At the very outset, Shri A. K. Singh, IFS, Principal Chief Conservator of

Forests (HoFF) welcomed the Chief Secretary J&K State/Chairman Steering

Committee CAMP A, all members of Steering Committee CAMP A and Special

Invitees and asked the Chief Conservator of Forests! Project Coordinator

CAMP A to present the Agenda of the meeting. The Chief Conservator of

Forests! Project Coordinator CAMPA and Chief Conservator of Forests (FCA) in

power point presentation show-cased the targets and achievements made by the

J&K Forest Department (Territorial) and other Siste epartments !Implementing

Agencies under CAMP A over the last sevenyears.

l. During the last 7 years viz, 2010-11 to 2016-17, an areaof 36037.27 ha

has been brought under CAMPA against the target of 24732.60 ha

(double the area 12366.30 ha diverted up to 3/2017 under FCA),

thereby showing an achievement of 145.71%.

2. 268.41 lakh plants have been planted against 14.77 lakh

trees/poles/saplingspermitted for felling / removal under FCA.

3. 144 Nurseries in Jammu and Kashmir regions are in productive stage

and 55.00 lakh plants are expected from these nurseries during this

year.

4. Geo-tagged locations of many units viz. Zaberwan Hills, Comptt. S1/A

Doodpathri and Demarcation works of various forests were also shown

through real time highlighting statusbefore and after treatment and also

the proposed sites.

5. 3129 demarcation pillars were erected during 2016-17 and the

cumulative contribution for last seven years from CAMP A has been

18652 Boundary Pillars.

During the deliberations, the committee made the following observations:-

(i) In order .to show the various details relating to CAMP A it was desired

that the source of funds under CA and NPV should be prepared in the

tabular form separately; details of plant production and number of

nurseries should be reflected clearly and the year-wise position of funds

available/released for the last five years be reflected separately.

(ii) CAMPA works be monitored keenly and tree cover along the National

Highway, Railway Tracks and the roads be taken up under PMGSY.

The Forest department will setup a Task Force for taking stock of tree

cover and its assessment/ impact.

(iii) The Department will undertake a comprehensive analysis of the

survival rate of plantation done during initi Iyears 2010-11 and place

the samebefore the

(iv) All the requisite formalities with regard to Zoo works will be

completed. Further, preference will be given on the

procurement/rearing of local animals instead of exotic animals. The

department will also obtain the technical sanction/administrative

approval required in this regard.

6. The Forest Department will ensure stem adherence to CAMPA

guidelines and against any deviation. Further equity shall be maintained

while allocating the CAMP A funds.

7. Appreciating the role of NGOs and the contribution of Shri Nazir-Be-

Nazir, it was desired that local community should be roped in along

with student community in afforestation programmers. On the

suggestion made by the NOO member that Hari Parbhat be dedicated to

students declared as Bal- Van, the committee asked the Commissioner

Secretary Forests to examine the issue. It was further agreedto convene

Rs. 2.00 Lakh for such activities.

8. The Committee also desired as under:-

1. The APOs should be first cleared by Executive Committee

and approved by Steering Committee by or before February

for next financial year.

11. Outstanding on account of Net Present Value (NPV),

Compensatory Afforestation (CA) & other charges from user

agencies / department be also placed before Steering

Committee so that matter is. taken up with concerned

departments / agencies for clearing the outstanding pending

against them.

Thereafter the item wise Agenda taken up for discussion is as under:-

Item No.14.1:Review of Physical and Financial Achievements up to ending

March 2017 (2016-17):

The Department / Component wise Financial and Physical achievements

for the year 2016-17 were placed before the Steering Committee. The Committee

was apprised that by ending March, 2017, 12366.30ha have been diverted for

non-forestry purposes under J&K Forest (Conservation) Act of 1997. The State

was required to carry out Compensatory Afforestation on double the area

diverted viz is 24732.60ha. Against this, 36037.27ha have been covered under

compensatory afforestation from 2010-11 to 2016-17 which is 145.71%

achievement.

Under Plantation component, 268.41 lakh of trees have been planted up to

ending March, 2017, which include 30.39 lakh pl planted during the year

2016-17. The Committee was informed that an expenditure of Rs 5208.93 lakh.,/

has been made during 2016-17 which is approximately 76% of approved APOs.

It was explained to the committee that low expenditure is due to late release by

Ministry of Environment, Forest and Climate Change which caused delay In

submission of utilization certificates (UCs)

The Steering Committee expressed satisfaction with the Physical andFinancial Achievements made under CAMPA during the year 2016-17 andfurther advised to expedite the process of submission of utilizationCertificate in time.

14.1.1: Monitoring by NGO Member:

The Committee was apprised that NOO Member Shri Nazir-be-Nazir

conducted inspections / tours in the various plantation units and nurseries raised

under CAMP A in the state which was also highlighted in the presentation as

well. The Committee took note of the efforts of the NGO.

Item No. 14.2: Remittance of unspent amount of previous year:

The Committee was apprised about the details of unspent amount of 2016-

17. The Departments / Implementing Agencies (IAs) were advised to remit back

the unspent amount at the end of financial year into State CAMP A account to

enable squaring the account for revalidation as per requirement of ongoing

works.

Item No. 14.3: Annual Plan of Operations (APOs) under CAMPA for theyear 2017-18.

The salient features of CAMP A APOs for the year 2017-18 were discussed

in detail. The Committee was informed that during the year 2017-18, an area of

4212 ha area shall be brought under afforestation. Some plantation sites with

geo-tag for treatment were displayed during the presentation. The Division,

Circle, Region wise and Sister Concern Department wise proposed outlays for

Item No. 14.4: Review of Physical and Financial achievements of WildlifeDepartment ending 03i2016:

The Steering Committee has allowed revalidation Rs. 802.55 lakh of the

unspent amount of 2015-16 to Wildlife Department and the Adhoc CAMP A has

releasedthe first installment amounting to Rs. 1046.00 lakh against the approved

APO of Rs. 2114.00 lakh, thereby, making the available amount with the

Wildlife Department to the extent of Rs. 1848.55 lakh for spending the during

2016-17. Out of the available amount the Wildlife Department has incurred

expenditure to the extent of Rs. 971.63 lakh. The Wildlife Department has

unspent amount of Rs. 876.92 lakh, out of which an amount of Rs. 113.01 lakh

stands revalidated for spending during the current financial year. On the request

of the Wildlife Department the balance unspent amount of Rs. 763.91 lakh is

under process for revalidation and use during the current fin n ial year.I

After due deliberation, the Committee approved the APO of WildlifeProtection Department for an outlay of Rs. 7106.28 lakh for the,.,l'e.ar2017--18 for onward submission to the Ad'hoc CAMPA, MoEF&CC, Govt. of

'India, for rcl;ase ofNPV share. The Committee observed that procurementof Giraffe (an exotic animal) be deferred for time being & instead theproposed amount be utilized for procurement the als that are locallyavailable in the country.

Item No. 14.6: Enhancement of wages of Need based Technical Assistantsand Computer Operators:

The Committee observed that the enhancement of wages for workersengagedon need basis does not fall within the mandate of the Committee. It wasdecided that the Commissioner/Secretary Forest Department shall examine theissueadministratively for necessaryaction.
