This is to certify that at the request of the Sheriff Office, Supreme Court of
Singapore, we have attended on board the steel, single screw Long Liner type fishing vessel,
PELAMIS NO. 68
IMO No. 8430782 of Kolkata
whilst the vessel lay afloat in ballast condition starboard side alongside a repair berth at AZ
Marine and Offshore Shipyard, Singapore on 19th
March 2020 for the purpose of conducting
a General Condition and Appraisal of the vessel and have to report as follows:

2. SURVEYOR’S NOTE
In this report the following nomenclature is used to describe the condition of items and
components:
Good: Condition superior in all respects or better than average, a condition unimpaired
original strength and/ or efficiency, no maintenance and or repair is required.
Satisfactory: Condition average, deficiencies of a minor nature not requiring correction: a
condition of wear and tear of such an extent as not to affect original strength and / or
efficiency.
Serviceable: Condition below average, condition of wear and tear found to be of such an
extent as to reduce strength and / or efficiency to a degree which does not require immediate
corrective measures.
Unsatisfactory: Condition below average, condition of wear and tear found to be of such an
extent as to reduce strength and/ or efficiency to a degree which requires immediate
corrective measures, or those carrying a period of grace as granted by regulatory bodies.
Poor: Condition deteriorated in all respects, beyond economical repair, requiring renewal or
replacement.
3. SURVEY
The vessel was surveyed on 19th
March 2020 whilst she lay afloat alongside a repair berth ay
AZ Marine and Offshore Shipyard, Singapore. At the time of our attendance, she was in a
ballast condition and floating with approximate drafts of 1.5 m forward and 3.5 m aft.
The vessel is presently unmanned as it lay alongside a repair berth in the shipyard.

4. HULL EXTERNAL PLATING
Starboard shell plating from shear strake to wind and light waterline level were noted in
satisfactory condition and free of contact damage. The bulbous bow was submerged in water
and transom plating was not accessible at the time of the survey. In addition, both propellers
and rudders were completely submerged and could not been viewed. It is expected that due to
prolonged afloat condition without maintenance, all underwater hull and propeller and rudder
would be covered in marine growth. Hull plating paintwork on starboard side was noted to be
in serviceable condition with the exception of isolated corrosion in way of port quarter.
5. FORE DECK
The forecastle deck which is part of the continuous upper deck, bulwark plating with
connecting stays, air pipes, forward mooring bitts, etc. were all noted to be intact, in
satisfactory condition and well coated. Two electro-hydraulic anchor windlass and mooring
winches were intact and in satisfactory condition. The forward deck plating was in
serviceable condition with signs of corrosion and buckling.
6. FORWARD BOSUN STORE
The forward boson store space was in satisfactory condition.
7. MAIN DECK
The main deck/ working deck plating consisted of wood sheathed flooring was in satisfactory
condition and painted. Hatch covers for cargo hold no. 1 and 2 are located on the main deck
together with 4 nos. freezer rooms. Freezer rooms were found to contain remains of rotting
fishing bait and strong ammonia odour which prevented us from accessing the foregoing
space.

8. UPPER DECK PLATING
Port and starboard upper deck plating with access to superstructure and aft deck consisted of
steel and wood sheathed flooring was in satisfactory condition and painted. Shipside
handrails and fittings were found in satisfactory condition and well painted.
9. AFT DECK
The aft deck fittings which consist of fishing gear, mooring bitts, air and sounding pipes etc.
were found intact and in satisfactory condition.
The aft bulwark, handrails and wood sheathed flooring were in satisfactory condition and
painted.
10. FISH HOLDS
The vessel has a total of 5 brine holds (1P, 1S, 2P, 2S, 3C) and 4 freezer rooms which are
cooled by ammonia R717. The foregoing tanks were not inspected due to none crew on
board.
The cargo holds are sealed by means of fibreglass and aluminium hatch covers.
11. ACCOMMODATION SPACES
The middle steel accommodation casing, including walkways, interior fittings, were intact
and satisfactorily painted.
The vessel has cabins sufficient for 25 crew members across 3 deck levels.
The internal accommodation passageways, officers and crew cabins, and other common areas
were clean and in satisfactory condition.

12. SAFETY EQUIPMENT
The vessel has two 25 person liferafts located on the navigation deck which were overdue for
servicing on February 2019. The CO2 room located at portside upper deck was last inspected
on February 2018. CO2 fire-fighting system is designed to protect the engine room with a
total of 6 cylinders.
All portable fire extinguishers were found last inspected on February 2018.
13. GALLEY
The galley equipment consists of combined electrical cooking range with 3 hot coils and
stainless steel counter tops with storage and a sink.
Galley equipment was in satisfactory condition with the exception of refrigerator / freezer
unit which was found damaged.
14. NAVIGATION EQUIPMENT
The navigation bridge/ wheelhouse space is fitted with the following equipment:
1) Radar Furuno
2) Radio direction finder Koden KS-541
3) AIS Samyung SI-30
4) Navigation and deck lights system
5) One Navtex receiver Samyung SNX-200
6) Magnetic compass
7) Gyro compass Tokyo Keiki
8) Facsimile receiver JMC

