About the DepartmentThe Department of Communities’ mandate is fundamentally about providing pathways to individual, family and community wellbeing. The Department’s direction centres on building safe, strong, secure and inclusive communities that empower individuals and families across Western Australia to lead fulfilling lives.

The Department’s functions and services include disability services; child protection and family support; social and affordable housing; youth justice; community initiatives and remote regional services reform.

Role StatementExecutive Director Regulation and Quality is responsible for regulatory functions undertaken by Communities including Early Childhood Education and Care (child care), Working with Children screening and Disability Serious Incident Reporting. The position will also assume responsibility for implementation of National Disability Screening in Western Australia and will oversee Standards Monitoring of child protection out of home care placement services. Concessions programs administered by Communities, including WA Seniors Card and Hardships Utility Grants (HUGS) will also sit with this position.

Duties and Responsibilities

1. Shapes and Manages Strategy1.1 Provides strategic direction through the development of an Operational Plan that links

to the Department’s legislative responsibilities and strategic objectives. 1.2 Participates as a member of the Divisions Corporate Executive to contribute to

strategic development of the Department 1.3 Provides strategic leadership and direction and manages strategic policy and program

development, planning and budget analysis – including complex negotiations across all jurisdictions on the development of national policy and funding programs, conducting negotiations of bilateral and multilateral agreements around programs and funding for community services and corporate communication, evaluation, performance reporting and monitoring outcomes for the Department.

1.4 Provides support and advice to the committee structures within the Department and those providing advice to the Director General.

1.5 Initiates, promotes and develops strong and collaborative partnerships with other government departments, local government authorities, other jurisdictions and the non-government sector in contributing to the future directions of the Department.

1.6 Fosters innovation and creative thinking and solutions within an environment of transparency and accountability.

1.7 Understands the dynamics of organisational change and leads change processes throughout the Division and the Department.

2. Achieves Results2.1 Directs the management and administration of the branch ensuring the highest

standards of services and responses. 2.2 Develops and monitors operational plans within the division’s branches. 2.3 Maintains active involvement with each of the management streams within the division 2.4 Takes responsibility for the management of strategic policy and program development,

planning and budget analysis – including complex negotiations across all jurisdictions on the development of national policy and funding programs, conducting negotiations of bilateral and multilateral agreements around programs and funding for community services and corporate communication, evaluation, performance reporting and monitoring outcomes for the Department.

2.5 Takes responsibility for compliance with legislation, corporate policy and public sector standards.

2.6 Initiates business improvement/best practice reviews where necessary. 2.7 Takes responsibility for managing staffing and oversees workload management within

the division.2.8 Reports on division and Department performance as required. 2.9 Manages branch resources including financial, physical, technology and information

5.3. Ability to work within the value system of the Department and the wider public sector.

Essential Eligibility Requirements / Special Appointment Requirements 1. Appointment is subject to a satisfactory National Police Clearance.

2. Available to attend offsite meetings outside of normal working hours.

3. Flexibility to undertake intrastate travel with minimal assistance to remote regional locations, including travel off-road and by light aircraft, and involving overnight or short stays and camping.
