PART II: Information about the School’sActivity/Programme on Education for Disaster Risk Reduction The information of part II from no.1 to 11should be no longer than eight pages long (A4 type, Arial font, size 11 point). A half to one page A4 of the project summary should be included. 1. Title of the school’s activity/program on Education for Disaster Risk Reduction

Flood Avoidance in SMK Negeri 1 Balikpapan 2. Summary of the activity/program (a half to one page A4)

To avoid flood (see picture 2) in SMK Negeri 1 Balikpapan, there are several steps of the team’s activities, such as: a. Survey Survey activities are including examination, investigation and observation of flood inundated

areas in the school and its surroundings, such as measurement of the elevation of the existing conditions and the size of the conduit, etc. (see picture 3 and attachment 3)

b. Investigation The team has recorded or reviewed the facts in order to get answers for questions about the

flood in this school. (see picture 4 and attachment 4) c. Design Based on the survey and investigation (Geological Map, Contour Map, Map of the Watershed,

daily rainfall data maximum 24 hours, etc), the team especially the teachers do the design, the results were doing shortcut and increasing the size of the drains. So the debit of 25-year flood in the school reduced from 1.872 m3/sec to 0.384 m3/sec.

d. Public Consultation In this step the team held a meeting with stakeholders, including the community to convey flood

mitigation purpose, the results of the survey investigation, design and construction of the shortcut and widening of waterway. (see picture 5)

e. Land Acquisition The activities were on public land, so there was no land acquisition.

f. Construction The team recommends the calculation results to the Office of Balikpapan Public Works

Department to auction/appoint consultant and contractor. The result of the construction divided by 2 (two) phases: in 1999 was Rp 593,574,729.40 and 2011 was Rp. 489,689,293.00. (see picture 6 and attachment 5)

g. Operation and Maintenance Operation of shortcut and drains after 4 month construction period plus drying concrete for 1

month. The operation result is success and running well. While there is no maintenance of shortcut way relatively because it is made of concrete. Preventive maintenance such as infiltration hole, reforestation, and garbage management. (see picture 7 and attachment 6)

h. Monitoring and Evaluation Although it is free from the flood effect, so the process of teaching and learning activities can

be running well and the loosing of material about 15% of the building value but it is leaving the impact of the flood area in the classrooms and its surroundings which low land, being uncomfortable and not beautiful.

i. Recommendation for the Future In order to renovate old classrooms again by respecting to comfort, beauty, and changing

times.

3. Background information or reasons why the school initiated this activity/programme The backgrounds of this activity/program are: a. Teaching and learning activities cannot hold during flood. b. Loss of infrastructure cause by flooding about 15% of the building value.

c. Unhealthy room and environment. d. Complaints from residents of RT.13 Sepinggan. 4. Objectives/goals of the activity/program The Objectives/goals of the activity/program are: a. Teaching and learning activities run well. b. To stop the disadvantage of facilities and infrastructures. c. Clean, green and healthy environment. d. The concordance between community of SMK Negeri 1 Balikpapan and its surrounding will be

awoken.

5. Period of time when this activity/program was/has been implemented

Period of time when this activity/program was implemented in 2009 – 2011 (three years) 6. Activities (Short-term actions and strategies of implementation of the short-term actions)

Flood mitigation activities in the school have an implementation strategy with shortcut and improved drainage, so that the coming flood discharged will be reduced greatly due to diverted water flow direction. The step of short-term activities are survey, investigation, design, land acquisition, public consultation, construction, operation and maintenance, monitoring and evaluation, and recommendation of future, on the following details: First activity is topographic survey of the existing drainage conditions by the students were guided and supervised by teachers. This survey activity was from upstream to downstream and reviewed flood inundated areas in the school and its surroundings. Students use a set of theodolites in this survey. The team discusses a question about this school floods to the concerned stakeholders, in order to find expect answers. This investigation related to the Balikpapan Municipality, Public Works Department and Meteorological Stations to obtain geological and contour map data, maximum daily rainfall data 24 hours. It also asked people directly about flood in SMK Negeri 1 Balikpapan. Based on the survey and investigation (Geological Map, Contour Map, Map of the Watershed, daily rainfall data maximum 24 hours, etc), the team especially the teachers design by the following description: Based on daily rainfall data maximum 24 hours as the attachment, the frequency analysis performed by the Gumbel method as follows: Basic equations:

Consultation meetings between the owner, consultant, contractor and the community, is important to socialize the implementation of the activities that have carried out from the design results above. In some areas there are a lot of implementation of this kind water resources stopped even failed due to lack of public meetings, especially when it concerns about land acquisition. The activities were on public land, so there was no land acquisition. Implementation stage divided into 2 stages, the first is Drainage of SMK Negeri 1 Balikpapan about

Rp. 593 574 729, 40 in 2009, then the second stage about Rp. 489,689,293.00 in 2011, accompanied by the designing and supervising consultant. The publics can provide opinion for the implementation of these activities through consultant, contractor, and Balikpapan Public Works Department. Implementation activities have to find the specifications and working drawings. Operation of this shortcut and drains after 5 months, consists of 4 months of implementation plus drying concrete for 1 month. The result is success and running well. 7. Resources used for implementing the activity/program Resources used for implementing the activity/program are: (see attachment 7) a. Rainfall data from Meteorology Station. b. Contour and Geological map from Balikpapan Municipality/Local Government c. Information about Improvement and Development of drainage from Balikpapan Public Works

Department. d. Natural science materials and worksheet of SMKN 1 Balikpapan. (see attachment 8. Monitoring and evaluation mechanism and results

Monitoring purposes to get feedback from all phases of the activity that being carried out, while the evaluation purposes to obtain precise information from monitoring as consideration for the decision-making program that being carried out or in the future. Monitoring implementation mechanism of the construction activities are monitored by supervising consultant, while other activities carried out by the team. Evaluation is done by a meeting with the owner of the activity (the government), supervising consultant and contractor. And the government will take strategic decisions. Monitoring and evaluation carried out systematically and continuously. So that the implementation is not rigid, planned and responsive to variations in the required changes in the field. Although it is free from the flood effects, so the process of teaching and learning activities can be running well and the loosing of material about 15% of the building value but it is leaving the impact of the flood area in the classrooms and its surroundings which low land, being uncomfortable and not beautiful. . 9.
