British experts evaluatedsubstances including alcohol, cocaine, heroin,ecstasy and marijuana, ranking them based on howdestructive they are to the individual who takes themand to society as a whole.

ROCHESTER, 2 Nov—Corning Inc said Monday its profit jumped 22 percent inthe third quarter but it missed Wall Street expectations on lower sales of glass forflat-panel televisions. Its shares rose despite concerns about weaker retail demandin the United States for liquid-crystal-display TVs. Democracy: true friend but bad masterYe Yint Tint Swe

Democracy warned about by grandpa

“Democracy is like the flame in a lantern, and

wisdom is like glass sides that surrounds the

flame. Fire is useful to man because it gives light.

However it turns dangerous if is used without

glass sides. It is because a fire can cause death and

destruction. In other words, democracy is like the

water in a dam, and wisdom is like the embankment

of the dam. Water is useful to man. However it

turns dangerous if the dam is in flood while it is

without an embankment. If so, it can cause

casualties and destroy property.”

The abovementioned paragraph is an excerpt

from the book “Democratic Attitude” (first edition,

1946) by Myanmar ambassador U Tint Swe who

died on duty in Sri Lanka on 16 June 1953. He was

born in 1906, so he was about 40 when he wrote

it. When his work was published, the country had

not regained independence from the colonialists.

In my opinion, the ambassador, who served as the

chairman of the Myanmar Writers Association,

wrote this book as he noticed the education standard

of the nation. Taking all the scenarios, I reckon

that the book is intended for new generations to

learn lessons from the fact that Myanmar people

in the post-independence period (in 1948) had not

met the education standard for democratic attitude.

1948-62 parliamentary democracy

Publications on political science of successive

periods provide us with a window to the-then

parliamentary democracy. When it regained

independence in 1948, Myanmar was paralyzed

with several major issues such as raging conflicts

among young politicians, who had risked life and

limb for independence, due to sectarianism and

diverse dogmatisms; misunderstanding among

national races due to the flying discord sowed by

the colonialists; the dangers of the weapons left in

the nation since the World War II; power balancing

system; and being organized to choose either of

two isms. At that time, the educated population

was very low in Myanmar, the majority of whom

were at the medium age serving in the

administrative mechanism of the colonialist. And

some of them were the sort of persons who forgot

where they had come from without a sense of

nationalistic spirit.

Till the time when Myanmar regained

independence owing to a group of sophisticated,

educated young men with a strong sense of

patriotism and sacrificing fervour, only a small

number of people could afford for tertiary education.

So, in general, the education and knowledge of the

people was at the bottom. Average age of the group

of the politicians who strove for independence was

only over 30. Leftwing policies such as Max and

Mao Tze-dong, doubts sparked among national

races by the colonialists, and animosity among

factions culminated in armed insurrection. In

addition, that was further exacerbated by the print

media that were taking full advantage of freedom

although it was not opportune yet. There were some

well-experienced and educated people with a strong

sense of patriotic spirit in the administrative

mechanism. However, in my opinion, they were

deemed to have been high-ranking officials since

the colonial days.

Historical evidences show that the majority

of the people with poor education and knowledge

fall victim to the armed revolt launched by some

national races at the instigation of immature,

young politicians and the colonialists, various

leftwing policies that were popular in the majority

of the countries, and the printing media that

issued news stories indiscriminately under the

pretext of freedom. It was due to the fact that the

parliamentary democracy system was exercised,

but the fire was used without the wisdom of the

glass sides, and democracy was absolutely like

fire, or without the wisdom of embankment and

democracy was absolutely like the water that

flowed away in complete disorder.

Democratic system grandpa favouredIn a legislative body of a democracy are two

sides: the government and the opposition party. It

is imprudent if a group of people that has become

the opposition group because it is in no position

to come to political power is doing

indiscriminately with malicious attitude. What

they need is just to keep a watchful eye on what

the government is doing in order that the

government does not take a wrong pace. In

return, the government has to take care in working

in order to avert possible blame to be put by the

opposition group. The government and the

opposition group should not harm the national

interest, getting involved deliberately in conflicts

between them. The nation will suffer great loss if

the national goal is diverted from its course due to

rivalry for power. So, in every case, national

interest should have top priority.

