APAC Region

• Rapid growth in air traffic

– Air Traffic in Asia represents over 30 % of all air travel in the World.

• Different level of aviation activities and economies

• Lack of access to airspace administered by military

– Impede efficient utilization of airspace, efficient operations, safety concerns

• Diversified air navigation infrastructure

• Vast oceanic airspace

• States / ANSPs have developed their own infrastructure tailored to suite their own national needs, and established future plans.

• No means of coordinated / harmonized ATM modernisation plans, like SESAR or NextGen.

Seamless ATM Plan

• The 46th DGCA Conference (Osaka, 2009) committed to a Seamless ATM Asia/Pacific by issuing the Kansai Statement.

• DGCA agreed APANPIRG be platform to discuss and plan a future ATM system for the Asia Pacific Region.

• APANPIRG formed the APSAPG to develop a Seamless ATM Plan, consistent with the Global ATM Operational Concept (Doc 9854) which contains a vision of an integrated, harmonized, and globally interoperable ATM System with a planning horizon up to and beyond 2025.

• Aviation System Block Upgrade (18 ASBUs) were only a part of the solution

– SAR, civil/military cooperation aspects not covered.

• Asia/Pacific Seamless ATM Plan, developed by APSAPG was endorsed by APANPIRG/24 in June 2013 – Conclusion 24/54.

• Two Phases

– Phase 1 (12 November 2015), and

– Phase 2 (8 November 2018).

– Neither phase, nor any element is binding on any State, but should be considered as a planning framework. The timing is not mandatory, but if applicable, States need to achieve these dates as close to the targets as possible.

• The Seamless ATM Plan was intended to determine the minimum requirements for seamless ATM operations

– Harmonization, Interoperability.

– Efficiency focus for aircraft operations.

Regional Priorities – air navigation

• The PIRG / RASG Global Coordination Meeting (19 March 2013, Montreal) requested PIRGs to establish regional priorities and set targets.

• Global Air Navigation Plan (GANP)

– global perspective

– 18 Aviation System Block Upgrade (ASBU) modules. All ASBU modules may not be applicable to every region as each Region has different operational environments, traffic volumes, airspace structure, etc.

• The Chairpersons of the APANPIRG Sub Groups selected 10 regional priorities and targets for the APAC Region. APANPIRG/25 (September 2014) endorsed the APAC priorities and targets.

Challenges – Air Navigation

1. Slow progress of implementation of ATS infrastructure, not to corresponding to traffic growth, resulting in traffic delays and inefficient operation.

– Need to increase capacity and improve efficiency of operations in busy sub-regional areas; SUR tool, ATFM, CDM, PBN, FUA.

– Need to implement ATC tools to minimize ATC human errors and reduce ATC workload; AIDC, ATS surveillance with data integrated.

– Need to accelerate AIS-AIM transition.

2. Slow progress of ATS route restructure for enhancing efficiency and increase capacity. EUR/Asia, SCS, South Asia, Afghanistan contingency, etc.

3. Lack of civil/military cooperation resulting in low accessibility to airspace, decreasing airspace capacity, inefficient operations and safety implication.

• States and ANSPs are expected to establish State seamless ATM planning based on the APANPIRG-endorsed Seamless ATM Plan in order to align objectives and milestones with other States in the region, and proceed with the implementation according to the plan for harmonized operations.

• Without effective regional Seamless ATM implementation, there will be a significant economic and environmental penalty, as well as safety implications.