GMDSS Radio Equipment:
1) One Inmarsat mini ‘C’ system, Felcom 16
2) One MF/ HF radio Samyung SRG-3150DN

5) Two search and rescue transponders Samyung SAR-9
6) Three GMDSS radio handset Samyung
7) Satellite communication Sailor
Note: All of the above mentioned navigation and radio equipment were found in good
condition with the exception of the Furuno radar which was found with faulty
monitor.
Main Engine:
One HANSHIN 6LU26RG single-acting, inline 6-cylinder, four stroke, medium speed,
exhaust gas turbocharged diesel engine directly geared to a reduction gearbox and a single
screw shaft developing some 821 kW.
Main engine was found without fuel high pressure pipes and cylinder head fittings for all 6
units.
Diesel Generators
Two units of YANMAR model S165L-DN turbo-charged, inline 6 cylinder, 4-stroke, diesel
engine with a continuous rating of 420 HP @ 1200 RPM driving two TAIYO electric model
WY5C-6 3–phase generators rated at 350 kVA/ 220V/ 60 Hz.
At the time of our survey, auxiliary engine no. 1 was noted with lubricating oil leakage in
way of priming pump unit. Both auxiliary engines were not in operation as the vessel was in a
cold-ship state.

Oily Water Separator
Oily water separator of make JOWA AB including 15 ppm monitor was found in satisfactory
condition.
Air Compressors
Two units electric main air compressors were fitted and found in satisfactory condition.
Sewage Plant
The sewage treatment plant of make DONGTAI model SWCM-25 and capacity for 25
persons was in satisfactory condition.
Refrigeration Compressors
Three HASEGAWA refrigeration compressors cooling the R717 ammonia system for brine
wells and freezer holds were found in satisfactory condition.
Main & Auxiliary Cooling Pumps
Main and auxiliary engines cooling pumps were all noted in satisfactory condition.
Steering Gear
One SS-060 electro-hydraulic two ram type steering gear with hydraulic oil pump and design
pressure of 9 MPa were found in good condition.
Engine Control Room
This vessel does not have an engine control room. Main engine is controlled from the bridge.
Machinery Space
The machinery space cleanliness is satisfactory.

15. SPEED AND CONSUMPTION
Vessel’s speed and diesel oil consumption data as follows:-

16. SURVEY STATUS AND NOTATIONS

18. GENERAL COMMENTS
The vessel was found in SERVICEABLE condition except the following:
1. Portside wooden step ladder from main deck to upper deck was found with broken
steps.
2. Main engine was found with missing fuel high pressure pipes and cylinder head
fittings across all 6 units.
3. Auxiliary engine no. 1 was noted to be leaking lubricating oil near priming pump unit.
4. Freezer holds was found with what was reported as rotting fish bait and ammonia
leakage. Due to the foregoing, we were unable to inspect the foregoing compartment
due to unsafe conditions.

5. Upper deck was found in corroded state with several areas of buckling.
6. Portside main deck bulwark in way of mid-ship was found corroded and holed in
several places.
7. There was no access to vessel’s Statutory and Classification Certificates due to no
crew on board.
Vessel is UNABLE TO RESUME SERVICE due to no available Statutory and
Classification certificates.

In providing services, information or advice neither SEAWISE Maritime Services (SMS) nor
any of its officers, employees or agents warrants the accuracy of any information or advice
supplied. Except as set out herein, neither SMS nor any of its officers, employees or agents
(on behalf of each of whom SMS has agreed this clause) shall be liable for any loss, damage
or expense whatever sustained by any person due to any act, omission or error of whatsoever
nature and howsoever caused of SMS, its officers, employees or agents or due to any
inaccuracy of whatsoever nature and howsoever caused in any information or advice given in
any way whatsoever by or on behalf of SMS, even if held to amount to a breach of warranty.
Nevertheless, if any person, who is party to the agreement pursuant to which SMS provides
any service, uses SMS’s services or relies on any information or advice given by or on behalf
of SMS and suffers loss, damage or expense thereby which is proved to have been due to any
negligent act, omission or error of SMS, its officers, employees or agents or any negligent
inaccuracy in information or advice given by or on behalf of SMS, then SMS will pay
compensation to such person for his proved loss up to but not exceeding the amount of the
fee (if any) charged by SMS for that particular service, information or advice.
SMS, its officers, employees or agents (on behalf of each of whom this notice is given) shall
be under no liability or responsibility in negligence or otherwise howsoever to any person
who is not a party to the agreement with SMS pursuant to which any certificate, statement,
data or report is issued in respect of any information or advice expressly or impliedly given
by SMS or in respect of any omission or inaccuracy therein or in respect of any act or
omission which has caused or contributed to any certificate, statement, data or report being
issued with the information and advice it contains (if any).
The services provided by SMS do not include any checks or tests whatsoever to establish
whether any computer hardware and/or software, embedded microchips or data storage or
information technology equipment or system is capable of handling changes in date and/or
