SMART Cards

• ITSO plan to remove support for Mifare4k SMART Card by end of 2016

• TCA's need to ensure they no longer issue this type after 31st December 2009

• This date may be put back to 2011 • Cards already in circulation will not have to

be replaced before the end of their natural expiration (5 years)

Take of New Scheme

• Mixed experience across districts - winners and losers

• LGA has about 20 to 30 districts seeking support for a lobby for more grant

• DfT willing to change distribution if LGA support this

• LGA calling a meeting (January 2009) of districts who are suffering losses to discuss lobbying

DfT work

• Consultation paper now due in early 2009• Main theme - transfer of admin responsibility • District to County seems most likely option • CLG likely to consult on grant implications in Autumn • Range of options for transfer of funding from districts

likely to include:-

- Spend on reimbursement (statutory element only)

- Disaggregation of Formula Grant - Relative Needs Formula• This work will form part of SWG work in 2009
