Chair and Chief Executive’s Joint Report

Appreciating our new and uncertain financial pressures, we were delighted that Scottish Swimming’s members approved a new membership category structure including an increase in fees for swimmers at the 2011 AGM.

The additional income generated through this new approach and our income and value in kind achieved through strong partnerships with sportscotland, British Swimming, our valued sponsors and Commonwealth Games Scotland has enabled the performance team to prepare better and make stronger 2014 focused plans. These plans benefit our national squad athletes, their coaches and club programmes.

A number of successes to feature from the 2010-2011 Scottish Swimming year, also focused on building capacity and quality within our clubs:

The regional swimming development managers built on the foundation they established in their earlier years, supporting clubs in working through swiMark and offering assistance on matters such as learn to swim, pool programming, volunteering, child

protection, performance development coach agreements and general coordination and support.

The education team continues to support teacher and coach development with quality courses, licensing and continuous professional development, leading the way in Scotland in putting teachers and coaches at the heart of our sport.

Our water polo programme continued to grow successfully, specifically with the development of grass roots activity through Mini Polo!, more junior polo within clubs, and a growth in the number of trained coaches emerging with the help of a licensed tutor. We are reviewing the water polo model in order to better support the other disciplines.

Partners continued to get behind our aim of increasing regular participation in swimming through our Just Add Water campaign, including a swimming entitlement for our children, exciting fitness programmes for adults in the water, and aquahost, a programme to engage with Scotland’s pool providers.

The fitness, development and education work that we carry out with the support of our volunteers, pool providers and partners is essential for underpinning the success we experience on the national and international stage.

We are proud of our athletes, coaches, and support teams for their hard work and successes throughout the 2010-11 season. While heading into the London 2012 Olympic Games, the British eye will be on our top athletes. However, it is with the strategic approach our members demonstrated during last year that we can be confident of a strong Glasgow, a promising Rio, and an excellent long term future.

Development Team

Just Add Water - health, fitness and fun in the pool

Top-up – Ensuring that Everyone Can Swim! (see front cover)Swimming was given a fantastic boost last year when the Minister for Commonwealth Games and Sport, Shona Robison, announced an investment of £800,000 to implement a National Top Up swimming programme in Scotland with the aim of reaching those children who would not normally have the chance to learn to swim.

The programme, delivered by Scottish Swimming in partnership with sportscotland, ensures that more children are able to swim to a minimum standard prior to leaving primary school. Each local authority in Scotland received investment to add value and enhance its current school swimming or community learn to swim programme.

Monitoring of the programme is underway. Early indication of a strong impact is positive with a number of important partnerships having been established throughout the delivery of the programme. These relationships have led to connections in other areas of swimming in addition to our participation drive and will be in place for years to come serving as an excellent legacy.

Active Adults - Engaging 7,500 inactive adults aged 45 years plus Supported by the Government and Kellogg’s Swim Active investment, Scottish Swimming developed an education and resource support programme to provide pool operators with three exciting products to enhance their pool programmes and encourage and engage new customers to the pool.

Aqua Zumba - A fun, safe & effective dance-based aquatic fitness class.

Swimfit - The online resource centre and pool-side club that provides swimmers with a gym style work-out programme for the pool. British Gas Swimfit engages swimmers based on their motivation for working-out, whether they are seeking to maintain their health, shape up and tone their body, reach their peak fitness level or compete at swimming competitions.

AquaHost - A new initiative focused on customer engagement and ensuring customers using swimming pools throughout Scotland have a positive experience. Interactive training workshops were designed to support pool operators and managers to reach the target audience and also support leisure centre staff to interact positively with their customers on a regular basis.

Last year, Scottish Swimming trained 45 people to be able to deliver aqua zumba classes across Scotland, we delivered 30 aqua host workshops and engaged 60 pools in Swimfit. We are on course to reach our target of attracting 7500 adults aged 45+ to the pool, excellent progress as part of our Just Add Water campaign.

swiMark

The number of clubs that have signed up to swiMark increased to 100, with the number of clubs achieving accreditation rising to 46. Swim schools achieving swiMark accreditation also increased during 2010/11, rising to 8 with 13 more signing up.

Education

With quality teaching and coaching at the heart of our governing body, we are delighted to report that the number of teachers and coaches achieving United Kingdom Coaching Certificate (UKCC) certification in 2011 was at a new high of 1109 candidates. Particularly pleasing for the on-going development of our workforce and our clubs was the increase in the number of coaches qualifying at level 2 and level 3.

