Prof. Tassios from the National Technical University of Athens, Greece has been recommended by a number of Professors at U.C. Berkeley and the SEAONC Board of Directors as a very interesting and enlightening speaker. Professor Tassios is also a Member of the Academy of Sciences, Torino, Italy and a visiting Professor in several Universities abroad. He is involved in International Consult-ing for U.N. (UNESCO, UNIDO) and for the European Union.

He will be talking about the need for rational (non-empirical) dimensioning of structural retrofi tting measures. We all acknowledge that damage to non-structural elements will be the greatest source of loss in the next moderate to large earthquake. Do we effectively communicate this fact to our clients?

In recent years our Codes have incor-porated more stringent engineering design requirements for support and anchorage of non-structural elements. Is this step alone enough to provide adequate seismic protection for non-structural elements? Does the rest of the process of design, specification, installation and inspection, support the goal of loss mitigation to non-structural components?

The process of design and construc-tion of non-structural elements is less than ideal, because no one entity takes responsibility for seismic performance of those elements.-Structural engineers most often are not compensated enough to effectively attend to the design and detailing of all non-structural elements. -Architects are either not trained or not interested in dealing with seismic design/detailing of non-structural components. -Most M/E/P engineers also lack training and often rely on obsolete and generic industry standards for seismic design of equipment anchor-age and distribution system supports. -The so called design-build specifica-tions rarely include clear performance expectations and design criteria, and often rely on “recycled” Master Speci-fication language. -Plan checkers do not give high prior-ity to review of non-structural design and detailing (hospitals and schools may be exceptions, although not entirely).-Contractors do not always pay as much attention to installation of non-structural elements, because: 1) the critical nature of these elements is not reflected in the contract documents, 2) the “multi-sub” nature of the work makes it difficult to efficiently oversee the work, and 3) contractors are often in the “catching up” mode by the time the non-structural elements are installed.-Lastly, Inspectors do not always give as much consideration to these components, as a reflection of the

rest of the process, and because it is not always clear what they should be inspecting.

This I believe is the process that leads to such disastrous outcomes as those shown on page one.

Structural engineers rarely get credit for designing the structure, because credits are often given for the architec-tural design of buildings. However, when widespread failure of architec-tural components occurs in the event of an earthquake, the entire design community and especially the struc-tural engineers will be in the lime-light, as failures are often viewed as a product of inadequate engineering. As such, it is essential that we take the initiative to improve the process so as to lead to better performing buildings. It is with this goal that I proposed last year to form a “Non-structural Committee”, or to reinvigorate the Non-structural Subcommittee of the Seismology Committee that has been dormant in recent years. The goal for this Committee is not to revisit to de-sign forces or drift limits, etc. Rather, the intent is to step back and review the seemingly flawed overall process.

I believe SEAONC can provide the perfect platform to critically review the process jointly with other stake-holders (architects, M/E/P engineers, plan checkers, contractors, and inspec-tors) and to brainstorm directions for the future. The Committee can organize educational workshops and publish papers to discuss the short-comings of the current approach, and to offer guidance for future improve-ments.

I have not yet found a SEAONC Champion to lead this effort. With this column I am asking you to step forward and take charge of this effort. I welcome your ideas in this regard, and look forward to your comments.

February Meeting Wrap-up

The February SEAONC South Bay Meet-ing was held jointly with the Santa Clara Valley Chapter of Construction Speci-fications Institute (CSI) in Sunnyvale. A fun raffle with wine prizes preceded Ron Hamburger’s graphic presentation on the investigation results for the col-lapse of the World Trade Center Twin Towers.

Following the terrorist attacks on New York’s World Trade Center, FEMA and ASCE collaborated in a Building Assess-ment study of the affected buildings. FEMA 403 was published in 2002, listing preliminary findings for the collapse mechanism of the twin towers, and recommended more detailed investiga-tions. In December of 2002, Congress directed the National Institute of Stan-dards and Technology (NIST) to per-form these detailed studies. After two years of additional studies that included data collection, and detailed analytical simulation of the aircraft impacts, fires, and structural response, NIST has com-pleted its investigation into the failure of the twin towers. A draft report was scheduled for release in December 2004, January 2005.

Ron Hamburger, current President of the National Council of Structural Engineering Associations, participated in both the FEMA/ASCE and NIST investigations. Mr. Hamburger treated the audience to a rare preview of the NIST findings, based on his expressed opinions.

