It also makes a stronger linkage between sustainable development of river basins, coastal and marine areas and local, national and regional investment processes in a “blue economy”. 1. Establishing partnerships in ocean governance. 2. Maintaining healthy and resilient marine and coastal ecosystems. 3. Building a knowledge platform for a sustainable ocean-based economy.
