In 2007, Metro initiated an Alternatives Analysis Study (AA) which analyzed over 47 routes and yielded four alternatives for extension of the Metro Gold Line Eastside Extension Phase I from East Los Angeles to cities farther east. In January 2009, the Metro Board approved the AA Study including four recommended alternatives: SR-60, Beverly Boulevard, Beverly/Whittier Boulevards and Washington Boulevard.

In 2009, following additional technical analysis and community input provided during over 40 stakeholder briefings the alternatives were further reduced to two. As a result, in October 2009, the Metro Board approved that the two remaining alternatives – SR-60 andWashington Boulevard – be carried into the environmental process.

Alternative Descriptions The SR-60 and Washington Boulevard proposed alternatives use the same light rail technology (LRT)as the Gold Line Eastside Extension Phase 1, allowing a seamless extension to cities east of the existing Pomona and Atlantic terminus. The following is a detailed description of the two remaining alternatives:

SR-60This proposed alignment generally follows the southern edge of the SR-60 Freeway along the slope of the freeway on an elevated track crossing over freeway ramps and terminates at Peck Rd in the City of South El Monte. The proposed station locations include:

> Garfield Avenue Station > Montebello Town Center Mall > Santa Anita Avenue Station > Peck Road Station

Washington Boulevard This proposed alignment is entirely on elevated track, following the SR-60 Freeway to Garfield Av, and then traveling south to Washington Bl. From there, the alignment continues east and terminates at Lambert Rd in the City of Whittier. The proposed station locations include:

> Garfield Avenue Station > Whittier Boulevard Station > Greenwood Avenue Station > Rosemead Boulevard Station > Norwalk Avenue Station > Lambert Road Station

Goals of the ProjectThere are four main goals of the study:

1. Identify alternatives that provide a transit connection to the Metro Gold Line Eastside Extension Phase 1

2. Link cities farther east of Los Angeles with the regional transit network

3. Improve mobility in the project area by enhancing transit options

4. Plan for projected growth in a sustainable manner

Study ProcessThe project development process is well defined by federal and state environmental requirements. The flow chart below highlights the major milestones in the process from beginning to end. Currently the project is in the Draft Environmental Impact Statement/Report (Draft EIS/EIR) study phase.

The Los Angeles County Metropolitan Transportation Authority (Metro) is studying alternatives to extend the Gold Line Eastside Extension from its existing terminus at Atlantic and Pomona Boulevards to cities farther east.

The Phase 2 project study area covers 80 square miles and includes 13 cities and parts of unincorporated Los Angeles County.

The project area is home to 673,000 residents, representing seven percent of the population of Los Angeles County. Over the next 25 years it is expected that the population in this area will grow by 23 percent, and employment will increase by 14 percent.

The project area is also home to a number of highly congested freeways and arterials including the I-5, SR-60, I-10 and Beverly and Whittier Boulevards. Every day, approximately 50,000 commuters leave the study area bound for downtown Los Angeles, and 115,000 make local trips within the study area itself.

BackgroundIn 2007, Los Angeles County Metropolitan Transportation Authority (Metro) began an Alternatives Analysis Study (AA) that considered extending transit services from the terminus of the Metro Gold Line Eastside Extension at Pomona and Atlantic Boulevards to destinations farther east. In October 2009, the Metro Board considered the results of the AA Study together with additional technical screening and community input and approved two build alternatives to move forward into environmental analysis. The Draft Environmental Impact Statement/Report (Draft EIS/EIR) will examine the following two build alternatives along with the required No Build and Transportation System Management (TSM) alternatives:

> Washington Boulevard Light Rail Transit

NEPA and CEQA ProcessThe National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) are federal and state laws that require government agencies to identify the significant environmental impact of their actions and to avoid, minimize or mitigate any adverse effects. For any project requiring a federal action (including receipt of federal funding) that may result in significant adverse environmental affects, the project must be studied in an Environmental Impact Statement (EIS) to comply with NEPA. Additionally, in California any project that could result in potentially significant environmental impacts requires preparation of an Environmental Impact Report (EIR) in compliance with CEQA.

The Eastside Transit Corridor Study Phase 2 will complete a joint EIS/EIR document that considers the proposed project’s environmental impacts on a wide range of topics such as air quality, cultural and historic resources, community effects, noise, visual impacts, soil, traffic and safety, water, biological resources and others. This document will evaluate these impacts for both the construction period as well as during project operations. Mitigation measures will be developed where necessary to minimize identified environmental impacts.

En octubre de 2009, la Junta Directiva de Metro consideró los resultados del Estudio AA en conjunto con evaluación técnica adicional y comentarios de la comunidad y aprobó dos alternativas de construcción para avanzar hacia un análisis ambiental. How Can I Participate in the Environmental Process?There are several steps in the EIS/EIR process that provide agencies, project stakeholders and the general public the chance to review the project and provide comments. The flow diagram below illustrates the process and opportunities for community input and review.

To initiate the environmental process an 80-day public scoping period will be held to notify the public of the proposed project and invite comments on the scope of alternatives and evaluation methodologies. Metro will host community Scoping Meetings in convenient locations within the project area to ensure that the public has the opportunity to attend and provide input. These meetings will be well publicized and comments will be encouraged.

This extensive evaluation will be supported by ad-hoc community workshops and stakeholder briefings focused on either environmental topics or alignment specific design issues. The intent of the workshops and/or briefings held with key stakeholders in the community will be to improve the alternative designs and minimize impacts.

Following the completion of the Draft EIS/EIR, Metro will release the document for a 60-day public review and comment period. The environmental document will be available for review at public locations as well as online, and Metro will host community meetings and formal public hearings to capture comments.
