SUBJECT: ANNUAL REVIEW OF SCARBOROUGH THEATRE TRUST 2014/2015

REASON(S) REPORT REQUESTED: This is the sixth report of a schedule of annual reports to enable the Council to monitor the services provided by the Scarborough Theatre Trust (STT) as specified under the terms of the service level agreement between the Council and the STT.

PURPOSE OF REPORT: To provide information to the Council about the STT’s activities and performance during the financial year 2014/15.

RISK ISSUES: There are no identified risks relating to the monitoring report. The Scarborough Theatre Trust is independent of the Council.

1. INTRODUCTION

1.1 The main function of the STT is the management and development of the Stephen Joseph Theatre (SJT) and its associated programme of activities.

1.2 The Council is a major funder and has a service level agreement with the STT. The Council is therefore required to monitor the SJT’s performance, and the STT is required to report on its activities and to answer questions in relation to these. In addition, Members who represent the Council on outside bodies are required to report to the appropriate overview and scrutiny

committee at least annually on the activities of the outside body. For limited companies such as the STT this is a statutory obligation.

1.3 The Council representative on the STT Board is the Portfolio Holder for Tourism and Culture. For the financial year 2014/15 this was Councillor David Chance.

2. CORPORATE AIMS/PRIORITIES AND THE COMMUNITY PLAN

2.1 The work of the STT supports the Council’s corporate aims:-

Aim one: ‘Safe and Healthy’ through its contribution to encouraging participation in cultural activities as part of a healthy lifestyle

Aim two: ‘Prosperous’ through it contribution to tourism as a significant attraction that delivers a quality product bringing many visitors to the Borough including during the ‘out of season’ periods.

Aim three: ‘Inclusive and Vibrant’ through the work to improve opportunities in culture and the arts, ensuring there is a wide range of cultural and arts events, which meet the needs of our residents and visitors, are accessible to all and are value for money.

3. BACKGROUND AND ISSUES

3.1 Scarborough Borough Council is a major funding partner of the STT along with the Arts Council England and North Yorkshire County Council.

3.2 In 2014/15 the Councils funding payment to the STT was £137,784. The Arts Council’s total funding was £1,036,206 and North Yorkshire County Council’s contribution was £10,000.

3.3 The STT is one of only two organisations in the Borough that have been granted National Portfolio Holder Status for Arts Council Funding; the other one being Crescent Arts.

3.4 The STT is a charity and its key objectives are: To advance the education of the public in all aspects of dramatic art

including the arts of drama, opera, dance, music and film. The development of public appreciation of such art by the provision of

a theatre and the presentation of public performances. To further the social and cultural welfare of the community of

Scarborough and its neighbourhood and visitors to the Borough.

3.5 This report highlights the successes and challenges of the last year and includes a check list of those specific objectives which are a feature of the funding agreement between the two parties. A copy of the check list is attached as Appendix A to this report.

4. ASSESSMENT

4.1 Stephen Joseph Theatre Company

4.1.1 Stephen Joseph Theatre (SJT) continued to be an internationally recognised landmark summer cultural destination, renowned for launching accessible new plays, programming activity and deeply rooted in its local community all year round.

4.1.2 During 2014/15 SJT continued to premiere new work that played to the strengths of its spaces, principally during its world famous summer season. The programme celebrated SJT’s unique relationship with Alan Ayckbourn, whilst nurturing playwrights at all stages of their careers.

4.1.3 The exciting World Premiere of The Last Train to Scarborough by Andrew Martin, adapted and directed by Artistic Director Chris Monks, sold out, and attracted considerable numbers of first time attenders to SJT. This production included film sequences shot in the National Railway Museum and on location in North Yorkshire, and was included in the Yorkshire Festival.

4.1.4 Alan Ayckbourn’s World Premiere family friendly musical adaptation of The Boy Who Fell Into A Book was a hit with audiences and received four star reviews. Chris Monks’ innovative, contemporary and comic World Premiere adaptation of Gilbert and Sullivan’s Cox and Box – Mrs Bouncer’s Legacy was warmly received, playing in the smaller McCarthy auditorium.