1461 teachers and coaches were licenced in 2010/11, against a target for the year of 800. The trend of the more experienced and qualified coaches becoming licenced has continued including our own National Coach. Scottish Swimming now has 5 Level 5 licenced coaches, more than double the previous 3 years.

Scottish Swimming Aquatics Programme and Awards Scheme

The number of local authority/leisure trusts to sign up to Awards Partnership Agreements has increased to 12. This means that half of Scotland’s local authorities and leisure trusts that take Scottish Swimming’s Learn to Swim programme, powered by Scottish Gas, and /or Kellogg’s Scottish Swimming Awards Scheme have signed to longer term (3 years) Awards agreements contributing to the sustainability of our programme. Sales of Awards continue to be positive with an increase on like for like sales from the previous year.

Performance Team

The Updated Innovative Performance Plan

Scottish swimmers and coaches delivered fantastic performance results on both the National and International stages. Scottish Swimming continues to support both developing and senior athletes through the national programme from the District Regional Programme through the Senior Gold squad. The support we offer is detailed extensively in our updated performance plan, developed with strong involvement from our coaches, the sportscotland Institute, and other key partners. The plan involves a new area: “mindset”, critical as we build our sense of TEAM heading toward Glasgow 2014.

British Swimming – Close Partnership Working

Our performance and management teams work closely with British Swimming colleagues in a number of areas ranging from the partnership that underpins the British Gas ITC in Stirling, to technical matters across Home Countries, to the sharing of best practice across the Association’s remit.

Disability Swimming- Integration and Progress Continues

2011 proved to be a breakthrough year for Scottish swimmers with a disability with 5 Scots making the IPC European team and 3 travelling to the World Deaf Championships. Overall, 3 swimmers made their Great Britain debuts in 2011, a timely development with London 2012 on the horizon. There continues to be encouraging signs from the developing athletes progressing into inclusive programmes and accessing greater support from Scottish Swimming in working towards London 2012 and beyond.

Quality Performance and Performance Development Coaching Across Scotland

Coaches continue to be at the centre of the swimmer development process, and without their continued hard work the performances delivered by the swimmers would not be possible. Scottish Swimming has developed a long history of investing in full time paid coaching positions to help lead a number of quality performance and performance development club and composite programmes across the country. This is a strategy we will continue to pursue, working in partnership with clubs, local authority councils, leisure trusts, universities, British Swimming and other key partners.

This year Scottish Swimming launched its new TEAM brand – representing the swimming community at large, from our rising stars and leading athletes to their families, coaches, volunteers, officials, sponsors and fans. Investment from sportscotland

Once again sportscotland awarded Scottish Swimming one of the highest levels of funding for a sport’s governing body in Scotland, totalling £1,255,000.

sportscotland investment provides opportunities for members involved in every aspect of our pathway. The funding also supports the area of governance, where we continue to strive for best practice. As our Association is professionally managed, we can provide the framework within which our members and partners can flourish.

We continue to work closely with key individuals at sportscotland to maintain our position as one of Scotland’s leading sports governing bodies and we thank them for their continued support.

Partnerships with our Valued Sponsors

Sponsorship continues to be strong through on-going partnerships with Scottish Gas, British Gas, Kellogg’s, Speedo, InterContinental Hotels Group and Winning Students.

Relationships are being forged with Scottish Gas who supported our Awards Event held in September 2011. A number of affiliated clubs also benefited from the British Gas Club Development Grant Scheme, where up to £1000 of funding is allocated to clubs that demonstrate a commitment towards achieving swiMark plus, diveMark plus, poloMark plus and synchroMark plus accreditation. The British Gas Great Scottish Swim was another success this year, offering opportunities for wide participation and elite engagement alike.

for the Scottish Swimming Awards Scheme and the Kellogg’s Swim Active Programme for helping more children with their water confidence and swimming.

Speedo continued its role as “official kit supplier of Scottish Swimming” supporting our squads, and our national events, providing opportunities for members to purchase event specific items as well as Speedo merchandise at a reduced cost.

In its fourth year, our partnership with Winning Students provides circa £50,000 directly towards supporting our senior athletes based at Universities and Colleges across the country.

Equity Agenda Progresses Steadily

Scottish Swimming has continued to develop its commitment to equality and diversity and works to our Equity Action Plan, developed to promote, implement and monitor the activities of the governing body and its members in raising the awareness of equity in swimming. The action plan sits alongside the current Scottish Swimming Corporate Plan 2006-2014 and reflects all areas of our work.