The foregoing points are simply highlighted

by late ambassador U Tint Swe for the government

and the opposition party to practise democracy

correctly. The preface of the book states that he

served as a deputy minister for information in

1940-1941; as the secretary of the prime minister;

and as the secretary of the ministry of information,

propagation and religious affairs; that he

accompanied Dr Ba Maw and General Aung San

in a trip to Japan in 1942-44; and that he worked

as the publisher of Burman Newspaper (English

Version) from 1945 to 1948. The book also states

that for the nation, after regaining independence,

the best democratic pattern between the

Multiparty democracy general election will be held on 7November 2010, after which the Tatmadaw will hand overpower to the government elected by the people. In democracy,there must be a check and balance system or the relationsbetween the government and the opposition party. So, theelected government must be a government that does notdisregard the public, along with the opposition that is responsibleto the government with good volition in the interest of thepeople. So, in such an opportune time, I would like to urgeexperienced, educated people with vast knowledge, who makeup the majority of the nation’s population, to raise publicawareness and guide the nation toward democracy in orderthat the entire people will soon get accustomed to safe practiceof democracy.

practised for 26 years,

but that was fruitless,

either. In consequence,

the people took to the

streets. The national

goal was diverted from

its course and the nation

started to come under

the military rule, due to

a group of left-looking

dissidents who reared

their ugly heads

following ineffective

exercise of the

administrative machi-

nery, a group of people

who wished to revive

the leftwing policy,

fierce battles launched

by internal insurgent

groups taking full

advantage of the

deteriorating conditions

of the nation, and mob

rules of the opportunists

who are like wildcats.

In contrast, the

Tatmadaw govern-

ment’s military rule was

aimed at guiding the

nation to discipline-

flourishing democracy

pattern in compliance

with the desire of the

people.

By this opportunity,

I would like to quote the

article “Democracy

script and actors” by

Maung Suu San. In the

article, he says that

actor’s invention is the

government’s inno-

vation, and script is the

discipline-flourishing

democracy pattern

initiated by the

Tatmadaw government.

Why does he say so? The

Tatmadaw government

wrote the constitution

through the National

Convention comprising

repre-sentatives from all

walks of life with the

aim of transiting the

nation from old to

discipline-flourishing

democratic system. The

entire people have

approved the

constitution (2008). In

the meantime, the

government improved

the infrastructures

considerably in a couple

of decades. It has built

trust with national race

armed groups. It has

formed international

level organizations, non-

governmental organi-

zations and associations

occasionally. It has

brought about a large

number of highly-

educated people. It has

taken a certain period for

the people to gain vast

knowledge and

experiences. Every

citizen is to have self-

motivation and sense of

duty to achieve

qualitative improvement

through quantitative

improvement. When

every citizen is equipped

themselves with such

qualities, surely, the

nation will soon be able

to transform itself into a

discipline-flourishing

democratic nation that

qualified people deserve.

So far, Padamya FM in thenorth of Myanmar has broadcast its programmes forthe people in Kachin State and Sagaing Region, ShweFM in the south of the nation for the people in Monand Kayin States and Taninthayi and Bago Regions,Pyinsawady FM in the west for the residents inRakhine State and Ayeyawady Region, Cherry FM inthe east for the people of Shan and Kayah States,Mandalay FM for the people of middle area and FMBagan for the residents of Chin State and MagwayRegion.

It is obvious that the radio section of MyanmaRadio and Television that has been leading the per-formances of FMs of entrepreneurs is gaining im-provement on time. The radio broadcasting waslaunched on 15 February 1946. Up to 1988, theMyanmar language programmes were broadcast 10hours per day and eight dialects for national races, fourhours per day. the Radio Myanmar can cover all the parts of thenation. The Radio Myanmar has extended from 40programmes to 75 ones. A total of 82.83 per cent ofthe population of the entire nation can enjoy theprogrammes through medium wave broadcastingand 53.02 per cent of the population, through shortwave. As of January 2003, the programmes of RadioMyanmar has been posted on the Internet, the Internetusers can enjoy various sorts of programmes at work.