4.1.5 The Screenplay season of four short plays, all world premieres celebrating the history of cinema in the Odeon building, by emerging writers (Jimmy Osborne, Isabel Wright, Kate Brower and Claudine Toutoungi), reaffirmed Stephen Joseph Theatre’s commitment to new work and the continuity of this talent development programme was demonstrated by SJT’s production of new play Slipping by Claudine Toutoungi, whose work had been premiered as part of Screenplay. Both Screenplay and Slipping were directed by Associate Director Henry Bell.

4.1.6 Alan Ayckbourn’s new play Roundelay, marking Alan’s 75th birthday year and taking the form of five related short plays performed in a different order decided by a member of the audience each night, premiered in Scarborough before touring extensively.

4.1.7 The Christmas production for schools and families was Aladdin by Andrew Pollard, directed by Chris Monks, which featured a large community cast, offering young people the opportunity to work alongside and learn from professional performers. The production was seen by 7,276 people.

4.1.8 During the year, SJT also launched the tour of its co-production with Sticks Theatre Company of Adam Sutherland and David Glass’ The Hoarder.

4.1.9 For 2015, SJT has developed a programme of six new productions, including a number of high profile revivals celebrating its 60th Anniversary, and is currently planning a summer season and Christmas production for 2016.

4.2 Touring

4.2.1 During 2014/15 Alan Ayckbourn’s new play Roundelay premiered in Scarborough and toured in the Round to the Old Vic in Newcastle under Lyme and the Old Laundry Theatre in Bowness on Windermere, before being restaged for a Proscenium Arch tour, opening at the Yvonne Arnaud in Guildford (SJT’s long-time collaborators), and touring to Theatre Royal Bath, the Cambridge Arts Theatre and Everyman Theatre in Cheltenham. The production was seen by 14,511 people on tour.

4.2.2 Alan Ayckbourn’s play Arrivals and Departures, which opened in Scarborough in 2013, was invited to New York for a residency in the Brits Off Broadway season in Summer 2014, and seen by 7,035 people. This was Stephen Joseph Theatre’s fifth tour to New York since 2005, and Arrivals and Departures was named one of the top ten shows of 2014 by Time magazine and praised by New York Times chief theatre critic Ben Brantley.

4.3 Visiting Work

4.3.1 During 2014/15 SJT continued to provide a wide ranging artistic offer to the people of Scarborough and Yorkshire, and as in previous years presented an exciting and varied range of companies and artists.

4.3.2 Highlights of the visiting programme included Northern Broadsides’ award winning new play An August Bank Holiday by Deborah McAndrew and revival of She Stoops To Conquer, John Godber Company’s Teechers and On the Piste, Shakespeare at the Tobacco Factory’s As You Like It, Hull Truck Theatre and Derby Theatre’s A Taste of Honey, LipService and Oldham Coliseum’s The Picture of Doreen Gray and Told By An Idiot’s My Perfect Mind.

4.3.3 Highlights of the musical programme included Ensemble 360, Cropper Welsh Roscoe Trio, Benyounes Quartet through SJT’s continuing partnership with Music in the Round, renowned jazz artist Stacey Kent and popular performances from the Manfreds, Mike McGear McCartney, Tom Townsend, Opera Appetizers, Pasadena Roof Orchestra, Buddy Holly and The Cricketers and Hammonds Saltaire Band. There were also one off dance and theatre performances from Goofus, Live Canon Live, Reginald Arkell, Black Toffee, Flying Cloud,

Sonia Sabri Company, North Country Theatre and John Shuttleworth. SJT also worked with Oxford Playhouse and Live Canon Ensemble to deliver a specially created Scarborough Poetry Walk throughout summer 2014.

4.3.4 SJT continued to screen film and developed its programme of live streamings of world class theatre, opera and ballet from around the UK, including the National Theatre, Royal Shakespeare Company and Royal Opera House. These streamings continued to be popular, offering audiences the opportunity to be part of a worldwide audience accessing world class productions at affordable prices. In 2014/15, 12,512 people saw film or live streamings at SJT.