Scottish Swimming is currently working towards the intermediate level of the Equity Standard, which will be delivered in early 2012.

Awards Event 2011

The Awards Event took on a new format in 2011, with the Glasgow Science Centre playing host to Scotland’s swimming community for a great night of celebration.

Held for the first time in September, and sponsored by Scottish Gas, the event provided the opportunity for our athletes, coaches, volunteers, sponsors and partners, to come together and celebrate the outstanding achievements from 2011, of which there were many.

Looking forward to 2012, we will continue to work with Scottish Gas and our members on making this the ‘must attend’ event in the Scottish Swimming calendar: Friday 14 September 2012 at the Glasgow Science Centre.

The directors have pleasure in presenting their report and the unaudited financial statements of the company for the year ended 31 October 2011.

Statement of Directors responsibilitiesThe directors are satisfied that the company is entitled to exemption from the provisions of the Companies Act 2006 (the Act) relating to the audit of the financial statements for the year by virtue of section 477, and that no member or members have requested an audit pursuant to section 476 of the Act.

The directors acknowledge their responsibilities for:(i) ensuring that the company keeps adequate

accounting records which comply with section 386 of the Act, and

(ii) preparing financial statements which give a true and fair view of the state of affairs of the company as at the end of the financial year and of its surplus or deficit for the financial year in accordance with the requirements of section 393, and which otherwise comply with the requirements of the Act relating to financial statements, so far as applicable to the company.

These financial statements have been prepared in accordance with the special provisions for small companies under Part 15 of the Companies Act 2006 and with the Financial Reporting Standard for Smaller Entities (effective April 2008).

Principal activitiesThe principal activity of the company during the period was the promotion and organisation of swimming in Scotland and the co-ordination of activities with other U.K. and world bodies. Being part of a British Swimming led review on long term athlete development and how this might enhance our Scottish Swimming performance programme in the future.

The examination of online membership registration, working with club membership secretaries and our Council to review this area’s pros and cons.

The launch of a support programme for our rising stars, reaching out to companies and groups -large and small- to back our athletes as they head for London 2012 and Glasgow 2014.

“TEAM - Be Part of It” - the launch of our performance branding plan including our new athlete videos (found at www.scottishswimming.com) and engaging with TEAM supporters including athletes, coaches, volunteers, parents, and partners.

Continuous development of the Scottish Swimming Learn to Swim programme powered by Scottish Gas and the Kellogg’s Awards, as well as the introduction of a merchandise strand through a dedicated National Business Manager.

Integration of the Government support and Kellogg’s Swim Active investment within the Development Team to focus on connecting and maximising our partnerships for increasing swimming participation, club development and facility programming.

Taking forward our education work, including a Comic Relief supported programme for training up youth in need of opportunities.

Broadening the range of aquatic education opportunities, including further on-line learning developments.

Continuation of the positive work delivered by the network of Regional Swimming Development Managers.

Working closely with the Glasgow 2014 Organising Committee on the delivery of a quality Commonwealth Games.

Supporting performance as we head toward 2012 with a focus on Aberdeen/Aberdeenshire, Edinburgh, Glasgow and the British Gas ITC Stirling and Scottish Swimming Integrated Training Centre programmes.

Club development, measured by the number of clubs accredited to swiMark and the growth of our members, volunteers and active teachers and coaches:

Local partnerships between Scottish Swimming, each local authority, and the club(s) in their area, measured by:

6 local partnership agreements in place 22 full-time paid coaches in position involving Scottish Swimming

investment (11 Performance Development Coaches and 11 Performance Centre Coaches)

PERFORMANCESupport for youth and senior performance programme athletes, coaches and performance centres/home programmes, measured by:

6 (core target) to 8 (stretch target) Scots attaining top 15 in the world (2 per nation), measured at the time of the London 2012 Olympic team selections

A 4th place finish on the swimming medal table at the 2014 Games; 5 medals in swimming with a 6th in disability swimming and a 7th in the disciplines

3 athletes on the GB Paralympic Team

A participation strategy to get more people swimming for health, fitness and fun, measured by:

7,500 new active adults (45+) through the effective implementation of swimfit, aqua zumba and aqua host

32 local authorities implementing phase one of the Top Up Programme as part of the drive to ensure that every child can swim 25m

59 “young people who are not in education, employment of training” completing both an aquatics qualification (ex, UKCC level 1 swimming teaching) and securing a work placement through our swimming leadership programme
