIARY BATTERIES:

_____Furnish and install an auxiliary battery system consisting of two, deep cycle 1100 amp gel cell batteries wired in parallel to produce twelve volts. This battery system to power all auxiliary and emergency lights. Fully insulated number “1” cable with heat sealed covers at the connector ends to be used on all primary battery lead cables. All batteries to use fully crimped end connectors. _____ The auxiliary batteries are to be located in either the right or left front body compartment, Final location to be determined at pre-construction meeting. The battery box to be vented to atmosphere. _____This system to also be equipped with a one way charging isolator system connected to the truck charging system. The isolator to be the capable of handling 150 percent of the trucks maximum charging rate._____The charging isolator system to isolate the chassis batteries from the auxiliary batteries to prevent loads attached to auxiliary batteries from draining the chassis batteries while allowing charging of the auxiliary batteries while the truck’s engine is running.

These covers to be exterior grade to protect the receptacles. _____The wiring to the receptacles to be protected in metal armored conduit.

AUXILIARY BODY ELECTRICAL: _____All wiring to all electrical systems to be routed through protective conduit and be weatherproof. Wiring to have adequate protective covers wherever there is a possibility of contact with any other components. Separators to be used where applicable. No tape or adhesive fasteners will be

accepted. All wiring to be routed to be clear of all heat sources and protected from any present or potential source of snags, abrasions or sharp edges. All controls, control panels, warning gauges, and switches to be marked as to function with stamped or engraved stainless steel or aluminum labels. All electrical loads to be protected through automatic circuit breakers, appropriately sized to load and labeled as to function.

_____One (1) set of generic CAD drawings to be provided with bids. Drawings to include right, Left, front, rear and overhead views.

_____A weight study for that includes the payload to be submitted with bids.

TRAINING:_____The successful bidder to provide one (1), 8-hour day of Operational Training regarding basic

operation of the Hy-Rail system, the complete hydraulic system, bucket lift, and all auxiliary equipment included with this vehicle.

_____This training shall be performed at the unit Operation Division at a mutually agreed upon date, but not less than 30-days after acceptance of the vehicle.

_____The vendor to provide one (1), eight hour day for Maintenance Training class for the Rail Gear system, the hydraulic system, bucket lift and any other auxiliary equipment furnished with this vehicle.

_____The Maintenance training to be performed at the SFMTA Maintenance Shop on a mutually agreed date, typically no more than 30-days after acceptance of the vehicle.
