Service Lines The SEACOR companies have the following services available that could be mobilized in support of Haiti’s earthquake recovery efforts: Air Transportation and Support Services: We have the ability to provide aviation resources to search and rescue, medical evacuation, group or individual personnel transit services. Communication Services: We have the ability to provide overall communication infrastructure support including portable mesh networks that support local interoperable communications. Marine Transportation and Support Services: Our vessel operations provide a wide variety of available resources from work boats and crew vessels to barges and tankers which can be maneuvered to support emergency response and recovery efforts. Incident Management Team Support: Perhaps most critical to the emergency response and recovery operations, we provide the most recognized Incident Management Team in the world. We can provide critical support from field based operations up to expertise at the highest levels of Command. Disaster Management: In support of our Incident Management Team is our capability of providing critical Disaster Management – providing logistical support for ANY

emergency response and recovery logistical support need (provision of every critical logistical support service during the response/recovery phases). Spill Management: Our Incident Management Teams are highly experienced in oil and chemical spill response with significant world wide experience. Our support includes expertise at every level of spill response (command, operations, planning, logistics, finance, safety, media, legal and any and all other facets of response). Environmental Response Services: Through our world wide spill response organizations we provide a wide variety of physical spill response equipment and services (vessels, skimmers, boom and response personnel) for responses to oil and hazardous material emergencies and post spill remedial support. Public Assistance and Debris Management: We have the ability to provide the expertise and management for initial damage assessments, development of project scope and specifications and monitoring/removal of debris which will greatly facilitate the recovery effort. Media and Public Relations: We have the ability to provide public relations professionals to support the effective communications to stakeholders. These professionals are supported by sophisticated software that provides document collaboration, mass e-mailing, text messaging, website development and hosting, and many other communications features. Ancillary Response and Recovery Assets: We have the capability to provide the most immediate needs including fuel, power, lighting, security, temporary housing, demolition, disposal and waste management. ERA HELICOPTERS LLC Era Group, Inc is the aviation business unit of SEACOR Holdings, Inc.

Era Helicopters LLC, a 61 year old FAA Part 135 operator based in Lake Charles, LA, provides “turn-key” helicopter operational support for;

• Offshore oil and gas industry support • Construction / heavy-lift • Seismic • Pipeline / Power line patrol • Emergency response / disaster support • Wild land firefighting • VIP passenger missions • Law Enforcement for hire

With its wide range of technologically advanced helicopter fleet consisting of approximately 180 aircraft. Era and its subsidiaries can provide personnel and cargo transport services in areas ranging from the shallow and deepwater oil and gas fields in the Gulf of Mexico and Alaska to the jungles of Central and South America and deserts of the Middle East region as well as aircraft leasing services to third parties worldwide and a variety of aviation-related services through its FBO operation in Anchorage, AK. In addition, through an exclusive strategic teaming agreement with Priority 1 Air Rescue (P1AR), Era can provide advanced Helicopter Search and Rescue Special Operations along with secure aviation support for high-value targets in austere environments world wide through our teaming arrangement with Triple Canopy, a world class provider of security services.

Operating in the United States, EraMED is an innovative air medical service company, providing medical institutions with around-the-clock flight services that include pilots, maintenance, communications support and a diverse fleet of sophisticated twin-engine turbine helicopters.

The Era Training Center (ETC) provides training for corporate aircraft operators, air medical flight services, airborne law-enforcement personnel and other rotorcraft professionals. Located near Era Helicopters' headquarters at the Lake Charles Regional Airport the facility currently features Frasca built Eurocopter EC-135 and AS350B2 FSTDs and soon an Agusta Westland AW139 device will be added to the cutting-edge

classrooms, custom briefing areas and administrative offices. In addition to these training services ETC has also teamed with Priority 1 Air Rescue (P1AR) to provide mountain/maritime/inland helicopter hoist rescue SAR training. These services include;

• SAR/Medevac program implementation services • Rescue hoist and hoist installation engineering and certification • Consultation for appropriate special operations/SAR equipment • Helicopter under-water egress (HUETS) and aviation survival training • Aerial fire-fighting using belly tanks or bambi-buckets • Tactical aerial law enforcement and gunnery training • CSAR fast-rope, rappelling/abseiling training • US Coast Guard and US Navy standards rescue swimmer program • Continuing education and quality assurance monitoring (online virtual classroom) • FAA/Transport Canada/CASA/EASA certification

SES, NRC, O’Brien’sRM and SESI have been an ever-increasing provider of response services to a broad spectrum of clients and incident types for the last 20 years, during which time they have responded to many thousands of emergencies in diverse geographical locations. As it specifically relates to Haiti, SESI responded under contract to USAID in Lebanon. NRC and O’Brien’s have responded numerous times under the Basic Ordering Agreements with the U.S. Coast Guard, including Hurricane Katrina. In a discipline that requires the greatest attention to detail, the use of sophisticated equipment and the highest level of training and expertise, SES, NRC and O’Brien’sRM have proven time and again their ability to respond promptly and effectively to all levels of emergencies. All responses and remediation projects are handled under the strictest safety procedures and in close cooperation with our clients and local authorities.

NATIONAL RESPONSE CORPORATION (NRC)

National Response Corporation provides high quality oil spill removal and emergency response services. Our high quality service includes promoting environmental improvement while minimizing risks to persons, equipment, and property. NRC’s unique and cost conscious approach to spill response is supported by in-house expertise, a vast amount of specialized response resources and a highly skilled Independent Contractor Network (ICN). Presently, the ICN is comprised of 168 emergency response & spill clean-up companies with over 175 locations throughout our Area of Service. These contractors have been selected by NRC after a review of their resources, capabilities and experience. NRC places our own equipment, including shallow water portable barges, boom, high capacity skimming systems, inland work boats, vacuum transfer units and mobile communication centers, at the ICN locations. NRC resources also include a Marine Resource Network which consists of seventeen dedicated oil spill response vessels, which are strategically positioned throughout our Area of Service to meet the planning requirements of OPA ‘90. Through our parent company, SEACOR Holdings Inc., NRC has access to a vessel fleet of more than 328 offshore vessels and supply boats worldwide. The Marine Resource Network also provides NRC with pre-contracted access to hundreds of tugs and oil barges from our tug and barge clients.

O’BRIEN’S RESPONSE MANAGEMENT INC. (O’Brien’sRM)

As the largest and most reputable all risk (e.g. industrial emergencies, natural disaster, civil disturbances, terrorism/security threats and other emergency) response management organization, O’Brien’sRM leads a group of functional experts that, we believe, make up the finest incident management team available in the world. We are capable of responding at almost any level, from supporting a local response team with advice and assistance via consulting services, to taking over command of an incident and managing all aspects of the emergency. O’Brien’sRM response team members routinely respond to actual emergencies utilizing the National Incident Management System (NIMS) Incident Command System (ICS) and bring an unmatched level of hands-on experience. O’Brien’sRM team comes equipped with all of the tools to do the job, including communications (satellite phone, web based VOIP “Go Kits). O’Brien’sRM utilizes CommandPro® software, which is NIMS compliant automated ICS software. This software can be used to develop Incident Action Plans and track the personnel and resources assigned to multiple incidents simultaneously. Through the O’Brien’sRM subsidiary, PIER Systems, Inc. we provide media and public relations crisis communications services. Public Information Emergency Response (PIER) web based software provides the support needed to effectively communicate with all stakeholders. This system is currently used by the U.S. Coast Guard and American Red Cross, among many other federal, state and local agencies.