4.4 Visitors and Admission Policy

4.4.1 In 2014/15 SJT reached 111,726 people, as per the following breakdown:

4.4.2 The SJT pricing structure continued to operate in line with other regional theatres in Yorkshire and beyond and SJT remains committed to ensuring that prices should be accessible. The average ticket yield was £11.69, and a range of prices were offered across the programme e.g. £10 - £24.50 for produced work, including the christmas production, and between £10 and £17.50 for many of the visiting presentations. Film tickets were £7 (£6 concessions).

4.4.3 Standby tickets were available for £10 and £5 tickets were available to under 30s. There continued to be a number of family offers and concessions for deaf and disabled people.

4.4.4 Additional visitor spend in the Borough is estimated at approximately £1 million and the total economic impact in the Borough calculated at over £8.9 million.

Throughout 2014/15 visitors continued to come from all over the world, with 48% of audiences attending from outside the borough of Scarborough.

4.5 OutReach Work

4.5.1 During 2014/15 SJT continued to provide a range of opportunities for young people to access and experience the arts. A programme of

activity is designed to create a pathway for young people to experience and explore the arts, from Tiny Time Tales, an interactive educational children’s performance designed as an initial introduction for those children aged 2 - 7, Tiny Time Rounders for 4 – 7 year olds, Youth Theatre for those aged 8 – 15 in Scarborough, Filey and Whitby, Youth Choir, the Arts Awards recognised qualification, and opportunities for young people to perform on a professional stage, particularly during our annual ReachOut Festival, which showcased the range of the Theatre’s community work.

4.5.2 SJT’s formal education scheme Creative Partnerships connected SJT with 19 local schools, using the arts to support the national curriculum and empower young people through their own learning and creativity.

4.5.3 In addition, a vibrant programme of adult acting classes and choirs, alongside play writing and readings and other projects for older people, continued to see SJT’s OutReach work responding to the needs of local people.

4.5.4 In 2014/15 a total of 21,137 people participated in SJT’s OutReach programme.

4.6 Finance and Infrastructure

4.6.1 The Board of the SJT, Scarborough Theatre Trust Ltd, a registered charity, meets 4 times a year, with its Finance sub committee also meeting 4 times a year. The Scarborough Borough Council representative can attend all Board meetings. During 2015/16 the Board is establishing a Development Council to facilitate trustees’ contribution to fundraising and to support the fundraising function, and a Nominations working party responsible for developing the skills and diversity of the trustee membership and for planning recruitment and succession planning.

4.7 Staffing

4.7.1 As at 31 March 2015, SJT employed 49 staff, of which 34 were full time and the rest part time. In addition SJT employed 57 contractual staff during the year and worked with 31 volunteers.

4.8 SJT Looking Forward

4.8.1 During 2014/15 SJT was awarded an Arts Council England small scale Lottery grant towards the Theatre’s new OutReach Rooms, which will embed community work at the heart of the organisation and serve as a springboard to increase provision. SJT’s significant fundraising success to support this capital project attracted major grants from charitable trusts and foundations and the new OutReach Rooms opened successfully to the public in May 2015.

4.8.2 In 2015/16 SJT celebrates its 60th Anniversary with a range of major revivals of productions associated with the Theatre – A Woman in Black by Susan Hill, adapted by Stephen Mallatratt, Confusions by Alan Ayckbourn, Neville’s Island by Tim Firth and Cox and Box – Mrs Bouncer’s Legacy – alongside the world premiere of Alan Ayckbourn’s 79th new play, Hero’s Welcome, and a year along programme of special events, talks and readings.

4.8.3 As SJT celebrates its 60th Anniversary, SJT has been embarking upon a significant review of its vision and operating model, led by interim Chief Executive Mathew Russell. Stephen Wood left the post of Executive Director in June 2015 and Chris Monks, Artistic Director, will leave in December 2015. Recruitment for a new senior team will commence in early 2016.

