The tribunal found Tuesday there was nolegal basis for China to claim historic rights toresources in areas falling within its nine-dashline, which is based on a vague map thatemerged in the 1940s.

The virtual line overlaps with waters alsoclaimed by the Philippines, Brunei, Malaysia,Taiwan and Vietnam. The tribunal also ruledBeijing had violated the Philippines’ sovereignrights to exploit resources in waters up to 340kilometres (230 miles) beyond its coast, calledits exclusive economic zone.

The tribunal also said China had inflictedsevere environmental damage while buildingartificial islands atop seven reefs in the area,which the Philippines said was meant to rein-force its claim. Duterte, who took office onJune 30, has said he wants better relationswith Beijing and to attract Chinese investment

for major infrastructure projects.His proposed envoy Ramos, who served as

president from 1992 to 1998, is also known tofavour close ties with China but he has yet toaccept the mission.

Senior Supreme Court associate justiceAntonio Carpio warned Friday it would be ille-gal for Manila to jointly develop with China orany other country the resources in the areasadjudicated as part of the Philippines’ exclu-sive economic zone.

Carpio, a member of the Philippine teamthat brought the suit against China, said theFilipino constitution reserved the “use andenjoyment” of the resources in this vast mar-itime zone exclusively to Filipinos.

Beijing had hoped to use the ASEM summit —official theme “Partnership for the Future throughConnectivity” — as an opportunity to showcase itsglobal initiatives, such as the One Belt, One Road pro-gramme, an ambitious plan to build infrastructureprojects across the Eurasian region. China has soughtto assert its claims in the South China Sea by buildinga network of artificial islands capable of supportingmilitary operations, and this week reiterated its rightto declare an Air Defence Identification Zone in thearea, which would demand civilian flights submit tothe authority of its military.

In the bizarre meeting held Friday thatevoked scenes from a gangster film, the hard-line anti-crime president warned Peter Lim tosteer clear of narcotics.

“I will execute you.... I will finish you off,”Duterte said during the meeting.

A video of the sitdown was posted on agovernment YouTube channel Saturday with acaption identifying Lim as “one of the topdrug lords in the triad involved in illegal drugoperations in the country”.

But the businessman denied that he wasthe alleged Chinese-Filipino drug dealer PeterLim, who singled out by the president in anaddress on national television on July 7.

Peter Lim is a fairly common name in thePhilippines, where part of the populationclaims ethnic Chinese descent.

The Peter Lim that Duterte met with saidthat since the address — in which the presi-dent said “the moment he steps out of theplane, he will die” — he has feared for his life.

“My family is really in a deep problem nowin Cebu. We are getting all the threats,” Limsaid, referring to the central city where heruns a string of businesses.

But Duterte shot back: “I will not say I’msorry because the reason you’re here is you’rea suspected drug lord.”
