1. Aadhaar: 9-judge Bench to consider whether privacy is a basic right

3. 9-judge Bench of the Supreme Court will on Wednesday hear the question whether privacy is a fundamental human right and is part of the basic structure of the Constitution.

4. The decision taken by a five-judge Constitution Bench led by Chief Justice Khehar is on the basis of a bunch of petitions contending that the Aadhaar scheme, is a violation of the citizens’ right to privacy.

5. The petitioners have argued that right to privacy is part of Article 21, the right to life, and interspersed in Article 19, though not explicitly stated in the Constitution.


ARTICLE 32 :

1. Supreme Court on Monday agreed with the government’s proposal of five eminent medical practitioners to oversee the functioning and decisions of the Medical Council of India.

Medical Council of India (MCI) :

1. Medical Council of India was established in 1934 under the Indian Medical Council Act, 1933 is a statutory body for establishing uniform and high standards of medical education in India.

2. The Council grants recognition of medical qualifications, gives accreditation to medical schools, grants registration to medical practitioners, and monitors medical practice in India.


The objectives of the Council are as follows:- :

1. Maintenance of uniform standards of medical education, both undergraduate and postgraduate.

2. Recommendation for recognition/de-recognition of medical qualifications of medical institutions of India or foreign countries.

3. Permanent registration/provisional registration of doctors with recognized medical qualifications.

4. Reciprocity with foreign countries in the matter of mutual recognition of medical qualifications.

1. DGCA braces for ICAO safety audit

2. Aviation regulator to furnish its response to detailed protocol questionnaire

Directorate General of Civil Aviation (DGCA) :

1. Directorate General of Civil Aviation (DGCA) is the Indian governmental regulatory body for civil aviation under the Ministry of Civil Aviation.

2. This directorate investigates aviation accidents and incidents.

3. It is headquartered in New Delhi.

4. The Government of India is planning to replace the organisation with a Civil Aviation Authority (CAA), modelled on the lines of the American Federal Aviation Administration (FAA).


1. The CAA has been envisaged as an autonomous regulatory body which will replace the DGCA and will meet standards set by the UN's International Civil Aviation Organisation (ICAO).

2. The CAA will have separate departments to deal with safety, economic regulation and grievance resolution, as well as a full-fledged environment department.

3. It will also have an independent accident investigation bureau.

4. The Authority will also have the autonomy to recruit staff.

5. Currently, the DGCA is understaffed and does not have any recruitment powers.

6. The CAA will have administrative and financial powers similar to those of the American FAA.

7. These powers will redefine the regulator's role and better equip it to face the challenges of the growing Aviation sector in the country.


1. International Civil Aviation Organization (ICAO) is specialized agency of United Nations.

2. It codifies the principles and techniques of international air navigation and fosters the planning and development of international air transport to ensure safe and orderly growth.

3. Headquarters in the Quartier International of Montreal, Quebec, Canada.

4. The ICAO Council adopts standards and recommended practices concerning air navigation, its infrastructure, flight inspection, prevention of unlawful interference, and facilitation of border-crossing procedures for international civil aviation.

Context:

1. DGMO level talks on behest of Pakistan’s DGMO was held on 17 Jul 17.

2. During the talks the Pak DGMO raised the issues of targeting of Pak Army troops which resulted in the death of four Pakistani soldiers and one civilian in Athmuqam Sector of Pakistan occupied Kashmir opposite Indian Keren Sector, Kupwara District.

3. Indian DGMO in response highlighted that all Cease Fire Violations were initiated by Pakistan Army and the Indian Army only responded appropriately to them. Apart from these, firing by Indian troops was initiated against armed intruders when attempting to infiltrate from close proximity of Pak posts along the Line of Control (LC).

4. DGMO also put across emphatically that the trend of infiltration along the LC continued with active support of Pak forward posts impacting peace and tranquillity along the LC and also the internal security situation.

Context:

1. Innovation and upgradation of infrastructure in higher education institutions is an on-going endeavour and the Central Government is making a constant effort in this direction.

2. The University Grants Commission (UGC) under the Scheme “General Development Assistance” provides financial assistance to eligible Central Universities, Deemed Universities, State Universities and colleges.

3. The main objective of the grant, inter-alia, is to set up new infrastructure and strengthen/upgrade existing infrastructural facilities in the institutions.

4. The Central Government has launched several new initiatives viz. National Institutional Ranking Framework (NIRF), Impacting Research Innovation & Technology (IMPRINT), Uchchatar Avishkar Yojna (UAY), Global Initiative of Academic Networks (GIAN) & Global Research Interactive Network (GRIN) in the field of education to encourage innovation and research in the country.

1. National Academic Depository (NAD) which is a 24 X 7 online store house of academic awards digitally lodged by various academic institutions / school boards / eligibility assessment bodies has been established.

2. The academic awards to be lodged on NAD shall cover degrees, diplomas, certificates, mark-sheets including awards issued for skill development.

3. The University Grants Commission (UGC) has been designated as authorized body to operationalise NAD.

4. NAD comprises of two interoperable digital depositories viz.,

1. NDSL Database Management Limited (NDML) and

2. CDSL Ventures Limited (CVL).


1. Maintenance of academic awards in a digital depository not only enables online access, retrieval and verification of these awards, but also helps eliminating fraudulent practices such as forgoing of certificates and mark-sheets etc.

2. The Aadhaar will be used for registration and usage of the digital database. However, in the event of non-availability of Aadhaar, a unique NAD ID will be generated to facilitate digital services to NAD use


SCHEMES


1. Soil Health Card portal aims to generate and issue Soil Health Cards based on either Soil Test-Crop Response (STCR) formulae developed by ICAR or General Fertilizer Recommendations provided by state Governments.

2. The scheme is launched to provide every farmer a Soil Health Card in a mission mode.

3. The card will carry crop wise recommendations of nutrients/fertilizers required for farms, making it possible for farmers to improve productivity by using appropriate inputs.

4. Some states are already issuing Soil Health Cards but, it was found that, there was no uniform norm for sampling, testing and distribution of Soil Health Cards across the states.

5. Taking a holistic view on these, the central government has thus rightly taken measures like launching of a Soil Health Card portal. This would be useful for registration of soil samples, recording test results of soil samples and generation of Soil Health Card (SHC) along with Fertilizer Recommendations

6. Since the scheme is being implemented by the State Governments; it indicates that states need to increase their manpower requirement and funding.