4.8.4 As part of the current business planning process, SJT has identified the following strategic objectives for the period 2015 – 2018: Develop a financially sustainable new operating model Increase philanthropy for core work and new strategic priority projects Increase income generation from a range of ancillary activity Develop the approach to accessible new writing so as to increase SJT's

audience for new work Produce and present more work for families and young people Tour or transfer a range of SJT produced work Diversify SJT's users, particularly in relation to socio and economic

disadvantage and young people Increase frequency of attendance by current users and user segment

types Increase visitors to SJT's landmark building Better advocate for SJT's contribution to the national theatre ecology Increase the range of partnership working with local, regional and national

4.8.5 The Borough Council has reduced its annual funding by a similar percentage reduction in the funding that it has received. Over the five year period funding from the Council has been:

4.8.6 This reduction in funding has been a contributing factor to the significant financial difficulties SJT has encountered in recent years. In 2013/14 SJT generated a deficit of circa £129,000 and in 2014/15 circa £258,000. As a result, Arts Council England provided £200,000 of emergency intervention funding in order that SJT could continue to trade. SJT has an accumulated brought forward deficit of circa £56,000 on unrestricted funds.

4.8.7 In 2015/16 a deficit budget of circa £50,000 was set and an application is being made to Arts Council England for further intervention funding in this year to cover the transitional and restructuring costs required to support the review of the operating model and to stabilise SJT’s year end deficit.

4.8.8 In this context, and in order to support SJT in launching its new operating model (which includes a required reduction in annual Overheads of circa £140,000), SJT is requesting that the Council grant standstill funding of £116,000 for the 2016/17 and 2017/18 funding years. This decision would help to recognise the additional services SJT is now providing in respect of hosting and staffing the Tourist Information Point (helping the Council to deliver a significant cost saving) and through the introduction of the OutReach Rooms and increased participatory provision with and in socio and economically disadvantaged communities.

4.8.9 SJT’s current level of local authority funding (5% of turnover) is significantly lower than the national average across the arts (8%) and is particularly low for a regionally producing theatre. In 2014/15 the Council’s funding helped to lever in excess of £1 million of Arts Council England funding alone and at a point in the funding cycle when Arts Council England will be making difficult decisions about the future funding of the arts, the partnership investment that a local authority makes will be increasingly scrutinised.

4.9 Future Theatre Provision in the Borough

4.9.1 SJT continues to enjoy good working relationships with other theatre, cultural and leisure providers in the Borough. These have been enhanced by SJT’s increased role in external ticketing through the provision of Tourist Information Point services. In reviewing and developing its plans for Christmas product moving forward, SJT has also taken careful account of the existing seasonal offer in the Borough.

4.9.2 During 2015/16, SJT has also been working with local partners, Scarborough Museums Trust, Create, Crescent Arts, the YMCA and Cape UK (Arts Council England’s Bridge organisation for Yorkshire and Humber), to develop a new local cultural education and community partnership that will collaborate with the aim of ensuring that every child and young person in Scarborough has access to a high quality cultural offer, improving educational attainment for

children and young people in the borough and expanding cross generational participants experiences into different and varied artforms.

A copy of the Accountable Officer’s Monitoring Form is attached as Appendix C to this report.

5. IMPLICATIONS

5.1 Policy – The work of the STT contributes to a number of strategies including the Borough’s Visitor Economy Strategy.

5.2 Legal – the STT is an independent body to the Council.

5.3 Financial – There are no financial implications arising from this report.

In addition, SJT continued to screen film and developed its programme of live streamings of world class theatre, opera and ballet from around the UK, including the National Theatre, Royal Shakespeare Company and Royal Opera House. In 2014/15, 12,512 people saw film or live streamings at SJT.

Assist in the promotion of the Borough as a location to visit

SJT continues to attract visitors from all over the world, with 48% of audiences attending from outside the borough of Scarborough, and clearly this has a significant impact in promoting the Borough as a location to visit.

SJT also attracts considerable national, and sometimes international, media coverage. In July 2015 SJT secured a 4 minute, 10 second feature on prime time television, as part of the BBC’s One Show, which in total editorial value, as calculated by the Institute of PR, was worth more than half a million pounds.

SJT’s tours to New York, taking place since 2005, are also a significant contributing factor and the 2014 SJT production toured to the Brits Off Broadway season, Arrivals and Departures, was named one of the top ten shows of 2014 by Time magazine and praised by New York Times chief theatre critic Ben Brantley.