You had to be present to fully appreci-ate the presentation that included movie clips; enormously detailed 3D computer simulation of the aircraft disintegrating upon impact with the building; deriva-tion of the velocity of the aircraft at im-pact, based on where an airplane engine was discovered; and various structural behavior discussions. For more informa-tion, Mr. Hamburger suggested read-ing the NIST report when it becomes available.

Here are a few snapshots of issues and findings:

- The catastrophic failure is not unique to the WTC towers.- Time delay between the collapses of

the two towers was explained.- Why did the towers remain standing for as long as they did?- Despite significant structural dam-age, column loads were redistributed and the building could have remained standing if not for another significant event such as the subsequent fire.- The fire alone probably could not have caused the collapse.- The jet fuel was mostly exhausted in the initial explosion and was consumed quickly. It did however, start the fire that was fueled by building contents.- Structural components that became weakened due to the fire had their fire-proofing dislodged by debris from the aircraft impact. At elevated temperature, exposed structural steel looses signifi-cant strength and stiffness.- The open web joists held together well, however the fire caused thermal sag-ging of the floor framing; which in turn pulled on the perimeter columns that had already lost some lateral supports. - Although the sprinkler system was damaged during the initial impact, it would not have made any difference. For example, the system was designed for a single 400 SF coverage rather than a fire raging on three floors, each with 40,000 SF.

YMF UC-BERKELEY RESUME WORKSHOP

On February 17th, six YMF members held a resume workshop with the ASCE Student Chapter at UC-Berkeley. The intent of the workshop was for the YMF members to give guidance to stu-dents about resume format, content,and presentation. Students were also encouraged to ask questions about interviewing and experiences of the YMF members after graduation. YMF members also discussed the benefits of professional organizations after graduation. After a short presenta-tion, the approximately 45 students broke into small groups with an YMF member for one-on-one resume devel-opment. Very positive feedback about the workshop has been received from the students. Thanks to Ben Moline (RBF Consulting) for setting up the

2005 SEAOC ANNUAL CONVENTION

The Structural Engineers Association of California issues this Call for Papers to be presented at its 2005 Annual Convention, to be held at the Loews Coronado in San Diego, California. The dates of the Convention are Wednesday, September 28 through Saturday, October 1.

It is anticipated that the technical program will be composed of papers in the following areas:

Practical DesignPapers of this type will focus on information that can be readily utilized by structural engineers in day to day design. Pertinent topics would include (but not be limited to) the design or retrofit of buildings, bridges, marine structures, tanks, and towers.

Research / New Methods / New ApplicationThese papers will focus on recent research with application to structural engineering, new methods of analysis, and the use of new materials or new applications of traditional materials.

BusinessThese papers will discuss the business of structural engineering and could address any of the following issues: new markets, liability, fees, human resources, insurance, publicity, or professional services.

We have invited Mr. Richard Pipkin, of A/E Resources, to give the presentation and lead the discussion. Rich will share his experience with the business practices of fi nancially successful Firms. He will explain how Firm-wide fi nancial performance is measured and reported. His presentation will include a review of typical fi nan-cial statements, key operating ratios and the buildup of hourly billing rates. We have also invited a panel of experts, including representatives of some of the most successful design fi rms in this area to be present and share their thoughts and experience on this subject with us.

Richard Pipkin is the founder of A/E Resources. After serving as a business offi cer for a private university, managing a large law fi rm, a construction company, and two architectural fi rms, Rich founded his fi rm in 1983 to provide consulting services exclusively to A/E Firms. His fi rm specializes in three primary areas of Practice Management: -The development of Leadership Succession plans through internal ownership transition, mergers or acquisitions; -Operations Management including Firmwide fi nancial management, corporate tax planning, contract audit representation, contract negotiations and the fi nancial management of Joint Ventures; -Project Financial Management including evaluation/implementation of Project Financial accounting systems, assistance with project scope and budget development, cost proposals and project monitoring.

Building Inspector Turner RetiresOn December 10, 2004, Ms. Zan Turner retired after a very successful career as a Building Inspector with the Department of Building Inspection. Zan made signifi cant contributions to Emergency Operation Plan, BORP, Special Inspection Pro-gram, ATC-20 training , earthquake preparedness and many other programs. She served on the board of EERI and also on various committee of SEAONC, ICBO and others. She is missed by all of us at DBI.

I am pleased to be assigned to serve as chair of the BORP Subcommittee and to continue coordinating the BORP meet-ings. We look forward to continuing our successful relation-ship with the SEAONC Disaster Emergency Services (DES) Committee.
