Through The Department of Care Coordination, UH provides and coordinates several ways to ensure clear communication with patients who have limited or no English proficiency. Caregivers MUST use these options rather than rely on the patient's family or friends to interpret important

healthcare information:

1. Interpreter Services a. Interpreter Roster: A roster of employees who volunteer to interpret is available on all

nursing units or by contacting Maryam Chebli Boukili at 973-972-1707. Some of those employees have been specially trained in medical interpretation and others are fluent in many languages. There are more than 100 volunteer interpreters covering more than 30 languages,

including sign language. Staff are encouraged to use volunteer interpreters whenever possible.

• Interpreter Trainings are available for volunteers. Some volunteers have earned Medical Interpreter Certificates.

• The Interpreter Roster is updated annually and distributed to all nursing units and clinics. • Copies are also available by calling Maryam Chebli Boukili at 973-972-1707 or the Social

b. Translation Plus Interpretation Phone Service: Additionally, if a volunteer interpreter is not available, The Translation Plus Interpretation Phone Service is available. Through the Language Line, patients are connected with an operator who can interpret in their language and communicate back to the healthcare team. Translation Plus Interpretation Phone Services are available as follows:

• Calll-888-338-5511 o Give our customer code: TPUH o Tell them the language you need interpreted o Tell them the name ofyour Department I Unit I Clinic Name (e.g., E Blue,

Radiology, ENT, etc.) o Give them your name and phone number o Dual headsets can be ordered by contacting Maryam Chebli Boukili at

973-972-1707 o TTYITDD telephone and Closed Caption TV are available for deaf patients

through the television I telephone rental service.

2. Deaf and Hard ofHearing Services: Deaf Talk: Through the Department of Care Coordination, Deaf Talk provides Video Sign Language Interpreting Services via a mobile video conferencing unit (Rolling cart), which offers a simple solution of sign language interpretation to its hearing/speech impaired patient population. If necessary, a live interpreter can be scheduled with prior arrangements to facilitate communication between the hearing/speech impaired patient and the treating physician or health care worker. • The Volunteer Interpreter Roster also provides sign language interpreters during regular business hours.

• Non-Emergent Requests for a Sign Language Interpreter: An interpreter can be scheduled with prior arrangements to facilitate communication between the hearing/speech impaired patient and the treating physician or health care worker in special situations where the Deaf Talk Machine cannot be used.

o The requesting service I clinic should submit a request to Maryam Chebli Boukili ([email protected]) who will schedule an interpreter to be present during the patient's examination I treatment.

3. Document Translation

If a document must be translated into another language, the staff must use official translation services provided by the hospital. Do not undertake the translation yourself or ask a colleague to assist. It's important that all UH documents be translated as accurately and professionally as possible. All documents to be translated should be submitted using Microsoft Word to Maryam Chebli Boukili via email to [email protected]. Document Translation/Foreign Language Interpreting Services

The University has contracted with five (5) Contractors for all Document Translation/ Foreign Language Interpreting Services University Wide. The award of Proposal #P09-1 00 is effective April 22, 2010 through April 23, 2013, and may be extended two additional years at the discretion of the University.

The requisitioner will request a quote for a particular project from the Contractor(s) to provide the services needed. After making a selection, the requisitoner will submit the requisition through MarketPlace for processing. A Purchase Order will be issued in the amount of the quotation to the Contractor selected. Auracom offers UMDNJ, the following volume price formula for RFP # P09-1 00. The same rates apply to all languages listed below, regardless of time or day. There are no peak surcharges. Service is available 2417/365 days per year.

The Auracom Telephonic Interpreting service does not require any unique equipment. Your existing telephone can be used for regular calls and telephone interpreting. It works with your company's telephone system. Extra handsets and adapters to attach to your existing equipment are available. Wireless equipment is also available.

Document Translation/Foreign Language Interpreting Services- RFP #P09-100

Section 8.1 Telephonic Interpreting Services: $1.43/minute

DT provides Over-the-Phone interpreting services for more than 150 non-English languages. Each of the languages designated on UMDNJ schedule section 8.1 are available. DT charges a flat interpreting rate. That is, all languages are available twenty-four hours per day, three hundred and sixty-fiVe days per year at the same rate per minu~e. There are no premium charges for language selection, off-hour or weekend/holiday usage. DT is pleased to provide these Telephonic interpreting services to UMDNJ for a rate of One Dollar and Forty-Three cents per minute ($1.43/minute) of interpreting usage. There is no monthly minimum usage required and no monthly maintenance fee.

Section 8.2 Face to Face Interpreting Services

DT does not provide face to face interpreting service. That is, the DT interpreter is remotely located with timely access provided by Telephonic and/or Video Interpreting technology.

Section 8.3 Document Translation Services

We have reviewed your Price Request for translations from English into different

languages.

We can translate into all the languages listed in your form (Pgs. 58 and 59), and the

average associated costs varies from $ 0.18 to $ 0.30 per source word, depending on

the language and the complexity of the text.

Section 8.4 Cost of Video Interpreting Services

DT provides video interpreting services for American Sign Language and English Transliteration featuring nationally certified interpreters available on-demand, twenty-four hours per day, everyday. The charge for interpreting usage is Three Dollars per minute ($3.00/minute). Additionally, there is a monthly interpreting network access fee related to the number of mobile video units available at the hospital location. Currently, DT provides the mobile video equipment and the monthly interpreting network access fee for four mobile video units at a total monthly rate of One Thousand and Six Hundred Dollars ($1,600.00/month). DT will agree not to increase these prices throughout the period of the RFP award.