SJT’s previous Executive Director, Stephen Wood, was a member of the Yorkshire Coast Tourism Advisory Board and Mathew Russell, interim Chief Executive, has now joined that Board.

In the period April 2015 – March 2018, SJT has strategic objectives and projects relating to increasing visitors to SJT’s landmark building and contributing to projects enhancing Scarborough’s tourism offer and economic regeneration which will help SJT meet this requirement.

Through the Groups Outreach Programme offer work experience for young people in the Borough to afford the opportunity to consider a career in Theatre

SJT continues to offer a range of work based learning opportunities for students at school or in Further/Higher education.

Work with the Council’s Client Officer to ensure there is a joined up plan for the provision of entertainment.

SJT’s senior staff continue to meet regularly with the Council’s Client Officer to progress such discussions and SJT’s interim Chief Executive now meets formally with the Council’s Client Officer every 2 months.

During 2015/16, SJT has also been working with local partners, Scarborough Museums Trust, Create, Crescent Arts, the YMCA and Cape UK (Arts Council England’s Bridge organisation for Yorkshire and Humber), to develop a new local cultural education and community partnership that will collaborate with the aim of ensuring that every child and young person in Scarborough has access to a high quality cultural offer, improving educational attainment for children and young people in the borough and expanding cross generational participants experiences into different and varied artforms.

Use its best endeavour to achieve an increase in the annual spend by visitors per annum

Additional visitor spend in the Borough is estimated at approximately £1 million and the total economic impact in the Borough calculated at over £8.9 million.

Ongoing development of theatre packages with accommodation providers is a contributing factor to this.

To Lobby for the improvement of rail and bus links to and within the Borough

SJT is keen to continue encouraging later times for public transport, and has introduced a 7.00pm performance on Thursdays to allow audiences to catch the last train back to York and interim and connecting stations.

SJT’s OutReach work as outlined in the response to the Requirement relating to an OutReach programme is key to this.

In the period April 2015 – March 2018, SJT has strategic objectives and projects relating to diversifying SJT’s users, particularly in relation to socio economic disadvantage and young people.

Supporting and contributing to arts festivals in the Borough

During 2014/15, SJT participated in Coastival and the National Student Drama Festival, as well as delivering festivals led by SJT such as the ReachOut Festival and Deco Days.

Committing to the sustainable use of energy and other resources and achieving a demonstrable year on year reduction in energy use

During 2014/15, SJT developed an environmental policy and action plan for SJT covering 2014 – 2017. This action plan was drawn up to monitor energy usage, waste to landfill, water usage and organisational travel and the information has been reported and analysed.

Using 2013/2014 figures as a baseline, SJT achieved an 11% reduction in its carbon footprint and reduced energy, water and sewage usage by 8% over the period.

Key priorities going forward include:

Stephen Joseph Theatre (SJT) will be an internationally recognised landmark summer cultural destination, renowned for launching accessible new plays, programming activity and deeply rooted in its local community all year round.

SJT will premiere new work and produce high profile revivals that play to the strengths of its spaces, principally during its world famous summer season, and tour extensively. Event programmes are mailed to an extensive database held within the theatre service. Stakeholders are also invited to preview evenings as and when events are being launched.

A comprehensive marketing plan is produced annually, promotion include the provision of a web-site, two event brochures are produced annually and supplementary posters and pieces of print are produced as required. A full distribution programme is in place which includes Tourist Information Centres and direct mail to the extensive database. E-flyers are also produced for each event.

Performance: The Theatre has a range of outcomes it is seeking to achieve which are identified by its own strategic and business plan aspirations and through the Service Level Agreement with the Council.

Performance reports are presented four times a year to the Board and are formally monitored and approved by the Board/Finance Committee a minimum of eight times per year.

The Costs of the Theatre Trust are known by the Council’s representative and are published annually.

Financial Performance:

The Council is one of three principal funders of the Theatre Trust, the other two being Arts Council England and North Yorkshire County Council.

Accountability The governance arrangements of the Trust seek to ensure that all partners are aware of the Trusts activities and aspirations. This is primarily through representation on the Board, but also through dissemination of information including Board minutes etc.

Termination The current termination agreement is not less than twelve months from the end of the financial year..
