ABOUT THE AGENCY

The (DOC) is the third largest cabinet agency in Washington State with a $1.7 billion biennial operating budget. The focus of the agency is to manage adult prison facilities and supervise adult offenders residing in the community. For individuals residing in Washington prisons, DOC provides basic care, including medically necessary healthcare, court-ordered treatment, housing, and nutrition services. For individuals in the community, DOC is charged with ensuring compliance with conditions of supervision and with transitioning the former offender toward positive change.

The DOC is responsible for more than 18,000 incarcerated individuals and the supervision of more than 17,000 released former offenders in the community. Individuals under the Department’s jurisdiction are typically felony offenders sentenced in Washington State Superior Courts. The DOC employs

approximately 8,000 men and women with 72 percent of all operating resources allocated to the incarceration of individuals in facilities. The DOC Headquarters is located in Tumwater, Washington. Other facilities and offices are located in communities throughout the state.

The DOC has an important role in a complex criminal justice system involving local and state agencies, government officials, and the community. The DOC is not the only agency that has a role in public safety, but as a single entity, it is perhaps the most visible at the state level. State and local resources, the demographics of at-risk populations, state sentencing laws, and the overall success of their social and educational programs can have dramatic, long-term impacts on the DOC. Ultimately, the resources, abilities, and actions of many partnering agencies and communities influence the success and direction of the DOC.

ABOUT THE POSITION

The Secretary of the Department of Corrections provides leadership in the management of one of Washington State’s largest executive branch agencies, including, but not limited to:

• Responsibility for the development of correctional and criminal justice policy,

• Enhancing community safety,

• Establishment of a collaborative environment with citizens and the criminal justice system,

• Setting strategic organizational policy direction.

Additionally the Secretary works closely with the Indeterminate Sentence Review Board. This board makes independent decisions about releasing certain groups of offenders from prison. Once the offenders are on supervision in the community, the board takes action if they break rules of supervision.

The issues facing this Department require a high degree of creativity grounded in valid research to effectively identify and resolve problems and to develop and maintain solid correctional programs and policies that preserve and further safety and security. The impact of the decisions made by this position potentially affect organizational structure, employees, the incarcerated population, those under community supervision, crime victims and their families, other criminal justice jurisdictions, other state agencies and the general public.

This position requires the ability to envision new concepts that promote public safety, effectively develop strategic plans and develop tactical plans, and the expertly develop success measures.

CHALLENGES AND OPPORTUNITIES

DESIRABLE QUALIFICATIONS

For this important role the Institute seeks a non-partisan, credible and unifying leader who is deeply committed to high quality public policy research. Proven leadership experience and political acumen are important. The ability to build and maintain positive working relationships with legislators and legislative staff is essential. Candidates should bring strengths in both external relations and internal management with an ability to balance the two.

• Work with partners and stakeholders to identify ways to expand the number and coverage of re-entry programs and services in the community

• Connect eligible individuals with healthcare benefits upon release from incarceration while leveraging benefits of the Affordable Care Act

• Monitor the number of releases directly to the community from intensive management or maximum custody prison settings

• Expand implementation of facility-based violence reduction strategies (e.g., Prisons Ceasefire Model)

• Continue implementation of an annual plan that promotes diversity, inclusion and respect

• Design a comprehensive fourth-generation risk, need, responsivity and case management system

• Implement a statewide chronic care program for the incarcerated population

• Review employee recognition and engagement programs and identify strategies for improvement

A BA degree with at least seven years’ experience in a senior leadership and management role within a substantial and complex correctional agency that involves leading a diverse staff and management of significant funds. Candidates should bring strengths in both external relations and high-level internal management, with an ability to balance the two.

The successful candidate will possess strong community engagement skills and a desire to authentically collaborate with diverse stakeholder groups including victims, families, tribes, coalitions, advocates, legislators, and health and human service providers.

The preferred candidate will have experience and demonstrated success in the following areas:

• Proven large-scale corrections leadership and management experience.

• Significant fiscal responsibility in a complex organization managing budgets, which include multiple sources of funds.

• Successful planning and implementation of human services change management strategies.

• Commitment to cultural competency that enables effective outcomes and working relationships in cross-cultural situations.

• High level of integrity, ethics and transparency.

• Ability to implement executive and legislative policies and make internal policy decisions with large-scale implications.

• Successful experience working with business, labor, tribes, the legislature, community leaders, and other stakeholders and partners.

• Experience implementing continuous improvement methods aimed at better outcomes, simplifying processes and reducing costs.
