ENFORCEMENT PROCEEDINGS

ADMINISTRATIVE PROCEEDINGS INSTITUTED AGAINST AND SIMULTANEOUSLY

SETTLED BY PRESIDENT OF TALLAHASSEE BROKER-DEALERJADVISER

The Commission announced that it instituted and simultaneously settled public

administrative proceedings against Robin McEachin president and owner of Meridian

Asset Management Inc Meridian of Tallahassee Florida

The order instituting the proceedings Order finds that Respondent Meridian since

September 1991 was broker-dealer registered with the Commission and since

January 1992 was an investment adviser registered with the State of Florida

Respondent McEachin from September 1991 through the present was principal and

registered representative associated with Meridian The Order further finds that on July

26 2000 without admitting or denying any of the allegations in the Commissions

Complaint except as to jurisdiction Respondents Meridian and McEachin

Respondents consented to the entry of final judgment of permanent injunction

On August 2000 the Court permanently enjoined Respondents from future violations

of the antifraud provisions of the Exchange Act and the Advisers Act The injunction

followed civil action initiated by complaint filed by the Commission on July 26

2000 naming Respondents among others as defendants the Complaint alleging that

from at least 1998 through May 2000 McEachin misappropriated at least $1 million in

large part pension funds which his customers entrusted to him for investment on their

behalf The Complaint further alleged that to conceal his theft McEachin created

fictitious Meridian account statements reflecting the purported contents and market value

of his customers portfolios The Commission also alleged in the complaint that

Meridian failed to maintain the minimum net capital required by law and that it failed

or was in danger of failing to meet its obligations to its customers

The Securities Investor Protection Corporation SIPC joined the Commissions action

against Meridian by filing concurrently with the Commissions Complaint an

application Application pursuant to the Securities Investor Protection Act SIPA for

court decree finding that the customers of Meridian were in need of the protections

provided by the SIPA In its Application SIPC also sought court decree appointing

SIPC as trustee for the liquidation of the business of Meridian Meridian consented to

SIPCs Application On August 2000 the Court granted SIPCs Application and

appointed SIPC trustee for the liquidationof the business of Meridian

In the Order the Commission bars McEachin from association with any broker dealer