Apart from the radio broadcasting, MRTVlaunched the TV transmission in 1980. Before 1988,the country had 15 TV re-transmission stations. Sofar, the number of TV re-transmission stations reached218 across the nation to cover TV programmes for91.72 per cent of the population. At present, a total of15 TV re-transmission stations are under construc-tion. Thus, the TV re-transmissions will give fullservices to the people in the near future. To enable theworld people to know about Myanmar, MRTV-3programmes had telecast in English beginning Au-gust 2001 while the Internet Website was also posted.As of 31-3-2010, MRTV-3 was renamed as MyanmarInternational with the change of form and content bymodernizing the TV programmes and extending theduration of telecast at full capacity. At present, MRTV-4 is telecasting its pro-grammes through 29 re-transmission stations 24hours a day. On comple-tion of realizing DVB-T

system, the people of en-tire nation can watch theTV programmes throughdigital system.

A plan is underway to telecast TV pro-grammes through DTH(Direct to Home) systemfrom Skynet in the nearfuture. The DTH systemwill air TV programmesfrom Skynet to all parts ofthe nation with the use ofTV satellite receivers.Therefore, the people fromany part of the country canenjoy the high quality pro-grammes. In realizing theDTH system, the audiencecan receive 38 pay chan-nels and four free channelsnamely MTRV, MI,MRTV-4 and MWD.

In striving for de-velopment of media sec-tor, concerted efforts arebeing made for establish-ment of libraries in all vil-lages in addition to broad-casting radio and TV pro-grammes. As most of thepeople are residing in therural areas, a total of 55755

village libraries have beenestablished in the entirenation for human resourcedevelopment of the ruralpeople and for broadeningtheir horizons. Of them, atotal of 31357 librarieshave been upgraded in linewith the five-point stand-ards. Thanks to noble en-deavours, the libraries havemushroomed in almost allthe villages of the nation.

As such, Myanmar will bethe first-ever country inestablishment of librariesin its all villages.

As significant en-deavour of the media sec-tor, the Myanmar Rural

Library Foundation wasestablished on a grandscale on 15 May 2010 withthe aim of providing as-sistance for and upliftingthe village libraries of thenation to become theenduring self-reliantvillage libraries in linewith the five-pointstandards. As the basicpolicy, the foundation willserve the national interest.

There was good news thatthe foundation will extendbranches at State/Region/Township levels in thefuture. After achieving ac-complishments in long-term development tasks of

the self-reliant villagelibraries, the foundationhas planned to extenddevelopment tasks forrural education and healthsectors included in fiverural development tasks inaccord with the guidanceof the Head of State. The

active contribution andencouragement of thepeople was amazing as thefoundation has received K720 million for the firsttime. It was learnt that thefunds of the foundation arekept as capital funds, anda plan was adopted tospend the interest from thefund on undertaking its ac-tivities. The foundationwill practise the public-based fund-raising system.From now on, thefoundation will providenecessary assistance fordurability and develop-ment of self-reliant villagelibraries and help broadenthe horizons of the people.

With regard to theperiodicals sector, therewere 12 journals and 23magazines in the privateperiodicals sector before1988. At present, a total of911 publishing permits in-cluding 161 journals and180 magazines have beenissued for serving the pub-lic interest including book-worms. Therefore, the peo-

ple can read various sub-jects of literature of theirchoices. As part of effortsto develop the Myanmarliterary field and improvethe Myanmar literaturestandard, the literati areworking in concert forpresentation of the Na-tional Literary Award,Sarpay Beikman Manu-script Award andPakokku U Ohn Pe Liter-ary Award and publish-ing of the Year Book ofMyanmar Encyclopaediayearly. Under the leader-ship of the Ministry ofInformation, theMyanmar Writers andJournalists Associationsupervises presentation ofTun Foundation LiteraryAward, Thuta SwesoneLiterary Award andSayawun Tin Shwe Lit-erary Award annually.

To decide whether a ballot paper is valid orinvalid is up to the returning officer. Candidates tohluttaws, their election representatives, and therepresentatives of a polling station are allowed tocheck the cancelled votes. The reason why a voteis cancelled will be put on record with the designatedform.

World stocks rise as Chinamanufacturing gains

BANGKOK, 2 Nov — World stock markets climbedMonday, boosted by faster growth in Chinesemanufacturing and expectations the U.S. central bankwill pump more money into the world’s largesteconomy to rejuvenate a sluggish recovery. Oil pricesrose to near $82 a barrel following the release ofsurveys showing a jump in China’s manufacturing forOctober, especially in orders for new equipment.
